Statement by IMF Managing Director

Dominique Strauss-Kahn on Japan

Mr. Dominique Strauss-Kahn, Managing Director of the

International Monetary Fund (IMF), made the following
statement today:

"I welcome Prime Minister Aso's announcement that Japan

is prepared to lend up to US$100 billion to the
International Monetary Fund (IMF). This is a major
contribution to maintaining the stability of financial and
capital markets, and clearly demonstrates Japan's
leadership and strong commitment to multilateralism.

"Japan's action during this period of unprecedented stress

for the global financial system will serve to increase
confidence that the IMF's resources will be sufficient to
meet the financing needs of its 185 member countries—
particularly our emerging market members—should they
need to turn to the Fund for support. This signal that the
international community stands ready to provide strong
backing to emerging markets will strengthen their
resiliency against financial market turmoil.

"Japan has a proud record of helping others, and of

supporting the IMF in its core mission of promoting
international financial stability. Japan's past financial
support includes cofinancing Fund programs to middle-
income countries hit by crises, and grants which make it
possible for the IMF to provide concessional support and
technical assistance to low-income countries. We hope
that other countries may now provide their own support to
our efforts to restore stability to the global economy."

ドミニク・ストロスカーン国際通貨基金（IMF）専務理事は、本日、以下の声明を
発表した。

「IMFに対して最大1,000億ドルの資金提供を実施する用意があるとした、日本の麻
生首相の発表を歓迎する。これは、金融・資本市場の安定維持に大きく貢献するも
のであり、また日本のリーダーシップと多国間協調主義への強いコミットメントを
明確に示すものである。

「世界金融システムがかつてないストレスを受けている現下において、この度の日
本の行動は、IMF加盟国185カ国、とりわけ新興市場諸国で金融支援が必要になった
場合、IMFにそのニーズに応える十分な財源があるという信頼感を高めることにつ
ながるだろう。これは国際社会が新興市場諸国に対し強力な支援を実施する用意が
あるというシグナルであり、こうした諸国の金融市場の混乱に対する抵抗力を強め
るものとなろう。

「日本には、他の国々を支援し、かつ国際金融の安定を促すというIMFの中核的な
使命を後押ししてきたという誇るべき実績がある。日本はこれまでも資金支援とし
て、危機に見舞われた中所得国に対するIMF支援プログラムに協調融資したり、低
所得国に対するIMFの譲許的融資制度や技術支援のために無償資金協力を実施する
などしてきた。他の国々に対しても、世界経済の安定回復にむけた我々の努力に対
する支援を期待したい」
