Electrification funds in peril

Federal Transit Administration delays $647 million Caltrain decision

New leadership in Washington,
D.C., dealt a powerful and destabiliz-
ing blow to the backbone of Silicon
Valleys public transit system Friday.
The Federal Transit Administration
announced its delaying a decision on
whether to award $647 million to help
electrify Caltrain funding that needs
to come through by March 1 to keep
the project on track.
After years of reviewing the project
during the Obama administration, in a
brief letter the FTA said it now needs
more time and deferred a decision at
least until Trump develops his budget
proposal.
Failing to receive federal support for
the nearly $2 billion overhaul could
kill Caltrains long-planned mod-
ernization. With design work already
underway, Caltrain now faces potential
scheduling delays and increased costs
that could derail a project touted to
have environmental and congestion-
relief benefits.

man was found guilty of coercing a
minor into prostitution Friday,
according to prosecutors.
After less than a day of delibera-
tions, a jury found 27-year-old
Matthew Graves guilty of human
trafficking, pimping, pandering
and dissuasion of a witness, said
San Mateo County District
Attorney Steve Wagstaffe.

and the new preferred model seem-
ingly values quality ahead of quan-
tity.
A panel of local educators con-
vened Wednesday, Feb. 15, at
Crocker Middle School in
Hillsborough to discuss the shift-
ing expectations for a students
learning once they leave their
campus.

Hillsborough City Elementary

sailing community. They

for many years. Avid golfer, she golfed three
or four days a week both on the East and
West coasts.
She traveled to Australia and had several
trips to Hawaii. She loved her 49ers, Giants
and Warriors, and went with a neighborhood
group to a couple of 49er Super Bowl games.

Burlingame Elementary School District,
served as a panelist and said her districts
performance improved after authorizing an
amended homework policy.
Our test scores are higher than they have
ever been and we are assigning less home-
work, said MacIsaac to a crowd of
Hillsborough parents and school officials.
She was joined on the panel by
Burlingame High School Principal Paul
Belzer; Nueva Middle School Head Liza
Reynal; John Schafer, Menlo School upper
school director; Craig Baker, San Carlos
Elementary School District superintendent;
Lori Musso, Curriculum and Instruction
Services administrator with the San Mateo
County Office of Education; and Margaret
Dunlap, Challenge Success school program
director.
Dunlaps organization has been a leading
resource for districts interested in revising
their homework policy, after issuing
research showing most elementary students
gain little or nothing from doing home-
work.
Yet despite the wealth of studies fortify-
ing her work, Dunlap said it is common for
some students across the nation to spend
between three and four hours a night doing
work after school.
Considering the variety of extracurricular
activities in which many local students
engage, MacIsaac said Burlingame officials
favored trimming homework time to assure
young learners are granted a chance to spend
evening hours with the family.
Allowing adequate time for young people
to step away from homework in favor of
getting enough sleep is an added bonus of
reducing homework as well, said Dunlap.
Baker, whose district also recently
approved an amended homework policy,
said the shift was brought under an attempt
to grant students, teachers and parents
greater autonomy in crafting lessons better
designed to resonate with a students inter-
est.
Most of the educators agreed policies
encouraging specialized lesson plans
designed to engage a students passion away
from the classroom are preferred to sending
them home with rote assignments.
Schafer said educators should seek out
materials and lessons crafted to help stu-
dents understand that work is not just
drudgery and something to fear. Kids have to
be hungry to want to learn.
While studies show students between
kindergarten and fifth-grade should not be
assigned busy work after class, there are
still tremendous benefits to honing a young
learners desire and appreciation for reading
on their own.
Also, as students begin to move through
the middle grades and into high school,
time spent on homework daily should
increase to better prepare them for college
and eventually a career, according to
research.
The discussion was hosted as
Hillsborough City Elementary School
District officials are examining potentially
overhauling homework policy to better
align with a mission statement emphasiz-
ing skills students need to succeed in a mod-
ern learning environment.
Some panelists noted while moving away
from the homework model that served previ-
ous generations, they have faced backlash
from parents who fear the shift represents a
reduced commitment to academic rigor.
Officials though emphasized the change
should be seen as a commitment to assuring
each student is offered lessons designed to
fit their best interest, rather than assuming
everyone in a class learns at the same pace
through the same assignments.
Baker also noted much of the most recent
curriculum emphasizes the value of team-
work and learning through working on proj-
ects, which are not ideal to assign as home-
work.
Three years since approving an amended
homework policy, MacIsaac said beyond
the improved performance on the most
recent round of standardized test scores, she
said there is qualitative proof showing the
decision is paying dividends.
There is the general feel that children are
not as stressed out, she said. And quite
frankly, neither are the parents.

Cities ask federal judge
to keep Trump travel ban on hold
NEW YORK Municipalities including New York, Los
Angeles, Chicago, Minneapolis and Skokie, Illinois, urged
a federal judge on Friday to continue blocking aspects of
Republican President Donald Trumps travel ban.
New York Citys chief lawyer, Zachary Carter, filed papers
in federal court on behalf of nearly three dozen cities. The
arguments were submitted days before a judge will decide
whether to extend an order that was issued the day after
Trump signed the Jan. 27 executive order.
Carter and senior counsel Susan Greenberg said in the fil-
ing that the ban against people from seven predominantly
Muslim countries damages the economies and cultures of
the cities and harms efforts to keep cities safe, including
against terrorists. It stranded students, separated families,
disrupted travel and commerce, spread fear among our resi-
dents and visitors, and projected a message of intolerance
and distrust toward members of our communities, they
wrote of the little more than a day that the ban was in effect.
They said xenophobia and religious discrimination are
particularly harmful to cities that rely on tolerance and
inclusiveness, such as New York City, where a population
of more than 8 million exceeds that of 40 states, with 3 mil-
lion residents born abroad. The city has an estimated

testy exchange between President Donald Trump and a vet-
eran black journalist, with many considering the incident
to be the latest indication of his inability to relate to them.
Already skeptical of Trump, many blacks said they were
exasperated by the fact that, during his news conference on
Thursday, the new president asked April Ryan, longtime
White House correspondent for American Urban Radio
Networks, to help broker a meeting for him with black law-
makers.

objections of environmental groups,
the Senate confirmed Scott Pruitt to
lead the Environmental Protection
Agency on Friday, giving President
Donald Trump an eager partner to ful-
fill his campaign pledge to increase
the use of planet-warming fossil fuels.
Pruitt was sworn in later Friday by
Supreme Court Justice Samuel Alito.
In six years as Oklahomas attorney
general, Pruitt filed 14 lawsuits chal-
lenging EPA regulations that included
limits on carbon emissions from coal-
fired power plants. He also sued over
the EPAs recent expansion of water
bodies regulated under the Clean Water
Act, a federal measure opposed by
industries that would be forced to clean
up polluted wastewater.
Pruitt submitted his resignation as
attorney general to Oklahoma Gov.
Mary Fallin on Friday.
Pruitts supporters cheered his con-
firmation, hailing the 48-year-old
Republican lawyer as the ideal pick to
roll back environmental regulations
they say are a drag on the nations
economy.

West Virginia and Heidi Heitkamp of
North Dakota.
During his Senate confirmation
hearing last month, Pruitt said he dis-
agreed with Trumps past statements
that global warming is a hoax.
However, Pruitt has previously
expressed doubt about scientific evi-
dence showing that the planet is heat-
ing up and that humans are to blame.
Pruitts nomination was vigorously
opposed by environmental groups and
hundreds of current and former EPA
employees, who fear he will preside
over massive budget and staff cuts.

technicians, engineers and other civil
servants who work at the EPA must be
able to do their jobs without political
interference or fear of retribution,

The White House declined to comment on Friday about
Trumps exchange with Ryan.
Trump used the moment to pander to his supporters, said
Lehigh University professor James Peterson, and the irony
is that the point of Ryans question Trumps plan for
urban communities got lost.
His histrionics ... obscured what was a very significant
question in the first place, Peterson said.
Trumps comments came while the White House was in
the midst of making overtures to black constituencies. The
same day that Trump sparred with reporters, Vice President
Mike Pence joined with South Carolina Republican Sen.
Tim Scott, one of three blacks in the Senate, for a White
House listening session with black small business own-
ers and community leaders. And the president is also expect-
ed to issue an executive order soon on support for histori-
cally black colleges and universities.

Stocks inch to new records;

S&P up four straight weeks

NEW YORK Stock indexes
inched ahead to record highs
Friday, barely, after a late-after-
noon push erased losses from ear-
lier in the day. It caps the fourth
straight week of gains for the
Standard & Poors 500 index, its
longest such streak since July.
Reports through the week
showed that the economy is
improving and corporate profits
are growing more quickly than
analysts expected. The encourag-
ing data, along with hopes for
lower taxes and other business-
friendly policies from
Washington, pushed the S&P 500
to a 1.5 percent rise last week, its
best weekly performance since the
first week of January.
The S&P 500 rose 3.94 points
Friday, or 0. 2 percent, to
2,351.16. The Dow Jones indus-
trial average edged up by 4.28
points, less than 0.1 percent, to
20,624.05 and also set a record.
The Nasdaq rose 23.68, or 0.4 per-
cent, to 5,838.58, its own all-
time high.
Slightly more stocks fell than
rose on the New York Stock
Exchange.
The last two days have been
lackluster for stocks, with the
S&P 500 dipping on Thursday, in
comparison to the strong run they
had been on. That slowdown was
more a result of investors looking
to cash in some profits than on
any fear or need to get out of the

their backs on Wells Fargo after a scandal
over sales practices, with the bank saying

accounts without customer authorization.
Kraft still hungry for
Unilever after rejected offer
NEW YORK Kraft Heinz is attempting
to buy Unilever in a $143 billion deal that
would join the U.S. maker of cheeses and
lunch meats with the European producer of
mayo, teas and seasonings in a global pow-
erhouse.
Unilever rejected the approach and called
the price too low, while Kraft Heinz says its
still interested in a deal. The shares of both
companies surged to new highs as investors
saw prospects for cost cutting.
A combination of Kraft Heintz, which
sells Oscar Mayer meats, Jell-O pudding and
Velveeta cheese, and Unilever, which owns
brands including Hellmanns, Lipton and
Knorr, would rival Nestle as the worlds
biggest packaged food maker by sales.
That might not lead to big changes that
customers would notice on the supermarket
shelves. But its peoples changing tastes,
shifting away from boxed and canned gro-
ceries in favor of items that seem fresher or
healthier, that are driving deal-making in
the food industry.
Mortgage service firm OKs
$225M California settlement

SACRAMENTO A mortgage services
company signed a $225 million settlement
with California regulators on Friday to set-
tle allegations it overcharged active-duty
military members, was late in providing
key information for some civilian borrow-
ers seeking to modify their loans and vio-
lated other laws.
Florida-based Ocwen Loan Servicing
agreed to pay $20 million to reimburse bor-
rowers and make $198 million in loan mod-
ifications over three years that will lower
costs for thousands of California borrowers.
The settlement with the California
Department of Business Oversight covers
January 2012 through mid-2015, when
Ocwen says it serviced more than 531,000
California loans. Under the terms, Ocwen
may begin handling new California mort-
gages. The settlement will hold Ocwen
accountable for widespread violations of
laws that harmed borrowers in our state,
department Commissioner Jan Lynn Owen

Wilbur Ross, President Donald Trumps

Department, served on the board of Ocwens
parent company, Ocwen Financial Corp., in
2013-14. The billionaire investor sold sub-

is expected to vote on his nomination dur-
ing the week of Feb. 27.
Ocwen previously paid about $2 million
to more than 3,100 California borrowers
because of what California regulators said
was a practice of sending time-sensitive let-
ters to borrowers after the date on the letter.
The tardy letters sometimes made it diffi-
cult for the borrowers to modify their loans,
said regulators, who also found the compa-
ny charged active-duty military personal

They say one of the hardest things to do in

The South City girls basketball team can
now vouch for that adage. Facing Half Moon
Bay for the third time this year, which fin-
ished second behind the Warriors in the
Peninsula Athletic League North Division,
South City scratched and clawed its way to
52-42 overtime victory over the Cougars in
a semifinal game of the PAL Tournament at
Hillsdale Friday afternoon.
We knew going in, beating a team three
times is really difficult because everything
we do, they know how to stop, said South
City coach Paul Carion. They (the Cougars)
played a bit faster than the two previous
games we played, and it caught us off guard.
Both Carion and Half Moon Bay coach
Antonio Velasco both believed the Cougars
played better, but at the end of the day, a
third straight loss by Half Moon Bay proved
who the better team was.
We played better (than South City), but
theyre the better team than we are, Velasco
said. Every time we had a chance, we didnt
take advantage. And every time they had a
chance, they did take advantage. We could

M-A holds off scrappy Oceana squad

For three quarters, the Oceana girls bas-
ketball team went toe-to-toe with Peninsula
Athletic League South Division champ
Menlo-Atherton in the semifinals of the
PAL Tournament.
The Sharks actually outscored the Bears
32-23 in the second half.
But that one quarter, the second, proved to
be the difference in M-As 64-50 win over
the Sharks at Hillsdale Friday night. M-A
outscored Oceana 18-6 to lead 40-18 at half-
time, after leading 22-12 after one.
But as well as the Bears shot the ball in the
first half, they werent as hot in the second.
On top of that, Oceana came out and played
much better over the final 16 minutes than
they did the opening two quarters.
In the end, M-A, which went undefeated in
PAL South play, was too much for the Sharks
to handle.
We had a pretty good first half, said M-A
coach Markisha Coleman. The second half
seemed like a totally different game. We were
horrible on defense (in the second half).
The Bears, the two-time defending tourna-
ment champions, will take on South City in
the finals at 6 p.m. Saturday at Hillsdale.
Much like the Bears, the Warriors won the
PAL North title without dropping a game.
They beat Half Moon Bay 52-42 in overtime
in the first semifinal game Friday.
Its easier to accept poor defense when a
team has built a 20-point lead, but Coleman
and the Bears are looking for bigger things
and she doesnt want to see her team take a
step backward now.
There wasnt much to complain about in
the first two quarters, if you were an M-A fan.
The Bears were hot from the outside almost
from the outset and it helped offset an off
night from center Greer Hoyem.
Hoyem has spent most of the season car-
rying the Bears offensively. Friday night,
however, she just seemed a touch out of
sync. She did finish with 13 points, but she
could never find much of a rhythm offensive-
ly.
I think she was posting up well, but the
shot just werent falling, Coleman said.
That frustrated her and then she started try-
ing to do too much.
If not for the fact the Bears are a well-
rounded team, it could have meant more seri-

ous trouble for them. But not when Carly
McLanahan is raining down 3-pointers.

Sharks) were going to pack in the key (to try
and negate Hoyem). I called Carly over and
told her she needs to make her shots.

shooting groove, finishing with 10 points,
as did forward Ofa Sili. Erica Fischer came off
the bench to score seven and Megan Sparrow
added six for the Bears.
When you have a well-rounded team, its
important to have players who can score,
Coleman said. A lot of teams will scout us
and think that we just pound the ball inside

McLanahan had four of her 3s in the first
quarter as the Bears drained five from down-

ond period. Fischer knocked down M-As

If Menlo-Atherton insists on
going down the different-hero-
every-night road in the postseason,
it will all trace back to the perform-
ance of sophomore Will Beasley in
the Peninsula Athletic League boys
basketball tournament.
After trailing Jefferson for most
of the second half Friday at
Hillsdale High School, M-A got a
major boost from its bench in the
person of Beasley. The sophomore
played limited minutes in the sec-
ond and third quarters, but in the
fourth he was central to the Bears
taking their first lead of the half en
route to a 55-50 victory.
With M-A the No. 1 seed from
the PAL South trailing 45-42,
Beasley drilled a short-range
jumper to close the deficit to 1.
Then, as Jefferson the No. 2 seed
from the PAL North attempted to
advance the ball up court, Beasley
produced a takeaway and kicked a
pass over to two-time PAL South
Division Most Valuable Player Eric
Norton for a 10-foot jumper to give
the Bears their first lead of the half
with 2:30 to go in regulation.
Thats the thing we talk about is
strength in numbers, M-A head
coach Mike Molieri said. And as
the fans know, we have different
lineups out there every night. Hes a
kid that, against a zone, hes very
good because he can make that
midrange shot. Thats why we went
with him. Hes a sophomore thats

HMB was coming off its two biggest offensive games of
the season, with an 83-28 win over Oceana in the regular-
season finale, then an 84-53 win over Aragon in Thursdays
PAL tournament opener. In Fridays semifinal, however, the
Cougars shot just 26.3 percent (10 of 38), including just 4 of
19 from beyond the arc.
More importantly, the Cougars could not get past a wall of
Sequoia defenders. With the post on lockdown, the
Cherokees guards swarmed with man-to-man tenacity as

well. The result was a HMB offense that could hardly set a
point man at the top of the half-court set, let alone get any
kind of distribution into the paint.
Theyre pressuring us out by half court, HMB head coach
Rich Forslund said. Its pretty tough to run an offense if
thats where youre going to be. We dont have a guard that
can go anywhere and they cant make passes.
LeBlanc scored a game-high 18 points. He was hardly a
one-man show from 3-point range, but his fast start was
contagious as four different Cherokees accounted for eight
3s on the night.
Hes something else, Sequoia forward Nathan Schult
said. We feed off NJai. The stuff he does is contagious for
sure.
After Sequoias big start, Schult kept the pressure on by
opening the second quarter with a 3 amid a 13-2 Sequoia run
that spanned the opening two periods. By halftime, much in
part to HMB hitting just two field goals in the second quar-
ter, including whiffing on all eight 3-point attempts, the
Cherokees opened up a 29-15 lead by the break.
Sequoia center Ziggy Lauese was also a big first-half pres-
ence. With the Cherokees outrebounding HMB 33-22 in the
game, Ziggy Lauese notched a game-high 11 boards, includ-
ing seven in the first half.

proved a dominant aspect against a HMB team despite

Thats our weakness, Forslund said. So the more phys-
ical teams theyre going to pressure us out here. And we
just cant handle it. We dont have that same physicality.
And that fed right into the hands of Sequoia.
We work around the ball pressure, Schult said. If the
ball pressure is good enough, then it makes everybody elses
job easier.
Sequoias energy spanned into the second half, but HMB
did put up a fight in the third quarter. The Cougars came out
more disciplined to getting to the hoop, with junior forward
Ethan Menzies soldiering into traffic to draw a pair of fouls
and, in turn, hit all four of his free throws in the period.
Menzies finished with a team-high 16 points and four
rebounds and helped close the deficit to 28-22 just two min-
utes into the second half. But that is as close as HMB would
get as LeBlanc turned up the heat with a steal for a run-away
lay-in as Sequoia spat back with a 7-2 run.
Were a pretty good team when everybody is on, Coach
Lauese said. But NJai definitely gets our guys going. Like
I said, hes done it all year.
LeBlanc netted two more 3s as Sequoia outscored HMB 15-
5 in the fourth quarter.
Now, Sequoia advances to Saturdays championship game
to face PAL South rival M-A. The two teams split the regular-
season series, with Sequoia winning at home 68-58, before
M-A took the second game on its home court 63-52.
Its going to be an exciting game, Coach Lauese said. I
mean, both teams, right? In some ways, the basketball gods
are looking over and this is the only way we can do it.

Not that Cedeno took a lot of shots. She
realized early on that the Cougars defensive
efforts were focused on her. Once she accepted
that, she said she settled down and had a differ-
ent focus get the rest of her team involved.
In the beginning, I was frustrated I was
wasnt getting my shot off, Cedeno said. I
had to tell myself, Its not your game, its not
your game. I had to do that so I was settled.
Said Carion: They decided not to let
Cedeno beat them.
The rest of her teammates did chip in
enough for South City to pull out the victory.

South City scored seven of the first nine
points of the third quarter to take a 28-23
advantage and a Valerie Avila 3-pointer with
under two minutes left in the third gave South
City a 31-26 lead going into the fourth quar-
ter.
With the Warriors leading 33-28 following
a Neveah Miller jumper at the 6:51 mark, Half
Moon Bay ran off six unanswered points to
take a 34-33 lead, the Cougars first since the
3:46 mark of the second quarter.
A three-point play from Cedeno gave the
Warriors 36-34 lead and the way things were

MESA, Ariz. The day in early October
when Chip Hale lost his job as manager of
the Arizona Diamondbacks, he called his
good friend Bob Melvin. Just to talk.
The two go back many years in baseball
Hale was Melvins third base coach in
Arizona from 2007-09 and bench coach in
Oakland from 2012-14 and Hale considers
Melvin his baseball coaching mentor.
Not long after that conversation, a spot
on the Oakland Athletics coaching staff
opened up with the departure of Ron
Washington to Atlanta. Hale had other offers
but accepted Melvins to become the As
third base coach. Hes now hard at work in
spring training working with infielders.
Decided this was the best spot for me this
year. The history I had here, and the history
with Bob ... I felt really comfortable here,
Hale said. Hes the one that brought me to
the big leagues with the Diamondbacks.
Theres no doubt that the relationship is

Id like to try again and get an opportuni-
ty, but you know that its a tough thing to
get. Theres a lot of people that are working
hard to get an opportunity.
I have the experience now, Hale said,

Lorias thinking.
Sometimes it just hits right and I think
thats the case here, Samson said.
Any sale must be approved by at least
three-quarters of the Major League Baseball
owners.
At the time of Lorias purchase, the
Marlins played in the Dolphins stadium,
which was poorly suited to baseball.
Marlins Park opened in 2012.
Kids can now be Marlins fans and grow
into adults and still be Marlins fans,
Samson said.
Still, Miami finished 11 of the past 12
seasons ranked last in NL attendance.

Hale grew up in the Bay Area and during
high school often attended As games.
Im a lifer in baseball, Hale said. Some
people said, Take a year off. I could never
do that. I enjoy the competition. Thats the
best thing about it.

STANFORD On a night when

Pickens had no desire to talk about
his offense.
It was the way the Cardinal played
defense that gave Pickens the most
satisfaction, especially considering

Republican leaders asked for the delay cit-
ing concerns about Californias controver-
sial high-speed rail project.
Caltrain supporters were aghast by
Fridays announcement that could signifi-
cantly stunt what they say is a vital, shov-
el-ready infrastructure improvement that
will create jobs in the Bay Area and across
the nation.
I think today I heard a big door slam and
I dont remember the last time I have felt
this dejected for the people of our region.
The agencies, the people, the community,
the business community, the environmental
community, the chambers of commerce
[and] riders, said U.S. Rep. Anna Eshoo, D-
Palo Alto. Its just a crushing blow and
what rubs salt into the wound is this is just
straight politics, straight partisan politics.
They did it because they could.
Caltrain is the only pending grant appli-
cation that straddled the Obama-Trump tran-
sition, according to an FTA spokeswoman.
Delaying growth
Local representatives were shocked as
investing in infrastructure is one of the few
issues on which both Republicans as well as
Democrats agree, and Trump has consistent-
ly voiced commitment to bolstering jobs.
Between electrifying 51 miles of tracks
and purchasing new trains, the Caltrain
Modernization Program would create over
9, 600 jobs; including 1, 300 jobs in
Florida, Virginia, Wisconsin and Colorado.
In Salt Lake City alone, the project is driv-
ing an electric train manufacturer to build a
new assembly plant that would employ 550
workers, according to Caltrain.

This was the final decision needed to
move forward with a project that will trans-
form the way we experience transportation
on the Peninsula, benefit tens of thousands
of Bay Area commuters and create jobs for
almost 10,000 people across the country. It
will be unfortunate if the only thing stand-
ing in the way of moving forward with
those benefits is a signature from the
administration, Murphy said. Were not
sure if this project, in the state of readiness
that its in today, can survive an unknown
period of delay.
In a brief letter to Caltrain, FTA Executive
Director Matthew Welbes said a decision
that could have come as early as Friday
would be postponed until electrification can
be considered in conjunction with Trumps
budget and an FTA report to congress on
grant expenditures.
While acknowledging Caltrains March 1
deadline to finalize contracts, Welbes
briefly explained the FTA requires addition-
al time to complete review of this signifi-
cant commitment of Federal resources.
The entire $2 billion Caltrain project is
supported by a range of local, regional and
state funding including a $713 million
allocation from high-speed rail that frus-
trated those opposed to the states proposal
to create a bullet train from Los Angeles to
San Francisco.
High-speed scrutiny
Caltrain and high-speed rail became inter-
twined when the two agreed to share the
tracks running along the Peninsula, a move
codified by legislation and necessitating
electrification.
But with the agreement came harsher
scrutiny for Caltrain electrification, partic-
ularly from those who view the $64 billion
high-speed rail project as a boondoggle
stymied by lawsuits and failing to meet
requirements of voter-approved bonds.
Apparently emboldened by the White
House shakeup, a dozen congressional
California Republicans including House
Majority Leader U.S. Rep. Kevin McCarthy
and U.S. Rep. Jeff Denham, who is chair of
the House rail subcommittee seized an
opportunity to weigh in. In late January,
they sent a letter to Secretary Chao urging
what they described as support for high-
speed rail be delayed until a more thorough
review.
A spokesperson for McCarthy did not
return requests for comment Friday.
Eshoo, along with dozens of other
California lawmakers, sent Chao a response
letter emphasizing the funds were for
Caltrains project, which has independent
utility regardless of whether high-speed rail
ever comes to fruition.
The recent announcement prompted by
Chao was particularly startling since the
FTA appeared to support the project as far
back as November 2015 when it gave
Caltrains grant application a medium-high
rating.
In May 2016, the FTA said it recommend-
ed Caltrain for the Capital Improvement
Investment Grant which ultimately needs
congressional approval as part of the annu-
al budget. Since then, extensive vetting has
proceeded and a 30-day notice to Congress
of the finalized review culminated Friday.
Typically, Congress appropriates $2 bil-
lion a year for the capital investment grant,
which projects usually receive in annual
installments.
A new era for transit?
Local representatives said the news was
particularly shocking Caltrain had previ-
ously met all of the federal requirements,
underwent environmental review, had
matching funds from other sources, and
received support from the former president.
Murphy said the FTAs action could have
broader consequences.
Were certainly in unchartered territory,
this is a new administration and we are in a
sense the canary in the coal mine because
this decision does not just apply to the

Caltrain project, Murphy said. This is an
issue about whether the federal government
is going to invest in infrastructure improve-
ments in the way it has in the past.
After awarding design-build contracts last
year, Caltrain has until March 1 to issue a
full-notice to proceed to its contractors
before the agreed upon price could expire. In
the last few years alone, the project costs
have already ballooned nearly $500 million
and the contracts were a way to lock in a
price.
The goal was to bring electric trains to
riders by late 2020, but immediately follow-
ing the FTAs decision Murphy said its too
early to tell what the fallout will be in
regards to scheduling and costs.
Assemblyman Kevin Mullin, D-South
San Francisco, has been a loyal advocate
and wrote a new law to clarify high-speed
rail bond funds could be used on bookend
projects like Caltrain. Mullin questioned
how Trumps prior experience and state-
ments aligned with the FTAs disappoint-
ing decision.
I was encouraged by the presidents stat-
ed commitment to infrastructure projects.
Upgrades to the Caltrain system are
absolutely that. As a developer, the presi-
dent knows the consequences and potential
for cost increases due to undue delays.
Modernizing Caltrain is a job creator, will
better serve the workforce of the Bay Area,
and is good for the environment. Win, win,
win, Mullin said in an email.
U. S. Rep. Jackie Speier, D-San San
Mateo, who along with Eshoo wrote to
Chao about what was at risk should federal
funding fall through, sought to sway Trump
with his familiar slogan.
Caltrain is the backbone of the Silicon
Valley transportation system and this deci-
sion to delay would threaten to break the
backbone of this economy, Speier said in a
statement. To make America great again,
the president should order that this grant be
made and then join us to turn dirt as 9,600
good American jobs related to this project
spread over 13 states are created.

of the emotions driving Sam Shepards
Fool for Love.
Magic Theatre, where the play premiered
in 1983, is presenting a compelling revival
directed by artistic director Loretta Greco.
Its set in a rundown motel at the edge of
the Mojave Desert, where May (Jessi
Campbell) is trying to start a new life after
leaving her cowboy lover, Eddie (Andrew
Pastides).
As it opens, Eddie has arrived and is try-
ing unsuccessfully to convince her to return
to Wyoming with him.
Shes jealous that he has been seeing a
woman whom she calls the countess. He
gets upset when he learns that she has a date
that night.
Theres a push-pull attraction between
them, one that began 15 years ago and has
been rocky ever since. This rockiness sur-
talents like Jillian Bell (22 Jump Street)

is spot on. The sexual attraction between
May and Eddie is palpable, as is the poten-
tial for violence, while Gnapp as The Old
Man and Russell as Martin provide some
occasional relief.

LOS ANGELES The Portlandia brain trust is gath-
ered to hash out another round of endearingly goofy tales
set in a mythical (sort of) Portland.
Laptops dot the conference table where stars Carrie
Brownstein and Fred Armisen sit with fellow writers of
the IFC comedy. Their modest office is in a gentrifying
industrial section of Los Angeles with the whimsical
nickname Frogtown so perfectly Portlandia, now in
its seventh and next-to-last season.
The story currently under discussion: What the mayors
wish to secede from the United States could mean for the
Oregon city with Kyle MacLachlan back as the mayor and
Kumail Nanjiani as an unyielding bureaucrat).
I just want more Saturday and Sunday. Two each, one
writer suggests as the mayors vague intent.
He keeps saying, I just want the weekend. And Fred
and Carrie are like, What does that mean? another
scribe chimes in.
Shorts. Flip-flops. Eating a banana on the front
lawn, is helpfully offered.
This group stream of consciousness meanders delight-
fully on. The mayor wants to set up a tax shelter to attract
billionaires. Or maybe he went to Iceland and realized
countries outside America are OK, too.
But what about the downside of secession? Portlands
split from the U.S. would be treated like a cable customer
trying to end a contract, and it wouldnt be pretty. There
are the penalty fees, of course, and demands for return of
federal equipment including flagpoles and court gavels.
And how would a Portlander cross the border to see, say,
a Beyonce concert? Would a passport be required?
Most TV writers rooms feel like creative conspiracies,
but this one even more so. Brownstein and Armisen con-
ceived the series with fellow executive producer Jonathan
Krisel, and the two of them play various and sundry char-
acters.
Ideas and notions are thrown out casually, to be either
built on or supplanted by the next creative burst of
thought. Only Brownsteins determined effort to work
pianist-composer Dave Grusin into an episode provokes
gentle teasing, until she finally surrenders.
Im willing to let Grusin go. Ill just hang out with
him in LA, says Brownstein, whose fame pre-
Portlandia was musical, including as a founding mem-
ber of the rock band Sleater-Kinney. She and former
Saturday Night Live cast member Armisen, himself a
musician, are longtime friends.
Also on hand this day for idea-swapping and a
lunchtime game of basketball an outside hoop is the
big perk are writers Alice Mathias, Graham Wagner and
Karen Kilgariff. But the script that emerges is only the
beginning of what viewers ultimately see, a loose blue-
print for filming in Portland, as Krisel puts it.
The shooting becomes our rewriting ... because its so
heavily improvised, he said in an interview. And thats
kind of the secret of the show, that once youve got this
simple premise and youve brainstormed it and written it,
then on the day (of taping) you can just have fun with it.
He compares the show to an art project, such as a paint-
ing or sculpture, which ultimately finds its own final
shape.
You dont try to micromanage it, Krisel said. Except,
it seems, in the editing room, where the goal is to cobble

11:00 AM out of the many takes done for each segment. That can
even require a Portlandia version of computer-generated
special effects, such as moving coffee cups around to pre-
serve continuity.
The end goal is to make a piece that everybody has
ownership over and everybodys proud of because every-
body contributed to it. I think theres a communist,
socialist vibe to Portlandia to make it work, Krisel
said, with a laugh.
The comedy does revel in its own brand of leftiness.
Brownstein once compared Portland itself to more a
mind-set than a place, telling the Associated Press in a
2014 interview that its an exemplary city in how befud-
dled it can sometimes be by its own attempts at progres-
siveness and kindness.
For Krisel, the flaws-and-all depiction in Portlandia,
although affectionate, led to a brief crisis of confidence
after the presidential election.
We were making fun of ourselves and we thought it was
funny, and the world was, Actually, we hate those peo-
ple, he recalled thinking. He felt an urge to protect
Portlandia by halting it, but decided instead to stick
with what he calls just a funny show.
Its like candy to watch. People have said theyre
going through something difficult and they put on
Portlandia and its a breath of fresh air, he said.
Sometimes the world is so scary, as it is now, and you
just need something to make you laugh.

when he sang in church, he began acknowl-
edging his true potential.
I sang in the church which was when I
really started tapping into the gift. I call it
the gift because I have never had any for-
mal training, never gone to school for it.
It is a natural gift given to me by the one
that has all power, God, Harris said.
For the next 15 years or so, he sang
mostly gospel. It is just recently that he
has started singing in the R&B genre.

Day has not entirely recovered from physi-
cally.
I dont know that my leg will ever be the
same. Something happened, something
went wrong and I couldnt feel my foot,
Day said. Sleeping on it still hurts a little
bit.
But now the enjoyable romp about a sore-
ly mismatched showdown has the added bur-
den of coming into theaters in the midst of
daily political tumult. Even the films offi-
cial Twitter account has cheekily riffed on
fake news. Its the larger context that has
overshadowed everything else.
The mood and uncertainty even permeated
conversations when the cast gathered to
promote the film recently in Los Angeles.
Suddenly on-set antics seemed a lot less
funny.
Hopefully people still want to go to the
movies, Day said.

members are history teacher David Gomez,
on the drums, and English teacher Cindy
Shusterman, vocalist. They mainly play
R&B, rock n roll, country, and 70s and
80s tune.
Amongst Carlmont students, Harris is
mostly known for his astounding perform-
ance of the national anthem at assemblies.
When he arrived back in 1997, Jim Kelly,
Associated Student Body director,
approached him and asked if he could sing
at assemblies and he agreed. Harris has
been singing the national anthem at the
school ever since.
Carlmont is not the only place where he
has sang the national anthem; he also sang
at the Oakland As game in 2012, 20,000
people in the crowd. Harris said, that was
an honor.
Nanjiani said hes been thinking a lot
lately about where comedy fits in the current
climate.
Its a tough time to really know how to
be or what to do, he said. I have to believe
that empathy and pieces of art that make
people feel connected and less lonely are
important right now.
All hope that at the very least, movies
especially bawdy comedies can serve as
an enjoyable distraction.
No matter where you stand, whether this
is the worst time in your life or the greatest
time in your life politically, its important
to put all that aside and let yourself laugh
and blow off some steam, Day added.
Otherwise what are you going to do? Just
drink?
Bell, who plays a meth-addict teacher
whos infatuated with a male high school
student, added, people definitely need to
get out and see something that makes them
have big belly laughs.
Morgan sees it as providing a service to
the audience, not unlike what he does in his
standup routines.
Were making you laugh. Im proud to be
in service of you when Im making you
laugh, Morgan said.
Even with his full-time job of being a
project manager, Harris labels himself as a
professional singer because he isnt a
karaoke singer. He has sang with many
people and has been on at least five CDs.
Its never too late to really tap into the something and its a gift, you just share it
dream. The old mantra is, youre a great
singer but dont quit your day job. I have
lived by that mantra. I think that in the
next couple of years or so, I may go into
this full time and professionally. But I love
doing what Im doing. I love maintaining
the campus. I love working around the
kids and around people. I have chosen to
do this. Whenever Im given the opportu-
nity, I do go out and brighten somebodys
life [through music], Harris said.
Harris believes that singing is good not
only for him, but also for others because
he gets to share his gift and receive reac-
tions that are gratifying.

Charlie Day is Andy Campbell, a nebbishy
English teacher at Roosevelt High School.
Cube is Strickland, a humorless history
teacher whos carrying a bat and wearing a
scowl when we first see him onscreen. Its the
last day of school, and the seniors are going
wild with pranks.
One such prank leads Strickland to lose his
temper and he ends up smashing a students
desk with a hatchet during class. Because that
happens.
Campbell points the finger at Strickland,
whos fired on the spot. Thats when
Strickland challenges Campbell to handle
our differences like real men with an after- campus security guard, and 10-year-old new-
school fist fight. Hashtag teacherfight,
Strickland says.
Campbell has even more to worry about.
His own job is on the line thanks to school
budget cuts, his wife is about to have their
second child any minute, and his pre-teen
daughter is counting on him to perform with
her at her elementary schools talent show.
Day is convincing as a pathetic putz,
even as the story gets more and more far-
fetched. As established at the outset, Fist
Fight is set in the world of the ridiculous,
so it follows that Campbell would go to
crazy lengths to avoid the fight with
Strickland, including buying drugs from a

because I have served and done my time,

Harris doesnt take his gift for granted. It
is a big part of his life he is not going to
let go.
Most of the people that know me ask
me, are you still singing? And I always
say, Thats my gift, so yes of course Im
still singing, he said. When you are
blessed with something, you dont let it
die. You got to keep pressing on.

Cubes character, though, isnt developed
beyond the snarl. All we know about
Strickland is that hes angry and prone to
violence.
Could it be that hes so passionate about
education? Well, when he tries to justify the
fist fight as a way to call attention to prob-
lems at the school, nobody believes it.
The brightest spots in the film come from
the supporting players. Jillian Bell is a riot
as a school guidance counselor completely
off the rails. She does drugs before school
and lusts after the students, lamenting that
when teachers are caught having affairs with
kids, the news always leaves out the good
part: They never tell how the teacher does the
seduction. Tracy Morgan is in fine form just
being himself as a kooky football coach.
Kumail Nanjiani shines as the ineffectual
comer Alexa Nisenson is a scene-stealer with
her school talent show performance.
Sometimes silly comedies actually have
something to say. Fist Fight is not one of
them. It meekly tries for a moral, pretending
to have a message about the need for more
public school funding and greater respect for
its teachers, but its really about crass jokes
and penis pics.
Fist Fight, a Warner Bros. release, is
rated R by the Motion Picture Association of
America for language throughout, sexual
content/nudity and drug material. Running
time: 91 minutes. One and a half stars out of
four.

Bruckner Orchestra of Linz shines Glass 11th

The Bruckner Orchestra of Linz,
under its chief conductor, Dennis
Russell Davies, came to Stanfords
Bing Concert Hall Sunday, Feb. 12, to
play Philip Glass Symphony No. 11,
which they had been taking across the
country since giving the first perform-
ance at Carnegie Hall in New York two
weeks earlier, on the occasion of the
composers 80th birthday.
The new Glass symphony sounds just
like the previous three Glass sym-
phonies. Accordingly, all the Glass
fans in the audience, including myself,
loved it. The piece got a huge standing
ovation.
The concert music that Glass has
been composing recently is dark-
toned, mostly devoid of the bright col-
ors favored by younger composers. Its
highly intense and it churns restlessly.
Glass left behind him over 40 years
ago the kind of minimalism hes pillo-
ried for. He now uses minimalist tech-
niques as a toolbox, a technique within
music that has formal variety and both
large and small-scale movement. It
goes somewhere and does it interest-
ingly.
Like the Eighth and Ninth, the 11th
is in three movements and lasts a bit
over half an hour. Each movement
begins quietly, building up gradually to
tremendous power from the full orches-

to turn our heads, Wagstaffe said.
Because Graves has a prior robbery
conviction in Alameda County, his is a
second-strike case meaning he faces
over 30 years to life in prison, double
what he would have faced without a pre-
vious conviction, Wagstaffe said.
Community safety really does call
for this man to be locked up for a long
time, Wagstaffe said.
Graves defense attorney did not
return a request for comment. Graves is
scheduled to return to court Tuesday for
a review of his prior conviction, after
which a date will be set for sentencing,
according to Wagstaffe.
Lieutenant Jay Kiely with the
Burlingame Police Department said the
case exemplifies how seriously San
Mateo County law enforcement and the
District Attorneys Office take human
trafficking. He said collaborative
efforts among authorities are at work in
removing predators from the communi-
ty, and commended the victim for com-
ing forward.
With the assistance of a
very brave victim, we were
able to remove a very danger-
ous individual from the
streets, Kiely said. Both
the District Attorneys Office
and the detective were dili-
gent as far as working
through a difficult case given
the circumstances with a very
traumatized victim.
Prosecuting human traf-
ficking cases can be particu-
larly difficult for authorities,
as victims may be hesitant to
testify or disappear. Several
years ago, law enforcement
and prosecutors began to
ramp up efforts to alert the
community that San Mateo
County isnt immune to
human trafficking.
A $150 billion global
industry, an estimated
60,000 individuals are annu-
ally trafficked in the United
States and the Bay Area is
a major hub for these crimi-
nals, according to the 2014

tra. Only the middle movement, full of
pillowy strings, builds down again
afterwards, in acknowledgment that its
supposed to be the slow one.
The first movement begins with
piano and harps playing a typical
Glass ostinato noodle, to which low
brass quickly add blatting staccato
chords. As the movement builds up,
theres lots of percussion behind it:
There were eight players in that section
altogether. This makes for spicier and
more jagged music than the Eighth or
Ninth, more like the percussion-heavy
10th. And, like the finale of the 10th,
the finale of the 11th begins with unac-
companied percussion, quickly joined
here by the low brass again.
Theres something reminiscent of
the 18th century in the aesthetics of
the way this music is intended to strike
the listener. It may seem simplistic to
those who prefer music so densely
complex its patterns can only be
detected by deep study of the score, but
theres actually a lot going on in Glass
music: cross-rhythms, motivic devel-
opment, interesting timbres. Even
though the recent symphonies all
sound alike, each has its own particular
things to say.
Suitably for the music of its name-
sake composer, the Bruckner Orchestra
performs on the slow and stately side.
This could be heard most clearly in
another work on the program, the
orchestral suite from Duke Ellingtons
jazz composition Black, Brown and
Valley report published by the Silicon
Valley Community Foundation.
Between 2012 and 2013, the California
Governors Office of Emergency
Services reported 1,628 victims of
human trafficking received services
from federally funded state task forces
and the Alameda County District
Attorneys Office estimated nearly 43
percent of the states human trafficking
cases are in the Bay Area, according to
the report.
A survey revealed 232 trafficking
victims received support services
between 2011 and 2013 in San Mateo
and Santa Clara counties alone, accord-
ing to the report.
Between 2013 and 2014, San Mateo
County prosecutors initiated about a
dozen human trafficking cases, but it
wasnt until last year that a conviction
for the charge was landed.
Although Graves jury decision
Friday after a seven-day trial is the first
for local prosecutors, it isnt the only
time someones been convicted of
human trafficking in San Mateo
County.
In January 2016, San Francisco resi-
dent Sate Jones pleaded no contest to
two counts of human trafficking for
pimping two teenage girls he brought

Beige. Despite many notably jazzy
touches, including some virtuosic
muted brass, this big work came across
as dark and heavy, especially in the
hammer-strokes of the Work Song
movement. It was a suitable partner for
the Glass: a heftier, dignified, more
classical-sounding work than in other
performances Ive heard.
One more piece on the program was
by Samuel Barber, completing a por-
trait of three styles of American com-
position: minimalism from Glass, jazz
from Ellington and neo-Romanticism
from Barber. His Violin Concerto, like
Glass music, has been criticized for
being simplistic, even childish. This
hasnt prevented it from being beauti-
ful or from becoming well-loved.
Robert McDuffie was an ideal soloist
for this unassuming concerto. Casual
in his dress and manner, he was remi-
niscent of Gil Shaham in his relaxed
and carefree playing. From his Guarneri
he produced a smooth, mellow sound
vaguely resembling that of a clarinet.
Unlike the other two works, Barbers
is lightly scored and mostly quiet.
Bing is a small and acoustically
vibrant hall. When both McDuffie and
the orchestra were playing in their
softest register, the sound was clear and
penetrating. At occasional fortes, how-
ever, the hall would blow an acoustic
gasket. The sound became harsh and
fuzzy. This was less of a problem with
the other works darker orchestration.

which was secured through the plea
deal. At the time, police credited in part
an alert hotel clerk at the La Quinta Inn
on Airport Boulevard who notified law
enforcement about Jones and the girls.
In recent years, a collaborative effort
by faith leaders, lawmakers, prosecu-
tors and law enforcement has sought to
raise awareness about human traffick-
ing and how it can often be difficult to
recognize. In November 2013, the San
Mateo County Police Chiefs and
Sheriffs Association created a multi-
jurisdictional task force.
Efforts include training hotel staff on
how to recognize human trafficking, as
well as implementation of a state
requiring informative posters with a
toll-free hotline where victims and
those who suspect human trafficking
can call are hung at transit centers and
certain businesses.

police continue their inquiry into the death
of Kim Jong Nam, the outcast half brother
of North Korean leader Kim Jong Un,
theres plenty of speculation surrounding
what seems as one of the stranger killings
the world has recently seen.
North Korea killed Kim Jong Nam
because he planned to create an exile gov-

ernment around defectors, says one rumor.
Kim Jong Un was furious after learning
about secret Chinese plans to enthrone his
estranged sibling in Pyongyang if some-
thing happens to him, says another.
Or maybe Pyongyang wasnt involved at
all. Perhaps, Kim Jong Nam, known for his
carefree lifestyle and gambling habits,
angered crime organizations over money
problems and that got him killed, say some
online arguments.
Some theories are more bizarre. South
Korean newspapers have reported on rumors
making rounds on the Chinese internet that
impeached South Korean President Park
Geun-hye, who faces a court ruling on
whether she should permanently step down
over a corruption scandal or be reinstated,
plotted Kims death to create a distraction.
South Koreas spy agency, which has con-
sistently described Kim Jong Un as irra-
tional and unstable dictator, argues that he
killed a non-threatening sibling out of
paranoia. The fuming North Korean

Shimabukuros music, which spans a range
of musical styles. From covers of classics
like Leonard Cohens Hallelujah and
Adeles Rolling in the Deep, to his orig-
inal works with elements of jazz, rock and
bluegrass, Shimabukuro folds multiple
dimensions into what many consider to be
an instrument for simple, relaxing
melodies.
Though it was clear from the start that
the small stringed instrument would be
his passion, it wasnt always clear that
the instrument would lead to a career.
Shimabukuro said he had always taken
the ukulele seriously, playing with local
b an ds as a t een ag er an d ev en t ual l y
recording his own albums, which grew in
popularity in Hawaii and Japan.
But the musician caught the eye of the
public after someone posted a YouTube
video of Shimabukuro performing George
Harrisons While My Guitar Gently
Weeps during an interview with a local TV
station in 2005. The video went viral,
launching him into a tour schedule that
now holds an estimated 140 dates each
year.
To this day, I dont know who did it, but
I owe them a lot, he said.
Since then, Shimabukuro has played at
TED conferences and performed with musi-
cians like Jimmy Buffett, Yo-Yo Ma and
Bette Midler. Though his reputation as a
ukulele virtuoso has skyrocketed, his com-
mitment to learning his craft has not
wavered. Shimabukuro views his collabo-
rations with other artists as incredibly rich
experiences that have allowed him to
develop as a musician.
I love collaborating with other artists
because to me thats the perfect opportuni-
ty to learn and to grow, he said. Ive been
very fortunate, a lot of the musicians Ive
been able to work with, its always been a
positive experience, theyve been so gen-
erous with sharing their knowledge.
He said one of his favorite collabora-
tions was with Midler, with whom he per-
formed in England. Queen Elizabeth II was
in the audience and shook his hand after the
performance, an experience he will never
forget.
Though many of his performances take
him far away from his home in Honolulu,
traveling has become one
Shimabukuros muses, an inspiration that
allows him to channel his experiences
through his music.
Every time you put yourself in a new
environment, you feel different things,
you experience different things, he said.
That changes the kinds of things you
express through your instrument.
Shimabukuro said he looks forward to
sharing his experiences Sunday with the
audience at Redwood Citys Fox Theatre,
where he will be joined by bassist Nolan
Verner. He plans to perform arrangements
of songs by the Beatles, his famous cover
of Queens Bohemian Rhapsody and
other classics. He said he likes the vibe of
the Bay Area, where he has family and
enjoys visiting farmers markets and his
favorite restaurants.
For Shimabukuro, connecting with peo-
ple from varied backgrounds gives him
access to the range of human emotions that
make music meaningful.
You broaden your vocabulary, you can
of connect and reach more and more people
who come from different walks of life, he
said. That's the kind of music that I feel
can really make a difference and be impact-
ful and, in a broad sense, really change the
world.

p.m. Sunday, Feb. 19, at the Fox Theatre at
