Meaning

(b) administrative courts (Conseil d Etat), administrating the law in disputes between the subjects and State. According to A.V. Dicey:Droit Administratif is that portion of French Law which determines:--the position and liabilities of state officials; the civil rights and liabilities of private individuals in their dealings with officials and the procedure by which these rights and liabilities are enforced.
All administrative matters are outside the scope of ordinary courts. There are special courts for dealing with all kinds of state and administrative matters. Administrative Courts develop their own rules and regulations, and these courts apply these rules in deciding the disputes.
Counseil d Etat is the supreme administrative court. Tribunal des conflicts decide the matter, whenever there is a conflict between ordinary courts and administrative courts.
