TO IMPROVE ACCESS TO ELEMENTARY EDUCATION OF INDIGENOUS PEOPLE BY ESTABLISHING AT LEAST ONE (1) MOBILE SCHOOL TO SELECTED COMMUNITIES AND APPROPRIATING FUNDS THEREFOR. ------------------------------------------------------------------------------------------------------EXPLANATORY NOTE
Sec. 1, Art. XVI of the 1987 Constitution states that the State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. The Constitution also states that the state shall encourage non-formal, informal, and indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those that respond to community needs (Sex. 2, Art. XVI, 1987 Constitution). The relationship between illiteracy and poverty has long been established such that the former is one of the leading causes of the latter. In order to alleviate poverty, the government offered a large amount of attention in the promotion of accessibility of education in the country. In spite of the fact that the government are implementing the actions in promoting the accessibility on education by establishing the necessary mechanisms such as the formation of programs with the principal objective of bringing education closer to all Filipinos living in remote areas of the Philippine archipelago, the prominence of illiteracy is evident especially among Indigenous Communities. It is recognized that one of the principal reasons causing the insufficiency of such programs, the small population of students and persistent increase in the number of unschooled children, is the proximity of the school to the place of residence of the students and the lack of transportation available in the area.
