Dear Chancellors Milliken end Zimpher:
According to a recent story by the Times Union, the top 50 highest paid state employees
are all atthe City University of New York (CUNY) and the State University of New York
(SUNY), A closer examinat on ofthe dat also found that 1,241 ofthe 1,800 highest paid state
employees are from CUNY and SUNY, and many ofthe salaries are exorbitant. The data shows
‘thatthe former chancellor ofthe CUNY system has the public equivalent ofa golden parachute
and continues to make more than half a milion dollars per year—a salary more than the current
‘CUNY chancellor, which isa troubling finding. These facts raise questions about administrative
costs inefficiencies and duplication in both systems,
As we are once agaia entering state budget season our administration wants to be on
record that both systems must reduce and justify administrative costs because every dollar of|
administrative overhead comes from the pocket ofa struggling student or taxpayer. According to
data from the National Center for Education Statistics, the total cost to pay for administrative
‘overhead is $4,634 per student at CUNY and $3,804 per student at SUNY. In comparison the
administrative cost per student in California is $2,247, Massachusetts i $2,984, Flotida is
S1,927, New Jersey is $2,933, Nebraska is $2,780 and Tennessee is $2,369,

SD emtngentnonAdministrative overhead at CUNY and SUNY is too high, We must find administrative
cfficiencies through share¢ services, back office overhead and other savings to lower the overall
administrative costs per stent
Recently, the Governor proposed requiring both CUNY and SUNY work together to
reduce administative overhead to lower coss in order to increase investment diretly into
academic programming. Litle has come ofthat reasonable, commonsense proposal. In the
coming weeks, we ask you to work together to develop a plan todo just that. The Governor looks
forward to receiving that plan.
