is, there is no closure of entries as
required by law.

Next, observe the “taras.”


Note how orderly the “taras” were written.
This can be done in the comfort of an air-
conditioned room.
But not at midnight, inside a hot and crowded
precinct, by tired and sleepy teachers.

Even more incredible, on the same day in Las Pinas,


about 80 kilometers away, we see “taras” written in
the same penmanship of the person in Floridablanca,
Pampanga!
The Color of the “Pianistas”

Comelec Resolution 6667 requires that each precinct be supplied


with two strips of thumbmark takers. The color of the ink on the
strips is grayish black.

suspicions of fabricating and
padding election results to
favor GMA.

How was these done:

1. Identify the provinces where Mrs.Arroyo


rated well in surveys in order to make
substantial vote padding in these areas
appear credible.
Pulse Asia in November 2003 shows:

• GMA received 39% support in the Visayas, and 15%,


her lowest, in Metro Manila.

• Before the entry of FPJ in the presidential race, GMA


registered highest support from the poorest E class
with 29%. From ABC class, she got the lowest, 20%.
SWS Survey from September 2003 to
March 2004 shows:

• GMA received +44% satisfactory rating in the


Visayas, and 11%, her lowest, in Metro Manila.
Four provinces were identified: Pampanga,
Cebu, Iloilo and Bohol (PCIB Area).

In Pampanga, the expected number of
registered voters for 2004 was 944,092.
But in the PCoC, the number of registered
voters was padded to total 1,080,751.

3. Over-print election result documents
• Election Returns (ER) for the precinct tallies
• Statements of Votes (SoV) for the precinct and
municipal breakdowns
• Certificates of Canvass (CoC) for the municipal, city
and provincial totals

to contain altered results and to


substitute for documents with
the genuine results.
Several months before elections,
Commissioner Resureccion Borra
admitted that the Comelec had over-
printed election forms:
• 3 million ballots
• 33,000 election returns.
4. Pre-compute, in a separate operation, the
desired vote totals per precinct and record
in a tally master list. This list is used as a
guide to tally the altered votes on the
over-printed ERs.

5. “Certify” the false ERs, after the votes are


tallied, using the master list of Board of
Election Inspectors.
The master list of election inspectors
contains their names, precinct
assignments and specimen signatures.

This list is used by master forgers as a


guide for the ER certification.
6. Send the fabricated ERs, reflecting
landslides for GMA, to election officers
and local operatives who had been
instructed to switch the real precinct
results with the false returns.

• The fabricated votes in GMA’s bailiwicks


were not enough to cover the avalanche
of votes for FPJ that came in from Luzon,

Historically, the vote-rich Lingayen to
Lucena corridor elects a president.
This covers Pangasinan, Tarlac,
Pampanga, Bulacan, Metro Manila,
Rizal, Laguna, Cavite, Batangas and
Quezon.
In other words, without the 951,695 votes
added to GMA in the PCIB area, GMA
would be losing by 383,939 !!!

These figures only scratch the surface.

And this is why, GMA made at least 15


calls to Garci.

at least one (1) million votes.
• At that point, GMA had an artificial lead of

• Garcillano tampered with the results in
Mindanao giving GMA an additional
496,116 votes.
• As a result, GMA got what she wanted:
a lead of 1,063,772 votes.

In the dead of night, GMA walked into


Congress to be proclaimed.
Is this the legacy we shall leave for
the future generations?
NO. A thousand times, NO ! ! !
Today’s chaos is the result of corruption and
greed in high places, loss of respect for our
institutions and the death of moral values.
And the root of it all is a hopelessly flawed
electoral system.
We must change or our nation will perish.

Let us put a closure to these ISSUES . . .


• Support and pursue to their natural
conclusions the Senate inquiries initiated
by Senators Biazon and Gordon on the
Montalban raid and missing election
returns, respectively.
• Charge in the appropriate courts of law,
the Comelec Commissioners, Provincial
Supervisors and Election Officers with the
election offenses resulting from the
irregularities and anomalies in the 2004
election.
3. Identify the teachers who were not able to
serve on May 10,2004 but have
corresponding “certified” election
returns.
4. Continue the information dissemination
on the massive electoral fraud to as many
Filipinos as possible so they will know in
greater detail how they were deprived of
their votes.

Only then can we publicly unearth


the TRUTH . . .
