Leesburg Town Council by a 4-2 vote on Jan. 4 appointed former 1970s Council member Terry Titus to fill Loudoun County Supervisor Ken Reids vacant seat. Twenty-two residents of Leesburg petitioned council for the chance to be appointed during a special meeting in council chambers. I would like to say that Terry is one of four applicants who has actually been elected to town council in the past. Terry was on the County Planning Commission for a number of years, Mayor Kristen Umstattd said. He has remained active in town issues, most recently serving on the Utility Rate Advisory Committee (URAC) where he has taken the initiative to try to find a compromised position that would be amendable to the council as a whole as well as to the URAC. There were no debates between nominees and no speeches according to Roberts Rules, which the town follows. Town council members voted in rounds after each member nominated a candidate and were allowed to vote for multiple nominees in each round. Town Council Member Kelly Burk. Vice Mayor Kevin Wright nominated Neely Law, Council member Tom Dunn with Bob Zoldos, Council member Katie Hammler with David Schmidt, Council member Dave Butler with former Leesburg School Board Member Tom Marshall and Umstattd with Titus.

Burk, Law, Zoldos and Marshall all received a 3-3 vote. Schmidt, who took over after Burk was voted into the Loudoun County Board of Supervisors in 2007, also received a 3-3 vote.

Terry is a longtime resident of Leesburg, is very easy to work with [and] is a fiscal conservative. Im confident he would not support bringing on board any major new expenditures that would threaten us with exceeding our debt limit ceiling, Umstattd said. I believe he would also vote to hold the tax rate and not increase it. So for that reason I am very happy to nominate Terry Titus.

Titus, who has lived in Leesburg almost 70 years, was on the Leesburg Town Council from 19701977. He has served as the Chairman of the Loudoun County Planning Commission in 1992-1993 and 1996 and served on the commission until 2000. He currently serves on the Leesburg Utility Rate Advisory Commission. One of my priorities is the downtown. I dont know exactly whats going on down here. Ive seen the plans the staff has been showing to me. I dont want to change this town, Titus said. I remember when you could park on both sides of the street. You can imagine taking it off the other side is going to make this place look different. I just have concerns about it. Parking is another issue that Ive been somewhat vocal in. Theres not enough parking in this town. I dont care how many studies this town says it is, its not. As for jumping into the new year with a new budget, Titus says hes not fearful of it and has gone over most of the preliminary information with Town Manager John Wells. As for how things have changed on council since hes served hes noticed theres much more participation. In those days this was a small town that was controlled politically by a handful of people, basically a handful of people Ive known all my life. I enjoyed it, kind of got the bug after that, Titus said. In those years there was virtually no one in the audience. The budget was set by the town manager, we voted on it or changed it however we wanted, he continued. Everybody had their little pet projects. The people they allowed us to go as much as we wanted to. There were very few times there was a significant contested election. Titus will hold the position until April 17 when the special election will be held to vote someone to hold term until Dec. 31, 2014. Titus said he doesnt plan to run for office in the special election, unless its pressing. If the council wants me to run, I will run. The other way I would run if there are other people that are running that I dont agree with, Titus said. As youll find, Im very blunt. I learned that from the County Planning Commission - if you didnt speak out you couldnt.

This man bears an uncanny resembalance to a guy who tried to give me a blumpkinnatnthe Tally Ho theater.i am not into skat but I did let him blow me in return for some Mike and Ikes and a large Slushee. Wonder if this is the same guy? Nahh just a coiencidence I bet
