Dear Chief Roberts:
Please be advised that my office represents Rhashim Campbell. On Mey 9, 2011, Mr.
‘Campbell was acquitted of all criminal charges; attached please find a copy of the court
disposition of those charges. These criminal charges were the result of a biased, unfair, and
slanted investigation against my client, conducted by then Sergeant Robert Ford of the Hartford
Police Intemal Affairs Department; specifically, they stém from the wrongful acts of Lieutenant
Robert Ford, then Sergeant Robert Ford.
Lieutenant Robert Ford omitted and misrepresented critical facts, under oath, in his
affidavit, that he attached to his application for the arrest of Rhashim Campbell. The evidence that,
Robert Ford secured and had available to him at the time he prepared the affidavit clearly
demonstrates that Lt, Robert Ford, believing that an official proceeding was about to be instituted,
knowingly created and submitted an affidavit with his application for an errest warrant, that he
knew to be false, and with the purpose to mislead a public servant that may be engaged in such
official proceeding.
Therefore, through the undersigned, Rhashim Campbell, demands:
1. That you immediately reinstate Rhashim Campbell to his prior position with the
Hartford Police Department, with all back pay, benefits, pension contributions, etc,
50 a8 to place him in the same position as he would have been, had he never been
so wronged,
2. That you order a full investigation into Lt. Robert Ford’s actions, as they relate to
his investigation of Rashi Campbell, relative to the events that occurred in the
booking area of October 31, 2009 into the early morning hours of Novernber 1,
2009, including Lt. Ford's dealings with Officer Bryant Moore, Officer Tuyen
Bergenholtz & Officer Germaine Coachman, who were, purportedly, in the Police
Report Writing Room on November 2, 2009, when Rhashim Campbell entered said
room,3, That you order an outside agency (Le. Connecticut State Police) to conduct said
full investigation into Lt. Robert Ford’s actions, as they relate to his investigation
of Rhashim Campbell, relative to the events that occurred in the booking area of
October 31, 2009 into the early morning hours of November 1, 2009, including Lt.
Ford's dealings with Officer Bryant Moore, Officer Tuyen Bergenholtz & Officer
Germaine Coachman, who were, purportedly, in the Police Report Writing Koom
on November 2, 2009, when Rhashim Campbell entered said room.
4, That you cease and desist from makking any further public comment against
Rhashim Campbell, a8 you so quickly did only a few days after the events of
November 1, 2009, ignoring my client's presumption of inmocence, and his rights
to a fair and impartial review of the allegations ageinst him at the time,
‘Asa result of the Lt, Ford’s baseless allegations that Rheshim Campbell committed the
offense of Fabricating Evidence, Rhashim Campbell was suspended without pay from the Hartford
Police Department, on December 14, 2009, when arrested.
During his administrative hearing, before Captains Sansone, Ciesinski and Betz, despite
being served a subpoena, Lt, Robert Ford did not appeer, nor was he ordered to appear by the
advocate, Lt. James Bernier. Itis respectfully submitted that had Lt. Robert Ford been ordered to
testify ot said hearing, his wrongful acts would have been exposed, and Rhashim Campbell would
not have been terminated, and the criminal prosecution against him would have ended with a
dismissal,
As the Chief of Police, it is incumbent upon you to quickly correct this injustice, and to
afford Rhashim Campbell the opportunity to he placed back into the same position he would have
been, if Lt, Ford had not engaged in his wrongful acts. My client wants his job back and prefers to
have this happen without the need for litigation, and further embarrassment to either the Hartford
Police Department, your office, or the City of Hartford, which he so dearly loves.
