Standardized Emergency Management System (SEMS) ROLES AND RESPONSIBILITIES INCIDENT COMMANDER
Responsibilities Assesses the situation and activates emergency plans Organizes and directs the Incident Command Center Develops and communicates plan of action with all Section Chiefs (Operations, Logistics, Planning/Intelligence and Finance/Administration) Implements orders and makes localized decisions Assesses the whole schools student injury status prior to deploying their limited resources Provides district with status reports Authorizes release of public information Begins student release process when safe Makes provisions for mental health counseling Makes provisions for language translations Releases staff as appropriate Declares end of emergency Equipment & Supplies Class lists School emergency map Vertex Walkie-talkie ABCUSD cell phone Megaphone Battery-operated radio Master keys (to be distributed to Section chiefs) Emergency notebooks/forms
OPERATIONS CHIEF
Responsibilities Coordinates group leaders of Medical Operations, Search & Rescue, Student Assembly and Student Release Reports status of groups to Incident Commander Reassigns staff as needed Coordinates student messengers Coordinates staff buddy assignments Schedules breaks and back-up for staff Equipment & Supplies Class lists School emergency map Vertex Walkie-talkie Megaphone Master keys (to be distributed to Group Leaders if needed)

OPERATIONS SUBGROUPS Medical Operations (Triage/First Aid) Triage Comes before First Aid! These are separate functions performed by different teams! The Medical Operations team should group Triage Responsibilities Determines a patients injury and makes a determination regarding their need for medical care: Is medical care 1) IMMEDIATE (immediate care or die), or 2) DELAYED (can wait 2 hours). Everything must be this organized! This reduces chaos and the ability to provide care to the patients who needs it the most! First Aid Responsibilities Two areas are designated as Immediate Care victims and Delayed Care victims. Patients should be placed into rows in a head to toe alternating pattern. This pattern will reduce victims ability to: 1) talk to each other, 2) not see the pain and suffering of another patient, 3) create increased noise levels, 4) exposure to the vomit from the head of the another patent which could set-off a chain reaction. Visits their patients at least every 15 minutes to ensure that they do not slip through the cracks. Sample Formula to determine the number of rows of patients per staff member: 600 students 10% injuries 60 injured, divided by 6 = the # Rows Search & Rescue Responsibilities Search & Rescue must wait until they are deployed by the Incident Commander or Operations Chief. Conducts damage assessment of buildings prior to entering; must walk around and review the entire building before deciding to enter. Follow the Standardized List of Procedures to follow in completing the damage assessment and report. The district will be following this same list of damage assessment protocol. This list will be forthcoming to all schools. The District Office will be basing its status reports on this list of protocol and procedures when it calls each school to retrieve a schools Status report. TEACHERS must report to the Operations Chief about students left in classrooms. The Operations Chief will then let the Search & Rescue Group
Leader know who they need to rescue. The Group Leader then communicates to the group members. Group members retrieve injured victims and transport them to the Medical Operations Area o Will not move dead bodies. Dead bodies are to be left in the buildings. We do not want to traumatize the students in the assembly areas. If a morgue is to be set-up it should be outside, away from the view of the student assembly area. Dead bodies are NOT a priority for the Search and Rescue Teams: Injured students are!
STUDENT ASSEMBLY AREA Responsibilities Completes the Disaster Accountability Report Cards (missing students and/or injured students) and turn them into the Operations Chief. If other teachers in your grade level need to report for other duties, you must cover for them and keep track of their Disaster Accountability Report Cards. Supervises students during times of emergency and keeps them calm Releases students to the reunion gate when parents arrive. The Group Leader will coordinate this communication with the Operations Chief.
STUDENT RELEASE GATE Responsibilities Follows the Mc. Donalds Principle: Separate the parents orders from the students releases. o Have small groups of parents check in within the gate and then have them wait for a runner to get their children. o Reunited families exit through a separate area Sends runners to retrieve students from the assembly area. Checks off students as they leave with parents.
LOGISTICS CHIEF
Responsibilities Reports to Incident Commander Coordinates and assists Security & Utilities group (custodians shut off utilities and perform safety checks of buildings, etc) Coordinates the distribution of all emergency supplies Assists Operations Chief when Logistics duties are complete Equipment & Supplies School emergency map Vertex Walkie-talkie Master key & Storage bin key Supply list
