4-19-13 DRAFT GWR Criteria (Amended per MPRWA Technical Advisory Committee Discussion 4-15-13)
1. Complete and certify EIR for GWR at CEQA+ level. 2. Water rights secured for recommended project. 3. Cost estimate for capital plus O&M costs shall be less than or equal to marginal cost of larger desal. 4. Costs/benefits of environmental and policy externalities identified and included in #3. 5. Time estimate for project start-up is no later than the then current desal project start-up estimated date. (alternatively: SWRCB has signaled acceptance of later project start-up date for GWR) 6. Permit status is consistent with the project schedule. 7. Completion of preliminary design. 8. Project funding plan in place. 9. Draft water purchase agreement approved; Agreement in place on debt equivalence. 10. Public Support from following: a. Monterey Peninsula Regional Water Authority and/or support from individual cities b. Monterey Peninsula Water Management District c. Seaside Groundwater Basin Watermaster Board d. Monterey County Water Resources Authority e. Agricultural Community f. Business Community g. CPUC Intervenor groups 11. Public Outreach Campaign Addresses Community Issues a. XX Public forums held b. Mailers and/or newspaper inserts c. Website established for project; Includes FAQs d. Other
