Well it does not consist of any light in it , they have a pigment called phosphor witch makes them glow in the dark. Phosphor accumulates light energy like that form's in the sun and when it's dark, it glows. When phosphor and the sun or any other kind of light it takes in the photons and later in the dark, the paint emits these photons. The photons are then released and emit a phosphorent glow. This process is known as photoluminescence.
