    The NTC believes in democratic education to develop individual responsibility and social skills. Its main purpose is to prepare Filipino teachers and industry professionals to be socially efficient and responsive to the needs of the Philippines, providing students with an understanding of democracy, Filipino culture, and their responsibility to both their local community and the world. The NTC's vision is to provide quality education for teacher preparation and workforce development based on excellence, relevance, accessibility and effectiveness to increase national productivity and global competitiveness. Its mission is to educate teachers, educators and professionals in academics and industry to be equipped, responsible individuals who can competently contribute to national and international efforts.

    The NTC believes in democratic educations for individual responsibility and social competence.It main purpose is to prepare Filipino teacher and personnel in the industries to be socially efficient and responsive to needs of the republic of the Philippines within frame work of endeavor to provide its student with working understanding of the nature and meaning democracy of the changing to work and alive,in the nature of Filipino and his culture,and his responsibility to the people of the region to which he belong and world at large.

    VISION
    As an institution,the NTC envision quality education for teacher preparation and development of manpower skills,anchored on the ideals of excellent,releavance,access and effectiveness,geared towards to national productivity and world class competitiveness.

    MISSION
    The avowed mission of NTC is to provide teacher ,educators and personnel in the academis and industry who are equipped and responsible as individuals and empowered as well as competent to contribute to national and international endeavors.
