Lawmakers target
Golden Gate Bridge sidewalk fee
SAN FRANCISCO Two California lawmakers plan to
introduce legislation to block a possible sidewalk toll on the
Golden Gate Bridge.
Assemblymen Phil Ting and Marc Levine said at a news
conference Tuesday that a sidewalk toll would be the wrong
message to send when officials are trying to cut greenhouse
gas pollution and encourage people to walk and bike.
The bridges board of directors voted last month to study
the toll as part of an effort to close a projected five-year
deficit of $33 million.
Bridge spokeswoman Priya Clemens says the board will be
able to respond once its members have had a chance to review
the legislation. For now, staff will continue to study the possible fee.
The bridge had a 10-cent sidewalk toll from May 1937 to
December 1970.

Calorie count to
appear with many
prepared foods
By Mary Clare Jalonick
THE ASSOCIATED PRESS
WHY THE
RULES WERE DELAYED
Calorie labeling became law as
part of health overhaul in early
2010, almost five years ago.
Hamburg says writing the rules was
challenging because of the need to
navigate concerns of the varied
establishments that sell food.
Supermarkets, convenience stores
and pizza deliverers lobbied hardest
against the rules.
Restaurant chains went along
with the rule as a way to dodge an
uneven patchwork of local rules and
pushed for the other establishments
to be included.
The menus and menu boards will tell diners that a 2,000-calorie diet is used as the basis for daily nutrition, noting
that individual calorie needs may vary.
would have to have a calorie label.
In some cases foods will have to
be labeled in one part of the store
but not in another. Cut fruit would
be labeled in a salad bar, for example, but not in a container for sale,
because that is generally meant to
take home and eat over a period of
time. The FDA says the idea is to
label calories of foods that are
meant to be eaten at the store or as
takeout, rather than for further
preparation at home.
Leslie G. Sarasin, president and
CEO of the Food Marketing
Institute, said the group is extremely disappointed in the rules, which
she said will affect stores offerings
of fresh, minimally processed,
locally produced items such as cut
cantaloupe, mixed salads or
steamed seafood.
BOOZE INCLUDED
One surprise in the final rules is
WILL IT WORK?
New York City was first in the
country to put a calorie-posting law
in place, and other cities and states
have followed. McDonalds and
other restaurant chains already put
calorie labels on menus and menu
boards. The labels are popular with
many, but its too soon to know
whether theyll affect obesity rates.
A recent Agriculture Department
study found the diets of people who
WHATS NEXT
Even before the new rules were
announced, some Republicans in
Congress had expressed concern
that they would be too burdensome.
Sen. Roy Blunt, a Missouri
Republican, introduced a bill in the
Senate earlier this year that would
narrow the scope of the labeling.
He said in a statement Tuesday that
the regulations could hurt job
growth and impose unnecessary
costs on some businesses. He said
he would continue to push back
on the rules.

Twitter lets merchants offer deals to its users
NEW YORK Twitter is expanding its reach into commerce with a new tool called Offers.
Advertisers can post promotions and discounts in users
Twitter feeds, whether or not the users follow those merchants on the short-messaging service.
To redeem an offer, customers enter their credit or debit
card information. They then use the same card to redeem the
promotion in a store. After they do, they will get cash back
on their card. For now, the feature only works in the U.S. but
Twitter could expand it to other countries.
San Francisco-based Twitter Inc. says it will encrypt and
store the credit card information but users can remove it any
time.
The company has slowly been branching out into shopping. It launched a Buy button in September that lets users
make purchases or donate money to charities without leaving Twitter. Facebook is also testing a similar tool.

The Pac-12 says the replay crew will be held accountable

Dykes said he remains in favor of the use of instant replay

SYDNEY An Australian cricket
player was struck in the head by a

Batsman Phil Hughes was wearing

PIPES
Continued from page 1
pipe began leaking Sunday.
The 10-inch cast iron pipe broke
Sunday and caused a decrease in pressure which prompted the State Water
Resources Control Board to require the
district to advise residents to boil
water to eliminate potential bacteria.
I think like every water utility, we
have the challenge of replacing outdated infrastructure while keeping our
rates reasonable, said district General
Manager David Dickson.
Bacteriological samples to verify
water safety came back negative, it
appears no residents were affected and
the district anticipates lifting the boil
advisory Wednesday, Dickson said.
The pipe, which ran east of Highway 1
near Magellan Avenue, was fixed within a few hours and is a small portion of
the districts 100 miles of pipeline
that will be maintained through a $33
million, 10-year capital improvement
program, Dickson said. The soil surrounding the pipe dried up due to minimal rainfall, and seismic activity may
more readily harm some of the older
pipes, Dickson said.
Many water utilities repair or replace
pipes piecemeal over time and often a
provider will have mains that ranges
from 80 years old to brand new.
SIGN
Continued from page 1
Carlos Heritage Association started a
petition to save the sign which netted
approximately 1,000 signatures.
Prior to the meeting, City Attorney
Greg Rubens sent Lee a Nov. 18 letter
giving him until 5 p.m. Monday to
restore the sign which had its neon
tubing and lightbulbs removed. If he
didnt, Rubens wrote, Lee risked code
violations daily and a possible trip to
court for injunctions.

Councilman Cameron Johnson
thanked Lee for his appearance and
willingness to work with the city.
People who dont live here say
whats the big deal, he said, adding
that it is a emotional and symbolic
for the community during a time of
rapid change.
Councilman Ron Collins pointed
out that other Peninsula cities have

Some neighbors have concerns about traffic and parking with other new developments like a new hotel coming to nearby
Industrial Road, including Ben Fuller, president of the Greater East San Carlos
Neighborhood Association.
The
Greater
East
San
Carlos
Neighborhood Association is cautiously
optimistic about a new high school, said
Fuller. What we are concerned about is it
needs to be handled carefully with parking
being as bad as its been, traffic at an alltime high and most importantly we want it
to be sensitively inserted so it respects
existing residential housing in the neighborhood and that the height not exceed
three stories.
On the one hand, Mayor Mark Olbert said
its exciting news the district is moving forward with trying to put a high school in San
Carlos, on the other hand, he said the district could hardly have picked a worse intersection in San Carlos to stick a 400-student
high school. Currently, there is no public
high school in San Carlos, as San Carlos

Both Collins and Olbert expressed concerns about privacy and the proposed a year
time frame the collected information would
be stored.
But after a tour of the Northern California
Regional Intelligence Center in San
Francisco Collins said he saw firsthand
what a tight lid it keeps on the information.
Its very difficult for law enforcement to
abuse that. Their center is so secure they
wouldnt even let Chief Rothaus in some

Based on information from the diplomats, progress made so far has mostly
stemmed from the U.S. and its allies revising positions closer to the minimum of
what they may be able to accept. Irans
demands, in contrast, have changed less
and the country may be digging in as the
next round approaches.

Washingtons mantra has long been no
deal is better than a bad deal, and extending the talks has put off a decision on
whether to walk away from them rather
than give up too much.
But while the U.S. administration may
opt for more wiggle room on the size and
capacity of Irans nuclear program, that
may not be the case for powerful sceptics
of too much U.S. compromise.
Members of the new Republican-controlled U.S. Congress to be sworn in early
next year have threatened to impose additional sanctions on Iran and may well have
Suspicion immediately fell on the insurgents from the Islamic militant group Boko
Haram, which controls a large part of northeastern Nigeria and is blamed for the deaths
this year of at least 1,500 people in Africas
most populous country.
In its campaign of violence, Boko Haram
has used car bombs and men wearing vests
of explosives. It also has begun using
women who can cover the explosives with
their hijabs, and the recruits appear to have
gotten younger, with several instances of
teenage attackers earlier this year.

Field Act
One issue the district is considering is the
fact that the states Field Act that includes
restrictions for building or purchasing
property for public schools within a quarter
mile of hazardous air emissions facilities,
within 1,500 feet of railroad tracks or of the
easement of an aboveground or underground
pipeline that can pose a safety hazard, within a couple miles of airport runways or within close proximity to major roads and ensuring a safe route to school. Additionally, the
California Department of Transportation
considers sound at 50 decibels in the vicinity of schools to be the point at which it
will take corrective action for noise generated by freeways.
The San Mateo Union High School
District has recently run into its own difficulties with the Field Act while searching
for a new home for its Peninsula Alternative
parts because he didnt have enough clearance, Collins said.
Rothaus said he was heartened by Collins
open mind.
He probably still has some concerns but
Im really encouraged to see him want to
learn more, Rothaus said.
At the last council meeting, Collins asked
that the proposal be brought back and his
colleagues minus Grocott, who was absent,
agreed.
Im still not sure if Im ready to move
completely in the direction they want to.
Im thinking in terms of a trial period, said
Collins, admitting hes still not completely
comfortable at the moment.

Planning process
Trustees are excited about the potential
placement of a high school in San Carlos
and noted this has been an ongoing matter
in closed session for the school boards last
several meetings. Community input on the
magnets and potential themes is really
important to the district, Sarver said.
The district is currently actively engaged
in a strategic planning process and over the
past week have been going to the community with an electronic survey of issues facing
the district including public input on
themes for the new small schools, he said.
Were actively engaged to build a program
thats of great value to the community.
He noted the support of the community
has been critical in passing the bond last
time length desired by the council, Rothaus
said.
After the councils veto of the request,
Olbert had said he might favor it if the personal information is kept less than a year.
On the Peninsula, license plate readers are
already used in Daly City, Menlo Park,
Redwood City, San Mateo and Palo Alto.
Rothaus proposes mounting one camera on
a patrol car and installing a fixed reader near
the onramp to Highway 101 at Brittan
Avenue where the city has seen an uptick in
robberies at nearby big box businesses.
The readers cost an estimated $70,000
