0 FourpeoplewerearrestedinLoudounCountyafteranundercoverInternettaskforceworked tocaptureonlinechildpredators. VirginiaAttorneyGeneralKenCuccinellionThursdayannouncedOperationPhalanx,an undercover,collaborativelawenforcementeffortbetweenthestatestwoInternetCrimes AgainstChildren(ICAC)TaskForcesandtheattorneygeneralsoffice. Theoperationwasconductedoveraweeklongperiodin2011withthegoalofdetectingand capturingonlinechildpredators. IncludedintheLoudounCountyarrestswasJosephConfoy,52,ofAshburn,whowas chargedwithuseofacommunicationsystemandattemptedindecentlibertieswithachild. Authoritiesdeclinedtoreleasethenamesoftheotherthreeindividualswhowerearrestedin LoudounCounty,sayingdoingsowouldharmotherongoinginvestigations. TwentyindividualsacrossVirginiawerearrestedforonlinesolicitationofaminoror distributionofchildpornographyasaresultoftheoperation. WeknowthepresenceoftheNOVA/DCICACTaskForceintodaysvirtualworldhasavery realworldimpactonthesafetyandprotectionofouryouth,VirginiaStatePolice SuperintendentColonelW.StevenFlahertysaid.Itsthroughthededicatedeffortsofthe investigatorsfromthe45local,stateandfederalagenciesparticipatinginthetaskforce combinedwiththeremarkableworkofourdedicatedICACDigitalForensicLaboratory,and supportedbytwootherstatepoliceregionaldigitalforensiclabs,thatmakesthis collaborationsuchasuccess.Asthecasesandtipscontinuetoincrease,sowillthevigilance anddeterminationoftheNOVA/DCICACTaskForcememberstosafeguardthe Commonwealthfromthosewhochoosetopreyuponourchildren. Twentythreesearchwarrantshavebeenexecutedresultingfromtheinvestigationand another20caseshavebeenreferredforinvestigationandprosecutionoutsideofthe commonwealth. TheNorthernVirginia/DCICAC,whichtheLeesburgPoliceDepartmentandtheLoudoun CountySheriffsOfficeispartof,servesasthelawenforcementclearinghouseinVirginiafor tipsandleadsinvolvingchildexploitationcrimes,likechildpornographyandonline solicitationofminors.Thetaskforcesaremadeupoffederal,stateandlocallawofficials. TheattorneygeneralsComputerCrimeSectionisinchargeofinvestigatingandprosecuting childexploitationcrimesandcomputercrimesacrossthestate.
