RECOMMENDATIONS FOR EMERGENCY CLOSURE DEVICES FOR CONTAINER VALVES
These criteria have been developed to address issues involved in emergency situations only. Actuators that meet these criteria may be designed either to solely close valves or to open valves in non-emergency situations. Facilities should examine their own operations to determine which of these actuators is best suited to their particular unloading situations. Automatic valve closures for chlorine cylinder and ton containers should: 1. Be compatible with the CI standard cylinder and ton container valve. The manufacturer should certify which other chlorine container valves are compatible with their unit. Close in emergency situations by exerting a torque ranging from 40 - 50 foot-pounds on the valve stem, and having a torque range between 20 30 foot-pounds for testing the devices. Be designed so that power for the actuator and control system shall not be affected by the loss of utility electric power. Have a testing procedure that does not require the release or generation of chlorine gas. Should not significantly impede access to the container valve. The unit should not require the use of any tools other than the standard chlorine cylinder valve wrench to remove it from the chlorine container. Must be designed to close the container valve form the valves maximum, wide open stem position. Shall be designed to close when it receives a signal from instruments such as gas detectors, fire and seismic sensors or similar devices appropriate for your system.
