CONTRACT DESCRIPTION: Consulting services contract to assist State

agencies in performing strategic budgeting activities. The services will permit review of agency

programs and costs per unit-of-output or outcome.

spending authority above the original estimated amount (see Requesting Agency Remarks

below).

REQUESTING AGENCY REMARKS: This contract allows State agencies to access


hourly consulting services at fixed rates to assist them in perfonning strategic budgeting
activities. The services permit reviews of agency programs and costs per unit-of-output or
outcome. The contract includes a Commercial-Off-The-Shelf (COTS) software tool enabling the
efficient manipulation of strategic budgeting data during these activities.

The contract's original award amount was estimated. The estimate was based upon fixed hourly
consulting rates and unit prices for software. Payments are made only for the actual amounts of
consulting services and software provided.

This modification is necessary because the actual amount to be paid to the contractor is
anticipated to be more than the original estimate of $700,000. This is due to increased demand
for these services and COTS software.
