Intentional infliction of emotional distress, negligent infliction of emotional distress, abuse of office, violation of terms and conditions of employment, violation of City of Hartford, Ethics Code DESCRIPTION OF CLAIM: On or about October 14, 2010, Mr. Edwards, an employee of the Department of Public Works had refused to allow, a Mr. Charles Ortiz, spouse of the Mayor of Hartford, to dump leaves and other debris at the Hartford Transfer Station without a permit, as required by the Regulations of the City of Hartford. On that date Mr, Ortiz. came to the Transfer Station and attempted to dump, leaves, debris and trash. Mr. Edwards explained to Mr, Ortiz that he had to purchase a permit to dump the material. Mr Ortiz, persisted, at one point asking Mr. Edwards “do you know who I am, I will. make a phone call and fix that” Mr. Edwards replied that it did not matter who he was and that he needed a permit to use the transfer station, after a discussion Mr. Ortiz, left, made a call and later retumed with a permit On o about October 16, 2010, Mr.INJURIES: DATE AND TIME: Edwards next work day, he was greeted at work by a union representative and told he had to meet with his supervisor, Stewart Issac. Mr, Issac stated “You refused two guys in a red truck on ‘Thursday, you really done fucked up now, you done fucked up for real. Who did you refuse to dump? Was it one of these guys?” Mr. Issac then showed Mr. Edwards a picture of the Mayor and Mr. Ortiz, Mr Edwards acknowledged that it was Mr. Ortiz that he refused. Mr. Issac then stated “ it was the mayors wife, he is his friend really, you done fucked up for real this time. can’t let you g0 back to the transfer station. You done fucked up, it's the mayors boyftiend, I was told not to let you work at the transfer station until the investigation is completed.” As a result of Mr. Edward’s following regulations. Mr. Edwards was transferred from his position and reassigned other duties. The stress caused Mr. Edwards to suffer great mental anguish and suffer a stroke. In the period between October 16, 2010 and November 5, 2010, Mr. Issac told numerous employees that “Willie had fucked up by not allowing the Mayors friend use the transfer station” As a result of the stress Mr. Edwards suffered at stroke on November 5, 2010.
