FOREIGN POLICY Foreign policy involves the formulation and implementation of a group of principles which shape the behaviour

pattern of a state while negotiating with (contracting) other states to protect or further its vital interests. The foreign policy of a state takes form in the course of action undertaken by authority of the state and intended to affect situations beyond the span of its jurisdiction. No state can avoid its involvement in international relations. This involvement must be systematic and based on certain well defined principles. While determining there principles the states are to work within limits of its strength and realities of the external environments. Its goal is provided by the foreign policy. A state without a foreign policy will be like a ship without a rudder. DEFINITION OF FOREIGN POLICY 1. George Modelski. Foreign policy is "the system of activities evolved by communities for changing the behaviour of other states and for adjusting their own activities to the international environment 2. Padelford and Lincoln. "Foreign policy is the key element in the process by which a state translates its broadly conceived goals and interests into concrete courses of action to attain those objectives and preserve its interests. " 3. Prof. Charles Burton Marshall. Foreign policy is "the course of action undertaken by authority of state and intended to affect situations beyond the span of its jurisdiction". 4. Prof. F.S. Northedge. Foreign policy implies "the use of political influence in order to induce other states to exercise their laws making power in a manner desired by the state concerned: it is an interaction between forces originating outside the country's borders and those working within them." 5. Prof. Joseph Frankel. "Foreign policy consists of decisions and actions which involve to some appreciable extent relations between one state and others." 6. Huge Gibson. Foreign policy is " a well-rounded comprehensive plan based on knowledge and experience for conducting the business of government with the rest of the world." 7. Rodee.
