NDP: Support horse racing industry,

not casino bidders

QUEENS PARK Today in investing money into private companies

question period, Essex MPP Taras Natyshak

called on Premier Wynne to explain why
the government is choosing to invest public
money to subsidize casino bidders instead
of working with the long-standing Ontario
horse racing industry to maintain jobs in
rural Ontario.

The OLG is handing out up
to $750,000 in public money to private
companies to bid on contracts so the
Donald Trumps of the world can make even
more money. Yet, this same government
is obliterating the horse racing industry
without any consultation or plan for the
future.

Why is this government

that are already making profits and leaving

the horse racing industry to collapse
completely?

The Premier knows full well
time is running out. Offering the Donald
Trumps of the world public money so that
they can make more money on the backs
of Ontarians is not a good strategy. Up to
20,000 to 30,000 full-time jobs in the horse
industry are at stake in rural Ontario.

Will the Liberal government
continue to choose to give subsidies to
private corporations who want a piece of
the casino industry over coming up with a
real plan to save the horse racing industry
in rural Ontario?

Mayor Rob Ford has once again proclaimed

March 2013 as an Ethiopian Heritage
Month in Toronto. The proclamation
was presented to Samuel Getachew and
Meklamu Habtemichael by Mayor Rob
Ford at city council at the beginning of the
month.
In it the mayor described the large
Ethiopian Canadian population as being
deeply committed to preserving and
promoting their deep heritage.
He
also encouraged the month to be used
as a chance to celebrate the significant
contributions of Ethiopian Canadians to
Torontos multicultural communities.
This is the second year this historic
proclamation has been noted by the mayor.
In accepting the proclamation of behalf of

Ethiopian Canadians Getachew thanked

the mayor and noted that the idea of the
designation of Little Ethiopia on Danforth
is a destination that he would like to have
the community achieve in the very near
future. It has been a very small progress
however, we are still pursuing the idea and
we hope the community will participate
in the lobbying process the one-time
city council candidate from Scarborough
expressed.
Melkamu Habtemichael added his
enthusiasm with the Mayors kindness and
that he hopes the proclamation will be
used to highlight the wonderful gifts of the
large Ethiopian Canadian population in the
GTA.

Immigration and Multiculturalism
Minister Jason Kenney announced today.
The Parent and Grandparent Super

is committed to family reunification. I
am pleased to see that more and more

opportunity to spend longer periods of
time with their loved ones in Canada.
With over 1,000 Super Visas issued
monthly, approval rates remain high at
86 percent.

TIPS

Looking for a job offer from a Canadian

employer?

Canada's New Skilled Trades Immigration Category

Canada's new Skilled Trades immigration

category is a welcome addition to
Canada's
menu
of
immigration
programs.

But if you or someone you know wants

to apply, it is very important to apply as
soon as possible and to get it right the
first time. Being too slow, or making a
mistake, or failing to do something that is
required will all lead to rejection without
warning. And it may not be possible to
try again.
The previous program, called the Federal
Skilled Worker program, was strongly
biased in favour of professionals, as
professionals were more likely to have
(for example) a university education. But
this new category is specifically designed
for candidates (such as carpenters,
machinists and electricians) who want
to rely upon their experience in Skilled
Trades to bring them to Canada.
This year there are 43 kinds of job
experience that entitle someone to
apply. The applicant must be able to
meet specific skill levels with respect to
language (English or French), have at least
two years of relevant work experience,
meet all Canadian job requirements for
their trade, and have either a job offer for
work in one of the relevant 43 jobs or be
certified by a provincial licensing body

for that trade.

before making that trip to Canada.

I will give you a little more detail. The

candidate can qualify even if he or she
has been working part time, as long as he
or she earned two years of relevant work
experience in the past five years or less.

The same rules apply if a tradesperson

intends to live and work in one of
Canada's three territories.

The candidate will not qualify if he or she

plans to live in the province of Quebec
(Quebec has its own immigration
program).
The candidate's English or French
language skills (in reading, writing,
speaking and listening) will be assessed
to be sure that he or she can function in a
Canadian workplace.
The candidate must be certified or
licensed by the relevant authority in
the relevant province (each Canadian
province has its own licensing bodies
who decide whether or not candidates
have the right qualifications). Skilled
tradespersons must have this license
or they cannot work in their trade in
Canada.
The candidate may have to travel to
the relevant province to have his or her
credentials assessed, before he or she
will be approved for immigration or be
given the relevant licence. In some cases
the candidate will have to obtain a visa

New guidelines for best practices

on green roofs in Toronto

Toronto's City Planning division has

produced a new resource called Guidelines
for Biodiverse Green Roofs, detailing best
practices for promoting biodiversity on
green roofs in Toronto.

"It is our intention that the document will

make it simple for architects and landscape
architects designing green roofs to integrate
biodiversity into their designs, greatly
enhancing the potential of the city to provide
a quality living environment for diverse
species," said Councillor Peter Milczyn
(Ward 5 Etobicoke-Lakeshore), Chair of
the Planning and Growth Management
Committee. "With more diverse green roofs
in the city, we can only improve the quality
of the built environment and the quality of
life for our residents."
Toronto implemented its Toronto Green
Roof Bylaw in 2012. The biodiversity
guidelines will work in conjunction with the
existing Toronto Green Roof Construction
Standard Supplementary Guidelines.
The Guidelines for Biodiverse Green Roofs
give designers:
- a comprehensive list of plants suitable for
green roofs that encourage biodiversity
- recommended growing medium depths
and composition, and
- ideas for creating habitat aimed at specific
species.
The new guidelines are based on the premise
that green roofs are part of the larger urban
ecosystem. The guidelines provide design
strategies for creating appropriate ecozones
alongside natural heritage features.
Primarily intended for use by architects and
landscape architects, the guidelines may
also be of interest to residents who want to
understand how green roofs can support

biodiversity in the urban environment.

"I am pleased that these guidelines will

enhance the impact of the Toronto Green
Roof Bylaw by implementing some of the
policies contained in the Official Plan,"
said Jennifer Keesmaat, Chief Planner for
the City of Toronto. "Our Official Plan
recognizes the importance of protecting,
restoring and enhancing the health and
integrity of the natural ecosystem and
supporting biodiversity."
"The Green Roof Bylaw and the Guidelines
for Biodiverse Green Roofs are both the first
of their kind from a government in North
America," said Steven Peck, President of
Green Roofs for Healthy Cities, a not-forprofit association promoting the green roof
and wall industry in North America.
The Guidelines for Biodiverse Green Roofs
document has been nominated for an
Award of Excellence from the Canadian
Association of Landscape Architects.
More information about green roofs, and
a link to the 35-page guidelines document
(PDF), are available at http://www.toronto.
ca/greenroofs.
Toronto is Canada's largest city and sixth
largest government, and home to a diverse
population of about 2.8 million people.
Toronto's government is dedicated to
delivering customer service excellence,
creating a transparent and accountable
government, reducing the size and cost of
government and building a transportation
city. For information on non-emergency
City services and programs, Toronto
residents, businesses and visitors can dial
311, 24 hours a day, 7 days a week.

Canadian officials will consider the only

first 3,000 applications received. In some
specific trades, they will consider only 100
applications. These limits mean hopeful
candidates need to get their applications
submitted as soon as possible - but their
applications must also be put together
properly.
Those applicants who fail to get their
application filed before the limits are
reached will have the application returned
without being considered. If a candidate
fails to do a proper job of preparing
the application the application will be
refused. Either way, the opportunity may
be lost.
The program will reopen next year, but
just because a job is listed this year does
not mean it will be on the list next year.
On the other hand, jobs that are not on
the list this year may be added next year.
But we will not be told in advance which
jobs will or won't be listed.

Karygiannis to Oppose Agincourt

Riding Boundary Changes

Ottawa The Honourable Jim

Karygiannis, Member of Parliament for
Scarborough Agincourt and Liberal
Critic for Multiculturalism, today
announced his intention to actively
oppose the recently announced proposed
Scarborough-Agincourt riding boundary
changes.

For much of the past year, the Federal

Electoral Boundaries Commission for
Ontario has been touring the province
proposing changes to the electoral map.
The Commission`s recent and latest
proposals for Scarborough-Agincourt
are considerable and their impact on the
residents of Agincourt proper is serious.
said Mr. Karygiannis. Specifically, the
Commission is proposing that those
parts of the present riding south of
Finch Avenue and west of the CN tracks
parallel to Midland Avenue be removed
and assigned to a new riding south of the
401.
Karygiannis says there are two
fundamental flaws with the Commissions
latest proposal:
1. The Boundaries Commissions
proposals divide the community of
Agincourt and split it into two ridings;
Scarborough - Agincourt in the north/
east and Scarborough - Wexford in the
south/west. No longer will residents of
the community be able to work together
with one singular Member of Parliament
when it comes to solving local issues.
Those living in Agincourt west of the CN
tracks will be served by one Member and
those east of the tracks by another. For

a modestly-sized locality like Agincourt,

community of interest, as outlined in the
Electoral Boundaries Readjustment Act,
should be respected and better reflected
in the map for north Scarborough.
2. No longer will Highway 401 - the
present and obvious southern limit of
the riding- serve as the dividing line for
the district. Agincourts electoral voice
has always been found in a Scarborough
riding north of the 401. But the
Commissions proposals attempt to align
parts of the Agincourt community with
other communities, like Wexford, south
of the 401 where links are tenuous. It was
only ten years ago that this Commissions
predecessor realized the strength of
the ridings northern alignment and
re-united the community of Agincourt
as has historically and normally been
the case. It is time again to realize the
desirability of keeping Agincourt in
a north Scarborough riding with its
present neighbours.
I have heard from many people in
Agincourt that they do not want
their community to be divided. Mr.
Karygiannis commented. They believe
that the community should not be
divided and should remain electorally
located - in its entirety - with its northern
Scarborough neighbours.
Mr. Karygiannis will present these
objections along with supportive
names of many Agincourt residents
- to the Procedure and House Affairs
Committee of the House of Commons at
the Committees sitting after Easter.

Ethiopia: Journalism under anti-terrorism law

How the US 'war on terror' has provided cover for laws that are being used to silence dissident journalists.

When the Paris-based media watchdog

group, Reporters Without Borders released
its annual Press Freedom Index, few were
surprised that Ethiopia had dropped 11
places to 137.

Journalists in the country have never truly

been free to report however developments
in the region over the last few years have
had a detrimental effect on the media
environment.
With the disputed 2005 general election,
the continued conflict with separatist
groups and the spectre of the Arab Spring
arriving in the country the government
in Addis Abba has been cracking down on
the media
And one of its most effective tools is a
vague, far reaching anti-terrorism law that
has sentenced at least 11 journalists to

harsh prison terms.

In 2009, former Prime Minister Meles
Zenawis government passed the antiterrorism proclamation. In August last year
Zenawi died but the legislation survived
under his successor Hailemaraiam
Desalegn.
Much of the reporting on Ethiopia these
days is done at a safe distance. According
to media watchdogs, 49 journalists fled the
country between 2007 and 2012 to get away
from a government that does not want to
talk about this issue. The Listening Post
made several interview requests but were
denied.
The government did tell us that those in
prison are there for their terrorist activities
and not for being journalists. With
convictions stacking up however, terrorism
and critical journalism in Ethiopia are

coverage of protests in August last year.

Al Jazeeras English and Arabic websites are

reported to have been blocked in Ethiopia,
raising fresh fears that the government is
continuing its efforts to silence the media.
Though the authorities in Addis Ababa
have refused to comment on the reported
censorship, Google Analytics data
accessed by Al Jazeera shows that traffic
from Ethiopia to the English website had
plummeted from 50,000 hits in July 2012
to just 114 in September.
Traffic data revealed a similar drop for
the Arabic website, with visits to the site
dropping to 2 in September from 5,371 in
July.
A blogger, who cannot be identified for
his own safety, said Ethiopian censors had
been targeting Al Jazeera since the Qatarbased network began airing coverage of
ongoing protests against the way in which
spiritual leaders are elected in the Horn of
African nation.
The steep decline in web traffic began
on August 2 last year, the same day that
Al Jazeera Mubasher aired a forum with
guests denouncing the government's
"interference" with Muslim religious affairs,
and three days after Al Jazeera English
published an article detailing deadly ethnic
clashes between two of the country's
southern tribes.
Attempts by Al Jazeera to get an official
response from authorities failed.

Poor track record

Ethiopia is ranked 137 out of 179 surveyed
nations on the latest Press Freedom Index
of Reporters Without Borders (RSF), an
international advocacy group for press
rights.
Both RSF and the Committee to Protect
Journalists (CPJ) have tied Ethiopia's
deteriorating media environment, in part,
to a 2009 anti-terrorism law that has been
used to sentence 11 journalists since its
ratification.
"The usage and practice of this law is illegal.
It has a clause that makes whoever writes
about so-called terrorist groups, which
are mostly normal opposition groups, a
terrorist," CPJ's East Africa Consultant
Tom Rhodes told Al Jazeera.
"Now it's got to the point that the law is
being used to label those in the Muslim
community conducting peaceful protests
to defend their right to choose their
spiritual leaders as terrorists. It's a sad state
of affairs."
CPJ says Ethiopia is the second-highest jailer
of journalists in Africa after neighbouring
Eritrea, were seven journalists are currently
detained.
Both the RSF and CPJ have expressed
concern over reports that the country has
begun using much more sophisticated
online censorship systems over the last
year, including ones that can identify
specific internet protocols and block them.
Since Ethiopia's government owns the
sole telecommunications provider in the
country, Ethio Telecom, it allows authorities
to tightly control internet freedom.

programme in Gambella region".

In a letter sent to the panel in September,

the refugees say some people have been
forcibly relocated from their land, which is
now being leased to foreign investors.

DfID has been criticised for failing to address abuse allegations in the South Omo
region of Ethiopia, where residents told
DfID and USAid officials of their experiences.

"These mass evictions have been carried

out under the pretext of providing better
services and improving the livelihoods of
the communities," says the letter. "However, once they moved to the new sites, they
found not only infertile land, but also no
schools, clinics, wells or other basic services."
It says the government forced them to
abandon their crops just before harvest,
and they were not given any food assistance during the move. "Those farmers
who refused to implement the programme
have been targeted with arrest, beating,
torture and killing," the letter says.
The refugees say they "have all been severely harmed by the World Bank-financed
[project], which is contributing directly to

The letter says Ethiopian government workers, whose salaries are paid for through the
PBS programme, have been forced to implement villagisation.

DfID is also embroiled in a legal action over

its links to the villagisation programme. An
Ethiopian farmer claims he was forcibly
evicted from his farm. His lawyers, Leigh
Day & Co, say DfID money is linked to
these abuses through PBS funding in Gambella. DfID has said it is responding to the
legal concerns and reviewing the allegations of rights abuses in Ethiopia.
In its report, the panel says that although
the World Bank management denies links
between villagisation and the PBS programme, the two are attempting to achieve
the same things. "[Villagisation] is a programme that aims at fundamentally restructuring settlement patterns, service
infrastructure and livelihoods, including
farming systems, in the Gambella region,

and as such constitutes a significant context

in which PBS operates. In this sense from
a development perspective, the two programmes depend on each other, and may
mutually influence the results of the other,"
says the panel report.

The World Bank has been supporting the

PBS programme since May 2006 with
a commitment of more than $2bn. The
bank's board was scheduled to meet on
Tuesday to discuss the panel's report, but
the meeting was postponed.

The panel says there are "conflicting assertions and differing views" on links between
PBS and villagisation, the complaints by
the refugees and the bank's adherence to
its policies and procedures, which could
adequately be addressed through an investigation.

Human Rights Watch says many of the

communities affected by villagisation have
not been properly consulted about resettlement. It has interviewed several refugees
from the region who reported that government officials have responded with violence and arbitrary detention when people
have not agreed to relocate.

In a response to the refugees' letter, the

World Bank denied all links between the
PBS and villagisation. It said it had not encountered any evidence of human rights
abuses. It did admit the new sites "were not
desirable", but said the Ethiopian government had asked for assistance to improve
them.
According to David Pred, founder of Inclusive Development International who
helped the Anuak file their complaint, the
PBS is funding the majority of government
departments responsible for implementing
the villagisation programme. "It provides
both the means and the justification for villagisation," said Pred.

"The World Bank's president and board

need to let the inspection panel do its job
and answer the critical questions that have
been raised by Ethiopians affected by this
project," said Jessica Evans, senior international financial institutions advocate at
Human Rights Watch. "If the World Bank
doesn't support this investigation, its Ethiopia programme will continue to be shadowed by controversy."
The chairman of the UK parliament's international development committee, Sir Malcolm Bruce, said the allegations against villagisation are unsubstantiated. Bruce, who
visited Ethiopia last week, said the UK programme "is delivering a very good result".

Oakland Institute Exposed the Human Right Impact of land

grabbing in Ethiopia
By Betre Yacob

The United States-based Oakland

Institute, which is known in struggling
for land rights and food sovereignty of
Africans, has exposed the human right
impact of the land investment, which is
often characterized as land grabbing,
on indigenous communities in the
Gambella Regional state, Ethiopia.
The new report of the institute says the
government of Ethiopia has not only
failed to keep its promises and deliver
services and infrastructure, but also
has perpetrated human rights abuses in
resettling indigenous communities in
Gambella to allow for land investment
deals to move forward.
The report, titled Unheard Voices, is
based on the result of an extensive work
and research of the institute on the land
investment in Ethiopia, and on personal
testimonies of prominent Ethiopian
human rights defenders. It also consists
the results of Human Rights Watch
(HRW) researches conducted on
human rights abuses associated with
Ethiopias villagization program.
The 15 page report says although
Ethiopian
officials
claim
that
villagization is a voluntary program,
investigations
reveal
that
the
government has forcibly resettled
indigenous communities from land
earmarked for commercial agricultural
development, rendering them food
insecure and fearful for their survival.
Villagization is an official government
policy that voluntarily resettles
indigenous populations from scattered
places to villages of 400-500 families,
ostensibly in the name of providing
infrastructure and better social services.
According to the report, the
government has used fear, violence,
and intimidation against indigenous

communities in Gambela. Mentioning

the HRW, the report says, Police and
soldiers have beaten and arrested those
who question these policies, releasing
them only on the condition that they
support the resettlement program.
In connection, the report also indicates
that the assault and retaliation have
continued even after the resettlement.
Here the report explains: Human
Rights Watch reports that parents are
afraid to send their children to school
because of the increased army presence.
Parents worry that their children will be
assaulted.
The 15 page report of the institute,
which paints a more complete picture
of the impact of the land grabbing,
also asserts that the government has
also failed to compensate individuals
for their loss of livelihood and land. The
report says, The Oakland Institute did
not find any instances of government
compensation being paid to indigenous
populations evicted from their lands.
The
report
explains:
Under
international law, forced evictions
can only be carried out if they comply
with specific standards. The relevant
standards derive from a variety of
different sources; and they require
states to ensure that evictions serve a
legitimate public purpose, that they
meet the requirements of due process,
and that they are accompanied by
fair compensation. The testimony
of affected individuals compels the
conclusion that these evictions are
forced, and in violation of international
law.
In addition, the report states that
the resettlement has directly affected
the livelihoods of the communities
and exposed them to serious food
insecurity. It explains: In many parts of
Gambella, families farm on sedentary

plots along the riverbanks and practice

shifting cultivation on higher ground;
the former protecting them against
poor harvests on the latter. The shifting
cultivation practice involves farming on
one plot of land for several years before
moving on to another. They return to
the original plot in seven to 10 years
and begin the process again. Yet once
they are sent to live in villages, the
static lifestyle and lack of water sources
render them unable to practice this
traditional form of farming. Here the
report criticized the government for
not providing training to the resettled
communities to learn new forms of
cultivation.
According to the report, unable to
feed and care for themselves and their
families, such shifting cultivators fear
they will not survive. The report says,
one displaced individual told HRW:
the government is killing our people
through starvation and hunger we
are just waiting here for death.
According to the report, Nyikaw
Ochalla, an Ethiopian human right
defender and the Coordinator of
Anywaa Survival Organization, told
Oakland Institute: the communities
used to live on riverbanks, but they
are now in a place where there is no
river. They are taken far away from
fish, and they cant fish at all. Land is
their identityit is what they breathe,
and theyre taken away from that. Even
now, some people are so stressed. They
sit in camp and do nothing. Their way
of living and their existence has been
taken from them.
The report also indicates that through
the so called villagaization program
over 1.5 million additional Ethiopians,
including 225,000 people from
Gambella alone, are in the process of
being relocated, and the humanitarian
situation is likely to deteriorate further.

Key Rights Affected

The report says the Ethiopian
government has violated a number of
rights of the indigenous populations
guaranteed by different international
and regional laws and treaties, in
order to make a way for commercial
agricultural development.
The report explains: The ICCPR
prohibits arbitrary arrests and
beatingssuch as those carried out
against individuals who question the
governments resettlement plansas
well as the mistreatment of those who
are held in government custody.
It adds: The repressive atmosphere,
in which the government responds
forcefully to those who dissent against
villagization, also suggests violations
of the freedoms of expression and
peaceful assembly, both of which
are also guaranteed by the ICCPR.
The government has also violated or
jeopardized the economic and social
rights of many of the people it has
resettled in order to clear land for
investors.
The report also says: by removing
people to areas that lack housing
and infrastructure, separating them
from their crops, grazing lands, and
other forest and water resources,
the government has destroyed the
livelihoods of those who rely on such
resourcessuch as shifting cultivators.
As a result, large populations that
previously produced their own food
have now been rendered food insecure,
suffering violations of their rights to
food, housing and adequate standard of
living, all of which are enshrined in the
ICESCR..

Remembering The Battle Of Adwa, Ethiopia 1st and 2nd March 1896
There were two versions of the treaty
to be signed, one in Italian, and one
written in Amharic. Unbeknownst to
the conquering King was the fact that
the version in Italian had been altered
by the translators to give Rome more
power over Menelik II and his kingdom
of Ethiopia.

King Menelik II of Ethiopia

In 1896, Ethiopia fought a desperate
battle against a stronger European
nation attempting to invade, conquer,
and colonize the smaller nation and
more importantly, be able to exploit
its natural resources. After a long siege
in the mountains betweens Ethiopia
and the bordering nation of Eritrea,
a series of brutal battles were fought
between the army of King Menelik II
of Ethiopia and the Italian Army under
the command of the Italian governor of
Eritrea, General Oreste Baratieri.
The mistrust between the two nations
had begun 7 years before during the
signing of the Treaty of Wichale (or
Uccialli) agreed to in principle in
May of 1889. Menelik II agreed to
provide to Italy land in the Tigray
province in exchange for support in
the form of weapons the Italians had
been supplying him for some time. The
Italians wanted more.

The Italians believed they had tricked

Menelik II into giving his allegiance
to Rome in the treaty. Mistakenly, they
believed him to be unsophisticated
in the way the Europeans believed
themselves to be. To the Italians
surprise, the treaty was rejected despite
their attempt to influence the king with
2 million round of ammunition. He
would have none of it and denounced
them as liars who had attempted to
cheat himself and Ethiopia.
When bribery failed Italy did what so
many nations have tried throughout
history. They attempted to set up
Ras Mangasha of Tigray as rival
by promising to support him with
money and weapons, and hoped he
would overthrow Menelik II who had
denounced Italy. When that failed, the
Italians turned to Baratieri, who had
shown some promise in his handling of
government affairs in Eritrea.
Baratieri was no stranger to battle and
devised a good strategy to lure the
Ethiopians into an ambush. There were
three main problems with his strategy.

First, he had drastically underestimated

the strength and will of the army
facing him. Although aware he
was outnumbered, the Governor of
Eritrea believed the Ethiopians to be
undisciplined and unskilled at the
art of war negating the advantage in
numbers. Certain he would have an
advantage over the savages, he dug
in his 20,000 troops and 56 guns at
Adawa awaiting the King and his men.

Baratieris third mistake of not

understanding how poor his battle
intelligence was became the most costly
of his errors. The strategy he employed
was to outflank the Ethiopian army
under the cover of darkness and move
in on them from the mountains above
their camp. While Sun Tzu would have
approved, the Italian commander did
not account for the extremely harsh
terrain nor the lack of direction and
difficulty in communicating with

Acupuncture and Back Pain

LIVE IN CARE GIVER

By Dr. Cao

Back pain is one of the most
prevalent reasons people seek health care.
Millions of working days and countless hours
of activity and fun are lost each year due to
back pain.

Common Causes of Back Pain
Treated with Acupuncture
One of the top causes of back pain are sprains
(over stretching one or more of the ligaments
in the back) and strains (a rip or tear in the
muscle caused by sudden force). This can
happen from an injury, poor posture, or
improper lifting.

Another source of back pain comes
from a herniated disc which is a disc that bulges
out from its place between two vertebrae.

Sciatica is another common form of
back pain. Sciatica is a term used to describe
pain that extends down into the buttocks and
leg which comes from an irritation of a larger
nerve in the lumbar spine called the sciatic
nerve. Sciatica can accompany sprains, strains,
herniated discs as well as back pain emanating
from other sources.

Traditional Chinese Medicine's
(TCM) vocabulary is very different from
Western medicine. TCM differentiates
patterns of back pain.

Common TCM patterns include:
* pain that comes from deficiency;
* pain that comes from "qi" (vital life energy in
the body, pronounced "chee" ) and
blood
stagnation;
* and pain due to cold damp obstruction.

Pain that results from deficiency is
usually dull, chronic, and improves with rest.
It is more common in middle aged and elderly
people.

Pain from stagnation is more severe
and stabbing in nature. There is stiffness and
tightness in the muscles and it worsens with
rest. Often this type is seen in occurrences
of acute sprains and strains. It can reoccur
chronically, thereby indicating an underlying
deficiency.

Pain from cold damp obstruction is
worse in the morning, exacerbated by cold and
damp weather. It improves with heat and may

be accompanied by numbness, swelling and a

sense of heaviness.
Traditional Chinese Medicine as Treatment
for Back Pain

TCM works to restore harmony
and energetic balance to the body which
stimulates natural healing and promotes
health. Acupuncture is one of the primary
modalities used and treatment is individual to
each patient.

When your practitioner treats your
back pain with acupuncture, both local (at the
site of pain) and distal (away from the area of
pain) needles can be used to help resolve the
problem. Distal points are very important,
especially in acute pain. Often, needles can
be placed in areas other than the back and
you can get excellent and quick relief. There
are many local points on the back and often
a practitioner will palpate your body to find
the most sensitive spots and needle those.
Other adjuncts to treatment might include:
electric stimulation of points, and cupping.
Generally, it is advisable to have frequent
treatment initially and taper off as the pain
diminishes. Herbs can also be helpful in
moving blood and reducing inflammation as
well as strengthening a deficient condition.

In a Swedish hospital study with
patients who experienced chronic low back
pain, doctors concluded that acupuncture
provided long term pain relief. They also
observed improvement in activity levels,
better sleep, and consumption of significantly
fewer analgesics for the acupuncture group as
compared with the group receiving a placebo
treatment.

Acupuncture continues to gain
popularity in this country because it is an
effective treatment of acute and chronic
backache. Acute pain can often be cleared up
in a few sessions. More treatments may be
needed if there is an underlying deficiency, or
reoccurring problem, or sciatica.

Late last night, Canadians lost a patriotic
and passionate Canadian in Stompin' Tom
Connors. Prime Minister Stephen Harper
tweeted how "we have lost a true Canadian
original." I lost the one Canadian who
introduced me to the Canada I know and
admire today from afar.
When I first moved to Canada from Ethiopia
via Zambia I was confused and frustrated
about my adopted country. I felt I would
never be welcomed and that I would always
be an outsider. The country felt too cold to
venture outside, the people I found to be too
reserved and the national sport -- hockey -confusing at best. I felt lost.
I watched CNN and followed American
politics and listened to American music. I
wondered why Canada did not become an
American state. I felt Canadian music was
not as good as that of the Americans.
Then I discovered Stompin Tom Connors
by accident on MuchMusic. He was bold and
spoke for the underdog mirroring everything
I admired in a similar American artist, Bruce
Springsteen. Listening to his music was
almost like watching CBC -- learning about
our best in our diversity. Through his music,
I learned about Canada and its wonderful
and unique Canadian talent. The Hockey
Song was my favorite even though I was
never a fan of sports in general. The Black
Donnellys and Sudbury Saturday Night
became some of my favorites. By listening
to his music, I also discovered the music of
Tom Cochrane, Jim Cuddy and Blue Rodeo,
Neil Young, K.D. Lang, Kim Mitchell and
The Tragically Hip.
I spent hours listening to the music of
Connors and studied the lyrics up close.
They touched me and encouraged me to be
familiar with the country that I intended to
spend my lifetime in. His music became one
of many milestones in my life.
He would often complain about the lack of
patriotism from other Canadian artists. He
felt Canada was the most underwritten
country in the world in terms of patriotic
songs. I was not surprised when I discovered
how much he was disappointed in Canadian

He felt the Junos should be for people who

are living in Canada, whose main base of
business operations is in Canada, who are
working toward the recognition of Canadian
talent in this country and who are trying to
further the export of such talent from this
country to the world with a view to proudly
showing off what this country can contribute
to the world market.
When controversy erupted at the Junos over
Bryan Adams and the Canadian content
question, I also took the argument that
Tom Cochrone needed to be honoured.
I felt he was more Canadian and used the
same argument that was given by Connors.
I admired the fact that Cochrone had his
music written and produced in Canada.
In his farewell letter to Canadians, he wrote
how It was a long hard bumpy road, but
this great country kept me inspired with its
beauty, character, and spirit, driving me to
keep marching on and devoted to sing about
its people and places that make Canada the
greatest country in the world. He continued
-- I must now pass the torch, to all of you,
to help keep the Maple Leaf flying high, and
be the Patriot Canada needs now and in the
future.
Two years ago, I was on TVOs The
Agenda with Steve Paikin. In an exchange
on activism and politcs, I gave an example
that impressed the host. All of a sudden he
paused and remarked, I am impressed -- I
can not believe a young Ethiopian knows all
these.
I knew all those because I learned about
my Canadian history from great Canadians
such as Stompin Tom Connors. They made
me feel Canadian -- lost in the magic of our
wonderful citizenship.
In his memory and celebration of this
wonderful Canadian, I will respect his wish
and donate to the local food bank. I hope all
Canadians will do the same.

The hope is that the See Yourself Here

its long held standard. The mission of the

The speakers at the conference were
impressive.

Would a one day event with impressive

In what is arguably one of the most diverse

behind in celebrating diversity among its

Dear editor,
Jason Kenneys mismanagement of his
department is depriving hundreds of
thousands of new immigrants their
democratic right to vote. Under his
watch, Citizenship and Immigrations
backlog of citizenship applications has
ballooned to over 300,000 and while
processing times now average around 2
years, for many applicants those numbers
have soared to well over 6 years.
These wait times are dismal and
completely disrespectful to new
Canadians, who work hard to pay their
taxes but dont have any say in how the
money is spent until they can vote as full
Canadian citizens.
Kenney claims that the delays only apply
to extraordinary situations, yet figures
from his own department show that
almost 20% of cases are affected. Thats
hardly routine. When you add in the 3
year wait before new residents can apply
for citizenship, these new Canadians
will be waiting an astounding nine
years to become citizens. That is simply

persuaded by his advisors to commit to
the battle an additional 25,000 soldiers
he had been holding in reserve.
Those additional troops proved to
be the difference in the outcome of
the ferocious melee. Having fought
hundreds of battles to protect their
homeland, Meneliks warriors attacked
with a ferocity the Italians couldnt
have imagined. Taking hardly any
prisoners, the victors of Battle of
Adwa killed 289 Italian officers, 2,918
European soldiers and about 2,000
askari. A further 954 European troops
were missing, while 470 Italians and
958 askari were wounded. Some 700
Italians and 1,800 askari fell into the
hands of the Ethiopian troops.

process to obtain citizenship. That is

why the previous Liberal government
invested $69 million in 2005 for the
efficient processing of citizenship
applications. We believe the government
has a duty to process applications in a
timely manner. Canadians should be
asking the Conservatives what they did
with the money invested by the Liberals.
Kenney lectures new immigrants that
they should invest in Canada and become
citizens but he does not make it easy for
them to do that.
It is time for him to cut down on
photo-ops and spend time managing
his department instead of his media
image. Kenney consistently manipulates
and distorts immigration issues for
ideological purposes, but his spin doesnt
change the facts lived every day by new
immigrants.
The Conservative government should set
as a target a processing time of 12 months
for citizenship applications that meet all
of the appropriate requirements.
Yours sincerely,
Kevin Lamoureux, MP

in hand and the Italian colonial army
destroyed, Eritrea was King Meneliks
for the taking but no order to occupy
was given. It seems that Menelik II
was wiser than the Europeans had
given him credit for. Realizing they
would bring all their force to bear on
his country if he attacked, he instead
sought to restore the peace that had
been broken by the Italians and their
treaty manipulation seven years before.
In signing the treaty, Menelik II again
proved his adeptness at politics as he
promised each nation something for
what they gave and made sure each
would benefit his country and not a
rival nation.
