    Since the 2G network is mature and features good coverage and signal quality, it can easily meet conditions of minimum threshold and relative threshold. In this sense, 3G-->2G control start threshold is the optimal strategy.

    3G to 2G measurement formula (Start threshold)


    If CPICH Ec/N0< SsearchRATm + Qqualmin,s tart 2G measure Qqualmin=-18, SsearchRATm =4dB(current setting) So if current cell Ec/Io <(-18+4)=-14dB, then will measure 2G neighbor Intra:Qqualmin=-18dB, SsearchRATm =10dB(current) Ec/Io <(-18+10)=-8dB Inter:Qqualmin=-18dB, SsearchRATm =8dB(current) Ec/Io <(-18+10)=-10dB Qqualmin=-18dB, SsearchRATm =4dB(current setting) So if current cell Ec/Io <(-18+4)=-14dB
