ing areas, creating a common place for stu-
dents to congregate, Woo explains.
Public Project Challenges
Woo says the biggest hurdles on an edu-
cation project are accelerated schedules and
tight budgets during the bidding process.
“It was difficult and challenging to stay

able to stay within the budget and still
meet the college’s required curricula.”
Swinerton’s time frame for the project
was especially expedited because it was the
second design firm on the project because
the first failed to deliver within the estab-
lished budget.
Crucial Timeline
Another challenge was obtaining Division
of State Architects (DSA) approvals of the
design documents. “It was crucial to meet
the district’s curriculum schedule, but with-
