RESOLUTION EXPRESSING SUPPORT TO THE 2012 FRAMEWORK AGREEMENT ON THE BANGSAMORO WITH THE MORO ISLAMIC LIBERATION FRONT (MILF) AND ITS IMPLEMENTATION, INCLUDING THE CREATION OF THE BANGSAMORO TRANSITION COMMISSION THROUGH EXECUTIVE ORDER 120 WHEREAS, the armed conflict in certain areas in Mindanao that is rooted on assertions of identity and self-governance has significantly affected the quality of lives of people in the region; WHEREAS, the present Autonomous Region in Muslim Mindanao (ARMMJ has failed to sufficiently address the demands for effective governance and responsible administration; WHEREAS, a framework for peace is crucial in the attainment of normalized conditions of life in the region; WHEREAS, the Government of the RepUblic of the Philippines (GPH) has engaged the Mora Islamic Liberation Front (MILF) in peace negotiations where they are both committed to provide long-lasting solutions that will establish and sustain a just and working autonomy for the 13angsamaro people; WHEREAS, the GPH and the MILF recently signed the 2012 Framework Agreement on the Bangsamoro (FAB); WHEREAS, the FAB provides for the creation of a new political entity called the Bangsamoro, through a Bangsamoro Basic Law (BBL), to replace the ARMM;

WHEREAS, the FAB also provides for the empowerment of the Bangsamoro people by creating the space for their meaningful participation in the process of enacting the BBL through the creation of the Transition Commission eTC);

WHEREAS, the signing of the FAB has inspired optimism and hope that a just framework for peace in the Muslim Mindanao region through a partnership with the Bangsamoro has been achieved; WHEREAS, the GPH and MILF Peace Negotiating Panels have agreed to continue their negotiations for the annexes to the FAB; WHEREAS, partnership and mutual recognition among our peoples are crucial in the process of nation building by providing spaces for our diverse cultures and traditions under one sovereign Philippine Republic; NOW, THEREFORE, BE IT RESOLVED, that the Senate expresses its support to the 2012 Framework Agreement on the Bangsamoro with the Moro Islamic Liberation Front and its implementation, including the creation of the Bangsamoro Transition Commission as provided in Executive Order 120, signed on December 17, 2012.
