House Farms, Ltd.

321 Main Street Garden City, NJ 08028 April 13, 2004 Mr. Ivan Abe Working Design Engineer Water Resources Consultants 55 Water Tower Way Garden City, NJ 08028 Dear Ivan: House Farms, Ltd. is planning a new age-restricted living community on the outskirts of Garden City. Site constraints require that we construct a culvert underneath the access road to the development. To meet municipal and state ordinances regarding potential for flooding upstream of the project, we must conduct a detailed analysis of the culvert performance. We would like you to design a culvert (or series of multiple culverts) to carry the 100-year design storm. In addition, we would like to know the headwater elevation for the 1, 5, 10, 25, 50, and 100-year design storms. The general site geometry is shown in the attached figure. The centerline of the roadway will be at station 38+50, as shown on the attached site map. The roadway will be at elevation 66.0 feet MSL. The streambed is at an approximate elevation of 47 feet MSL, with a natural slope of approximately 0.4% (0.004). The roadway will be 50 feet wide. The design stream flows and tail water elevations for the design storms are as shown on the enclosed table. State roadway design codes require that there be at least 2 feet of freeboard for the 100-year design storm. Your design should include the following: Number of culvert barrels Culvert material, including Mannings n value used Type of entrance condition (e.g., headwall, mitered inlet, projecting, etc.) Invert elevations of the culvert at the entrance and exit A table showing the resulting headwater elevations for each storm event (along with the discharge and Tailwater elevations) Design drawings (to scale), showing elevation and section views of the culvert installation Please call if you require any further information. Sincerely,

Fred Lee DeVeloper Managing Partner House Farms, Limited Enclosures
