(nny O a Dear Honorable Jotinsén: Since 2003 the Santa Rosa Island Authority has been a pariner with the U. S. Fish & Wildlife Service in assisting to reduce the negative impact of beach lighting on nesting sea turtles at Pensacola Beach. Our goal is to continue to work with private and commercial leaseholders on Pensacola Beach to use sea turtle lighting or install turtle glass or film, etc. Each year, prior to May 1%, the SRIA, Escambia County and National Park Service conduct lighting surveys in the evening to determine the structures that would impact the turtles. Also, in accordance with Section 7.03.00 of the Escambia County Code of Ordinances, installation of exterior lighting is to meet the Florida Department of Environmental protection guidelines for protection of nesting habitat. Exterior lighting in and around buildings and in parking lots is permitted in all districts. Lighting is to be located for safety and visual effect. With the exception of street lights, it shall be installed so as not to shine directly on adjacent property. Lighting shall avoid annoyance from brightness and glare. Artificial beachfront lighting should be designed and positioned in such a way that it is not disruptive or have an adverse impact on the activities of Florida's endangered sea turtles.
