Seven people who threatened
NCAA ref after Kentucky loss IDd
OMAHA, Neb. Seven people who threatened basket-
ball referee John Higgins after an NCAA Tournament game
in March have been identified. Information on them will be
referred to authorities in their jurisdictions and to the FBIs
Omaha field office, a Nebraska prosecutor said Friday.
Sarpy County Attorney Lee Polikov said the identities
were ascertained after a lengthy investigation following
Kentuckys 75-73 loss to North Carolina in the South
Region final in Memphis, Tennessee, on March 26.
Polikov did not release the names.
Kentucky coach John Calipari criticized the officiating
during his postgame news conference. Higgins, of Omaha,
saw his La Vista-based roofing company inundated with
harassing emails, phone calls and voice mails, including
death threats against Higgins and his family.
Based on the investigations findings, our office has
determined that no local charges will be filed and that pur-
suit of any criminal charges would be best served by defer-
ring to authorities in the appropriate jurisdictions,
Polikov said in a statement to the Associated Press. Polikov
said at least two media outlets were identified as promoting
and posting a video montage that exposed Higgins contact
information.

Pitt goes all out in flawed War Machine

By Lindsey Bahr
THE ASSOCIATED PRESS

Heres a general rule of thumb: If youre going to rely heav-

ily on voiceover to tell your movies story, and exclusively
so in the first 15 minutes with an assault of colorful character
introductions, youd do well to make sure that the narrator is a
compelling one. Unfortunately for writer and director David
Michods military satire War Machine , Scoot McNairy is
not that narrator. A fine actor, yes, but one whose disconnect-
ed voice is at best unremarkable and at worst like Tobey
Maguire on sedatives.
Alas, it is McNairys sleepy, lengthy exposition which
kicks off, and drives, War Machine, a smart and genuinely
interesting but overstuffed critique of modern warfare and the
men in charge that also inelegantly whiplashes between
absurdism and sincerity. And, yet, while it might not reach the
heights of classic war satires like Catch-22, or M-A-S-H,
a strong and sobering third act makes War Machine a wor-
thy and thought-provoking endeavor. If only the first part
held up to the finish.
At the center is Brad Pitts General Glen McMahon, a four- War Machine is smart and genuinely interesting but is an overstuffed critique of modern warfare and the men in charge that

Stanley McChrystal, the once commander of all U.S. and
NATO forces in Afghanistan, who was famously destroyed by
an inflammatory Rolling Stone article by the late writer
Michael Hastings. The article painted McChrystals team of
counterinsurgency evangelists as arrogant and anti-authori-
tarian and featured derogatory comments about the Obama
administration from his staff.
Michod attempts to infuse that sort of rebel energy and
vigor into War Machine with varying results, focusing

heavily on McMahons robotic drive, delusional megaloma-
nia and his miscreant hangers on (including Emory Cohen,

Lean and sporting a blinding white-blonde military crop,
Pitt uses everything in his arsenal to fully embody this man
whose entire existence is given worth through war. His exag-
gerated facial tics, aloof overbite and perpetually clawed
hands can come across at times a little actor-y, but effortless-
ness is not what he appears to be going for. This is not an
everyman, or someone just doing a job. He is his job. Hes
driven by what others tell him he cant do, whether its secur-
ing more troops or occupying an unwinnable area, and seeing
his stubborn arrogance up against the bureaucratic profiteers
is really something to behold.
Michod adapted War Machine from Hastings 2012 book

CITY OF SAN BRUNO

NOTICE OF ADOPTION OF ORDINANCES
NOTICE IS HEREBY GIVEN that the City Council of the City of San Bruno, California (the City)
at its regular meeting on Tuesday, May 9, 2017, starting at 7:00 p.m., held a Public Hearing at
the San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, in accordance with the
law and waived the first reading and introduced ordinances increasing water, wastewater,
and garbage rates. Then at its regular meeting on Tuesday, May 23, 2017 starting at 7:00
p.m., the council waived the second reading and adopted the ordinances. The rates go into
effect July 1, 2017. A summary of the ordinances is provided below:
The water and wastewater bill, at any particular property, will be affected by the rate
increases, below, depending on the size of the meter connection and the amount of water
consumed. For residential properties, the average water consumption through two billing
periods during the winter months of the prior year is used to determine the bi-monthly
wastewater quantity charge (East side of the City is : 12/10-4/10; west side of the City is
:11/10/-3/10). Customers meeting the definition of low income may receive a reduction in
their bills in accordance with program guidelines as determined by City Council resolution.
For more information about the low income program, call (650) 616-7086.
All references to unit where applicable to measurement of water represents one hundred
(100) cubic feet or 748 gallons.

Proposed Water Rates

The proposed rate structure for water service consists of a monthly service charge based on
the size of the water meter plus a quantity charge for all metered consumption of water.

Proposed Wastewater (Sewer) Rates

The proposed rate structure for wastewater service consists of a monthly service charge
based on the size of the propertys water meter, plus a quantity charge based on metered
water use. For all residential accounts, the quantity charge is based on the average metered
water use consumed through two billing periods during the winter months (East side of the
City is: 12/10-4/10; west side of the City is: 11/10-3/10).
