All colleges & universities in the Philippines offering

tertiary programs have been required to take the Rizal course as part of their curriculum as mandated under Republic Act No. 1425: an Act to include in the curricula of of All Public and Private Schools, Colleges and Universities courses on the Life, works and Writings of Jose Rizal,paticularly his novels NOLI ME TANGERE and EL FILBUSTERISMO, Authorizing the Printing & Distribution Thereof, and for other Purposes

Events which led to the passing of the Rizal law:

1950 -the time of uncertainty due to Hukbalahap

insurgency fought through American guidance and material aid American imperialist & strong influence in the countrys economy & political policies Philippines became part of the global network to contain the spread of communism with the conclusion of the mutual defense agreement with the US in 1951 & being member of SEATO

Americans reigned supreme in the economic front

with : Enforcement of Bell Trade Act in 1947 Parity rights granted to Americans for them to be able to exploit our natural resources 1956 Laurel-Langley Agreement- free entry of American goods to the country The 50s were confusing times with political corruption

During this time, Claro M. Recto called for a return to

patriotic values enunciated by Filipino heroes like Jose Rizal. His original bill made it obligatory for college students to study the life and works of Rizal It was not welcomed by the church and considered the Noli & Fili as Anti-church
