suggestion
As the boss who is responsible. if he appreciates employees work, that employees work and salary will be justified. If the boss does not appreciate employees work after giving 100 % efforts , then whom to blame. Then only employees are frustrated and start looking out for a job. Which means that employees given 100% but still they are being paid low. It is the boss/ manager who have to take responsibility, as the work done by employees is judged by them and accordingly they can put the same 9 in management table.
