Voterscouldseea$148millionbondreferendumappearontheballotsthisNovemberwiththe proposalofnewschoolsandrenovations,butitmaynotbeenough. Administratorsneedtofindanextra$7millionduetoschooladditionstoStoneHillMiddle Schoolandanewhighschool,HS6. AccordingtoRobinGeiger,oftheLoudounCountypublicinformationoffice,thebondsare alreadysetandnoextramoneycanbeallocatedtoit.LCPSneedstofindawaytoworkthe$7 millionintothecurrentbond,bycuttingotherprojectsinthebonddown,shesaid. StoneHillMiddleSchool,whichopenedin2005,hadastudentcapacityof1,350students. BasedonastudybyLoudounCountyPublicSchoolstaff,anadditional210studentsare projectedforStoneHillMiddleSchool,resultingin1,560students.StoneHillservesasafeeder schoolforthenewlyproposedHS6plannedfortheLoudounValleyEstatesarea. HS6isscheduledtoopenin2015withastudentcapacityof1,800students.HS6wouldneed toaccommodatethesameincreasethatisshownforStoneHill. ExpansionofStoneHillisestimatedtocost$5millionwithHS6tocost$2million. DuringtheLoudounCountySchoolBoardsAug.14meeting,AssistantSuperintendentforthe DepartmentofSupportServices,JeffPlatenberg,presentedarequestfromtheJointBoardof SupervisorsandSchoolBoardCommitteetoaddresstwoschools.Heaskedforanevaluationof thepotentialincreaseinstudentcapacityatStoneHillMiddleSchoolandtheproposedHS6at LoudounValleyEstates. ThestudyparameterscalledforStoneHillMiddleSchooltoevaluatestudentcapacitywithout modificationtothecorefacilitieslikethecafeteria,mediacenterandgymnasium,accordingto staffreports. AccordingtoWaydeByard,publicinformationofficerforLoudounCountyPublicSchools,three otheritemswillbeonthe2012SchoolReferendumBond: $90.2millionforthedesign,constructionandequippingofHS6,anewhighschooltobe locatedinLoudounValleyEstatesIIadjacenttoRosaLeeCarterElementary. $28.8millionforthedesign,constructionandequippingofES21,anewelementaryschoolin theDullesSouthareaadjacenttoJ.MichaelLunsfordMiddleSchool. $29millionfortherenovationofLoudounValleyHighSchool,whichcelebratedits50th anniversarylastyear. AccordingtoByard,bondsspreadthedebtofbuildingschoolsovertime. Thisisthemostcosteffectiveandtimelywaytodoit,hesaid. Byardalsomentionedthatifthebondsarevoteddown,itdoesntmeantheschoolswillnotget builttheywilljustnotbefundedusingbondsandLCPSwillhavetoseekanalternative fundingmethod. Since1998,wehavebuilt44schoolsmainlyusingbondreferendumasthevehicleforfunding, Byardsaid.Thisisonlytodeterminehowtheschoolswillbefundednotiftheywillbebuilt. Currently,HS6sdesignisplannedtobidforitinspring2013andforittoopenfall2015.The proposedexpansionmayeffectthebuildingandzoningplanswhichinturncouldpushback constructiondates.

Ifthebondreferendumisapproved,Byardsays,theLoudounCountyBoardofSupervisorswill issuethebondwhichinthepasthashada20yearrepaymentschedule.So,asByardpointed out,peoplemovingintoLoudounandfillingupthenewschoolswillhelppayforthosenewly builtschoolsovermanyyears. The$169.6millionapproved2011bondapprovedthenewMoorefieldStationElementarySchool orES16for$22.83millionthenewAshburnAreaElementarySchoolorES22for$22.83 millionthenewAshburnAreaMiddleSchoolorMS6for$39.38millionthenewAshburnArea HighSchoolorHS8for$81millionand$3.57millionofrenovationstoParkViewMiddle School.Theconstructionfromlastyearsbondwouldrelieve13elementary,middleandhigh schoolsintheAshburnareaoftheirexcessiveovercrowding. Since1998,LCPShassavedmorethan$104millioninbonds.Meaning,theschoolssystem didntneedtosellbackthatamountduetoasavingsintheprojectedcostofconstructionofthe school.But,LCPScantdivertthatmoneybecausebondsarevotedontobeusedonspecific projects,Byardexplained. Oncetheprojectsclosedtheycanttouchthebonds,Byardsaid. ThesavingsarereturnedtotheBoardofSupervisorsCapitalSurplusfund.
