PETITION to Amend the Firearms Act

TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED We, the undersigned residents of Canada, draw the attention of the House of Commons to the following: Whereas Section 58. (1) of the Firearms Act states, "A Chief Firearms Officer who issues a licence, an authorization to carry or an authorization to transport may attach any reasonable condition to it that the Chief Firearms Officer considers desirable in the particular circumstances and in the interests of the safety of the holder or any other person;" and, as such wording gives almost unfettered power to an appointed bureaucrat; And Whereas Section 61. (3) states, An authorization to carry or authorization to transport may take the form of a condition attached to a licence," and as such form is rarely if ever granted by the chief Firearms Officer; And Whereas the Firearms Act mandates the Office of Chief Firearms Officer, but does not speak to the location or occupation of the Chief Firearms Officer, and; The rules established by the Chief Firearms Offices vary widely across Canada, and as the Constitution of Canada guarantees equal application of the law to all Canadians; Therefore, your petitioners call upon The House of Commons Assembled to repeal Section 58. (1) of the Firearms Act; amend Section 61.3 of the Firearms Act to apply a conditional form to the authorization to transport document; and Amend the Firearms Act to eliminate the provincial and territorial Chief Firearms Office and establish a single civilian-agency "Chief Firearms Office" that is administrative and service oriented.
