Dear Secretary Woodruff:

I am writing to acknowledge that the U.S. Department of Education received preliminary highly
qualified teacher (HQT) data for the 2005-06 school year by the June 15, 2006, deadline
specified in my letter of May 25, 2006. We will expect to see a complete, validated version of
this data by July 1, 2006.

Because we received the preliminary data in a timely way, we agree that the Delaware
Department of Education (DDOE) has, in general, implemented the HQT provisions of the
statute and made an effort to meet the HQT goal. As a result, we will not place any conditions
on the ESEA grants that will be awarded on July 1 and we do not anticipate imposing any further
sanctions on the DDOE regarding this issue.

The Department looks forward to reviewing Delaware’s revised HQT plan detailing the specific
steps you will take to reach the HQT goal in the 2006-07 school year and beyond.
