organization would use the requested federal funding. Be sure to include estimates about
the project’s impact on the district, economic benefits of the project, unique elements about
the project, and any national impact the project would have:
The proposed Central Park Ridge Connector will provide an extension of Cumberland Avenue
under the Metra tracks, connecting to the underused Busse Highway (IDOT). Union Pacific
‘has expressed a strong interest to remove the at-grade crossing at Greenwood. This new route
will provide a continuity of the important North-South arterial that runs through the center of
Park Ridge, Vehicles will be able to cross under the Metra tracks unimpeded, be routed onto
Busse Highway and then be routed back to Greenwood north of the Metra Line. Currently
North-South through movements have to turn onto Touhy for the segment between
Cumberland and Greenwood, increasing congestion on Touhy, and providing long left turn
queues on Southbound Greenwood and Northbound Cumberland.

purposes for which funding will be spent (i-e.: renovations, training costs, computers, etc.):
The requested funding will be used for the Feasibility Study and Environmental Phases I aud IT.
15. Please provide a brief (one or two paragraph) description of your organization, its
mission, and the work it does: The City Of Park Ridge has a population of 37,775 and
employees 93,000 in a 3-mile radius. The City Of Park Ridge is home to over 1800 businesses,
two Chicago Metra Stations serving the Pacific Northwest Corridor, CTA Cumberland
‘Station, and is bordered by Interstates 294 and 90. O°Hare Airport is within 4 miles. TheCity's mission is committed to providing excellence in City services in order to uphold a high
quality of life, so our community remains a wonderful place to live and work. This
north/south arterial is needed in order to retain the jobs important to our community,

The Cumberland Ave. Connector is anticipated to greatly reduce driving times through
Central Park Ridge by eliminating the backup at the Metra crossing at Greenwood. In the
morning rush, there are 18 train crossings, and in the evening rush there are 20 train
crossings. This causes southbound backups to Oakton Avenue and northbound backups to
south of Touly Avenue, as well as increased congestion on Touly. ‘The proposed
Cumberland Ave. Connector is anticipated to significantly reduce the traffic congestion
aud air quality impacts currently observed on Greenwood Avenue by increasing the speed
of vehicles traveling north-south through the City. The proposed Phase 1 engineering will
inelude performing detailed traffic counts and recording average speeds during the
morning and evening rush periods on both northbound and southbound Greenwood,
northwest and southeast Busse, and northbound and southbound Cumberland. After the
Project is completed, the same counts and speed measurements will be performed to
measure the success of the project. Because of the amicipated traffic flow that will utilize
‘the proposed Cumberland Ave. Connector, this project is also projected to have beneficial
impacts to the traffic congestion at the intersections of Northwest Highway and
Greenwood; Northwest Highway, Touhy and Prospect; Touhy and Summit; and Prospect
and Suminit, Additionally, this project will also address the emergency vehicular
accessibility during a regional or national emergency. The proximity of O'Hare Airport to
The City Of Park Ridge and the lack of north/south arterial roadways to either Advocate
Lutheran General or Resurrection Hospitals coutinues to be at issue and a security risk.
