Program Goal: Assist local and state educational agencies in establishing,


improving or expanding foreign language study for elementary
and secondary school students.
Objective 1 of 1: The percentage of Foreign Language Assistance projects that report
improvements in proficiency in a foreign language for students served in the
project based on project developed targets.
Measure 1.1 of 1: The percentage of Foreign Language Assistance projects that report

Data Quality. There are no statutory reporting requirements. Grantee annual performance reports
indicate a multitude of various assessments used to determine and plot student growth in language ability.
Explanation.

Grantees are local education agencies (LEAs) that receive funding for three years. "Improvements in
proficiency in a foreign language" is defined as meeting the project established targets. Each grantee
establishes its own annual performance targets for improved foreign language proficiency. Data on
improved foreign language proficiency come from the second annual performance report. Grantees are
not required to submit data in year 1. They are allowed to have a planning period in which they do not
provide instruction, but focus on developmental activities such as teacher training.
