THE NEED TO DEVELOP IS SUBSTANTIAL, AND FOR THIS DEVELOPMENT TO BE POSSIBLE, CHANGE IS NEEDED.

SIMILARLY, THE MACTAN ISLAND DID EXIST AS PART OF CEBU, BUT WE, ON THE AFFIRMATIVE SIDE, STRONGLY BELIEVES THAT MACTAN ISLAND IN ORDER FOR IT TO FURTHER DEVELOP, SUBSTANTIAL CHANGE IS NEEDED. THUS, CREATING IT AS A PROVINCE IS HIGHLY NECESSARY, BENEFICIAL AND OF GREAT PRACTICABILITY. Honorable judge/s, my colleagues on the Affirmative side, to our worthy opponent, distinguished guest/s, ladies and gentlemen, good evening. As the last speaker of the Affirmative side allow me to emphasized three points as to why our group believes that Mactan Island should be made as a separate Province from Cebu. First, in Republic Act 7160 otherwise known as the Local Government Code, Article X section 461 of the said Code enumerates the requirements as to the creation of a PROVINCE, to wit: a. A province may be created if it has an average annual income of not less than Twenty million pesos (P20, 000, 000.00) b. A territory of at least Two Thousand (2, 000) square kilometers; and c. A population of not less than Two hundred fifty thousand inhabitants. Accordingly, based on the available data of the year 2010-2011: the Lapu-Lapu City has a population of Two hundred ninety two thousand five has a total land area of 6, 424. 19 sq. kl., and has an annual income of at least Three hundred million pesos (P300, 000,

000. 00). In view of this, qualification wise under the 1991 Local Government Code of the Philippines, Mactan is very much qualified to become a province. Furthermore, we believe that Mactan Island is very much capable of providing all the essential government facilities and services and special functions commensurate with the size of its population. Second, Mactan Island has already acquired the status of being a Highly Urbanized City, which is defined as ___________________________________. Mactan Island having an annual income of at least Three Hundred Million (P300, 000, 000.00) is very much qualified to become a province apart from Cebu Province. The need for Mactan to be separate province from Cebu is necessary in order to further improve its economic stability. In the question posed by the Necessity speaker of a parent letting his child, who has fully grown, being left in their backyard and let that child grow immature.

We, on the affirmative side strongly believe that, that child should become independent. Similarly, Mactan Island, being full grown city, like the child, should become independent, thus, be separated as a Province from Cebu. Third, as already laid down by the Beneficiality and Practicability speaker, creating Mactan Island would be more advantageous to the city since its share of the Internal Revenue Allotment will greatly improve, thus, an increase in the Internal Revenue Allotment would mean more funds to improve the delivery of basic services to its inhabitants. The additional Revenue Allotment would help in the advancement of the government, the economy to be improved, and as well as, such addition would enhance the progressive ratio of the people. Thus, Mactan Island should be separated from Cebu as a province. With the aforementioned points, I believe that: The Non-Necessity Speaker, on the issue that

With regards to the arguments of the Non-Beneficiality Speaker, on the issue of more effective service in the local government citing basic services, such as, agriculture, health, education and etc., such contention is false because accordingly, the opposing side erred in proving that while Cebu is very much benefited by such basic services, the underlying question here, is that, did such services come across the Marcelo Fernan bridge and fully extended to the inhabitants of Mactan? Instead of telling us, Mr. Speaker on what the present Cebu Province administration has done, why not, we, open our minds to change and let the Mactan Island be a separate province so that the distribution of such basic services would be more convenient and efficient to the inhabitants of the Island. And further, on the argument, that Provincial Independence will not eliminate poverty. It may not eliminate poverty, because we know for a fact that poverty cannot be easily eliminated. Even those first-world countries has their own share of poverty rate, the more we are, but, we on the Affirmative side believe that, such Provincial Independence would guarantee a lesser poverty line in the Island. This is evidenced Mactans capability of making their economy improve. Creating Mactan as a separate province would entitle them their own independent government, the greater chance that some of the problems in the Island will be addressed.

Having presented the following arguments, we on the Affirmative side believes that the proposition of creating Mactan Island as a separate province from Cebu is highly Practical, Beneficial and of great Necessity not just for the Island itself but as well as to its inhabitants.
