Leesburg officials prepare for Fiscal 2012 Legislative Agenda

After more than a month of recess, summer has come to end for Leesburg Town Council members. Their first meeting in almost five weeks is on Aug. 30. New business on the docket is the Fiscal 2012 Legislative Agenda that will be proposed to Virginias state delegates and senators. The proposed legislative agenda includes items to protect the towns authority over local revenue sources and increase revenue to the town from the state, according to documentation by town staff. If approved, the town would bring 10 issues to its state representatives, five general position statements and 12 specific items. Requests The town may be sending a request for a referendum changing the date of town elections from May to November. This would require an extension in the terms of office for the mayor and three council members from June 30, 2012 to Dec. 31, 2012. Other topics on the legislative agenda include a repeal of House Bill 1307, which requires localities to allow temporary family health care structures as a by-right use in all residential zoning districts. Council may also request the General Assembly restore funding levels for the police department under House Bill 599 Law Enforcement Assistance Funding Transportation funding Leesburg Town Council is expected to request that the General Assembly dedicate additional state and regional transportation funding for highway, transit, bicycle and pedestrian improvements. A more specific proposal would be for dedicated funding for grade-separated interchanges to replace the current intersections at U.S. 15 and Battlefield Parkway; the Route 7/15 Bypass and Edwards Ferry Road; and Route 7 and Battlefield Parkway. The largest transportation request that council will vote on is the reinstatement of exclusive Northern Virginia revenue in the range of at least $300 million annually, according to a town document. Likewise, council will vote on whether or not to request that the assembly adopt a new statewide transportation revenue source in order to boost highway and transit revenue sources that are currently meeting Virginias transportation needs. The addition, according to town documents, would require about $166 million annually in new funds for the transit project and operating costs during the six year plan. Town council may also lend its support toward the Virginia Department of Transportations revenue sharing program being restored to the structure that existed prior to 2006. By doing this, it would remove project tiers and restore $50 million of funding annually which, according to a town document, would be a better leverage of state transportation funds. Leesburg Town Council is also requesting funding for a state-supported higher education presence in Leesburg. Leesburg is also taking a stand environmentally by supporting legislation that grants towns the authority to enforce environmental regulation such as recycling. Separate legislation would also support VDOTs road standards designed to maintain mature trees along the roadside. Leesburg may also vote to support legislation to enforce compliance with tree saving regulations in new construction projects.

The Fiscal 2012 Legislative Agenda will be discussed and voted on Aug. 30 to prepare for the 2012 Virginia General Assembly session, which begins Jan. 11. Town council voted to move the Fiscal 2012 Legislative Agenda to be placed on the docket for the next work session for discussion on Sept. 12.

Right! And they will get nothing, because like all good Republican Governors, he will say NO. And poor, poor Ken Reid, Tom Dunn and Katie Hammler will stew, and steam, and - say it is all the Board of Supervisors fault. Or the Mayors fault, or the fault of a whole host of people. I blame Ken Reid, Tom Dunn and Katie Hammler for being posers of the worst sort.
