Car strikes pedestrian on Route 7

An Ashburn woman was hit by a car on Route 7 the evening of June 1. Kiera Small, 20, was trying to cross the westbound lanes Route 7 near Campus Drive in Sterling when she was struck by a 2008 Pontiac Grand Prix. According to the Loudoun County Sheriffs Office, Small tried to cross although the traffic light was green for westbound traffic on Route 7. Small was taken to Inova Fairfax Hospital, and her injuries are non-life threatening, according to authorities. The incident is still under investigation by the Loudoun County Sheriffs Office Crash Reconstruction Unit, and no charges have been made.

Am I reading this article correctly? The author makes it sound like Ms. Small was trying to cross against the light (...Small tried to cross ALTHOUGH the traffic light was green for westbound traffic - emphasis mine). IF this is the case, then I really have to wonder what she could have possibly been thinking. It sounds like we dont need to worry about bridges or tunnels for pedestrians we just need to focus on getting them to comply with traffic lights.

WE NEED CROSSWALKS ON ROUTE 7! Especially at the college & the mall..there have been alot of walkers/bikers lately
