impact. Currently located in suburban Minnetonka, Minnesota, the Foundation office will relocate
to downtown Minneapolis in 2015 to accommodate expansion.
The Foundation board of directors maintains a family majority and trustees play an active role in
setting strategic direction and maintaining a focus on scalable results, continuous learning and
nimble responsiveness. The GHR team builds meaningful connections that foster trust among the
team, with their partners and grantees. They focus on leveraging resources and maximizing
efficiencies by sharing networks, technical assistance, issue influence and other tools for greater
impact.

PRESENTING THE POSITION OF SENIOR PROGRAM OFFICER, CHILDREN IN FAMILIES INITIATIVE

GHR envisions a world where all children live in stable family or family-like environments. To this end,
through the Children in Families Initiative, GHR is committed to building a proof of concept model to
strengthen families and deinstitutionalize and reintegrate children in appropriate and supported
families. The strategy relies on engaging pro-family child protection interventions at all levels from
government to grassroots that can be replicated in other countries. The initiative is currently being
implemented in Zambia and Cambodia and has broad global experience through past grant making.

The Senior Program Officer for the Children in Families Initiative is responsible for program
development, implementation, and oversight. Specific areas of focus include systems change in the
areas of deinstitutionalization and alternative care, prevention of child/family separation, building
pro-family alliances, and driving evidence and innovation in the field, all within local, national, and
global contexts. The Senior Program Officer has significant experience in the area of children living
without families or at risk of separation and provides internal and external knowledge leadership in
this area.

The position sits within the Global Development Program of GHR Foundation and is part of a work
team that draws on the skills of other philanthropy and financial services team members. The
position works with the Global Development lead to develop long-term strategic plans, budgets,
evaluation strategies and communications plans for the Initiative.

The Senior Program Officer reports to the Global Development Program Lead and may have direct
supervisory responsibility over administrative/program staff. The position works collaboratively with
other foundation program teams, grants management, knowledge management, communications,
and the accounting team.

THE PRIMARY RESPONSIBILITIES OF THE SENIOR PROGRAM OFFICER:

The Senior Program Officer is responsible for day-to-day management and oversight of the Children
in Families Initiative and participates in resource mobilization and strategic partnership building with
government, non-government organizations, multilateral and bilateral donors, and community based
organizations to improve and support child protection policies and programs, and to leverage
resources domestically and abroad.

Responsibilities generally include:

A. Program Development
a. Define and refine field context through landscape assessments; identify strategic
partnerships and networks and areas of engagement for the foundation and its
partners
b. Prepare and present strategic plan recommendations to management and the board
of directors
c. Develop strategic funding guidelines, applications, and reporting; refine regularly
based on learning
d. Integrate with communications to achieve program goals
e. Conduct regular assessment and evaluation of grants, the Initiative, and the
Foundations approach; make recommendations for refinement
f. Optimize potential points of connection across GHRs related network of foundations

B. Grant Making
a. Identify grantees through proactive solicitation; conduct due diligence; summarize
proposals; make and present funding recommendations
b. Work in collaboration with the grantee through the life-cycle of the grant to ensure
sound execution and course correction as necessary

C. Monitoring and Evaluation
a. Practice continuous and real-time learning through regular monitoring and evaluation
of grantee and initiative progress and uptake of lessons learned; share learnings with
grantee and others to keep partners informed and advance the work

b. Ensure grantees incorporate evaluation into their work either individually or
collectively; monitor results; identify and address needs for technical assistance as
appropriate

D. Value-Added Philanthropy
a. Engage in advocacy/policy dialogue and thought leadership opportunities on national
and international stage related to child protection and welfare, and family
strengthening
b. Facilitate and participate in convenings to encourage information sharing,
collaboration, and improved grant making
c. Build connections and networks among those with similar interests to broaden the
impact and improve outcomes
d. Build trusting relationships that encourage collaboration, honest discussion, and
allow opportunities for further action to surface

E. Field Representation and Team Engagement
a. Participate in philanthropic and program-related activities, memberships,
presentations, leadership positions and/or educational programs that contribute to
the philanthropic and/or programmatic excellence of GHR Foundation, the Children in
Families Initiative, and GHRs related network of family foundations
b. Work collegially with team members to ensure customer focus, achievement of high
professional standards, commitment to a productive work environment, and bringing
each persons unique skills to bear
c. Create plans and manage resources to ensure cohesion, efficiency and effectiveness
of the team, and that the team is capable of delivering what is promised
d. As needed, provide assistance or staffing support to other GHR Foundation Initiatives
or GHRs related network of family foundations

THE DESIRED QUALIFICATIONS:

The Senior Program Officer will be a seasoned and collaborative professional with a minimum of 10
years of experience relevant to child protection, alternative care, family-strengthening, social work
or a related field in both community and national settings. Individuals with experience working in the
context of non-profit, policy and programming, and/or the philanthropic sector will receive priority
review. A graduate degree in a related field is required.

As lead for the Children in Families Initiative, specific qualifications include:
High degree of understanding and working knowledge of current issues relevant to
programming and development with and for vulnerable children and families, including child
protection, family strengthening, alternative care, family reunification and reintegration, welfare
systems, and adoption

Demonstrated experience and effectiveness in project management, evaluation methodology,
and planning, and working collaboratively with multiple sectors to achieve common goals
Strategic thinker with the ability to conduct in-depth analysis of emerging trends and historic
evidence-based research
Strong networks in global development, child welfare, and family strengthening

As a member of the GHR Foundation team, other essential skills and experience include:
An active curiosity and passion for the charitable work of the GHR Foundation
High energy level, sound judgment and tolerance for pressured work
Ability to organize and prioritize tasks, manage time efficiently, meet deadlines, and work
independently as well as in a team environment
Quick study who can understand a broad spectrum of intellectual content quickly
Writing and oral presentation skills to communicate complex issues; active listener who
anticipates questions, adapts approach, facilitates productive discussions that include broad
engagement
Maturity and high degree of good judgment and objectivity
Integrity, honesty, loyalty, and ability to maintain strict confidentiality
Strong interpersonal skills; sensitive to benefactors intent and ability to establish rapport and
positive working relationships with family members. Comfort with presenting to a variety of
internal and external audiences

ADDITIONAL INFORMATION:

While the position will be based in Minneapolis, MN, the Senior Program Officer will have regular
overseas travel and general travel requirements of approximately 20-25% time. The compensation
package is based on experience and includes participation in the organizations benefits plan.

PRESENTING THE TWIN CITIES OF MINNEAPOLIS AND ST. PAUL, MINNESOTA

The Twin Cities of Minneapolis and Saint Paul are a unique blend of small town and major
cosmopolitan hub. Both urban cores boast a thriving business atmosphere. Minneapolis is the larger
and more commercial of the two cities, and Saint Paul, as the state capital, is home to state
government and has a more historical vibe. Outside of the central downtowns, however, both cities
have many distinct neighborhoods, and many residents identify more with their individual
neighborhood as well as with the larger city as a whole.

Both cities share a common root of being river towns, and the outdoors is still a major attraction for
residents and tourists alike to this day. In addition to the mighty Mississippi River, there are over 100
lakes (over 900 including the suburbs), over 250 parks, and miles of biking and walking trails. Nearly
every weekend in the summer there are several outdoor active events for participants and
spectators--triathlons, biking races, running races, boat races, water skiing competitions, golf
tournaments, and more.

The active lifestyle of the Twin Cities residents doesn't lie dormant during the winter. There are miles
of cross-country skiing trails, several downhill ski areas within an hour drive, ice skating, snowmobile
riding, sledding, and--of course--ice fishing.



But the Twin Cities have more to offer than participatory and spectator sporting events. There are
countless arts and culture offerings here. The Grammy Award-winning Minnesota Orchestra has a
reputation as one of the top orchestras in the world. Since the early 1960s, the Guthrie Theatre has
staged A-plus shows from the classical to the contemporary. For the museumgoer, there are over 60
museums in the Twin Cities. The Minneapolis Institute of Arts has a collection of over 100,000 pieces.
The Walker Art Center has been called "possibly the best contemporary art museum in the U. S." by
Newsweek, and has over 11,000 pieces.
