Problems 1. Dual relationship unethical for Robert to counsel Mei because his judgments are biased.

Robert violated Principle D: Justice - which stated that counselors should exercise fair and reasonable judgment and take precautions to ensure that their potential biases do not lead to unjust practices. 2. By having biased judgments, Robert proves his incompetence in objectively counsel his client who happens to be his close friend. 3. Robert was holding a very important information he was aware that Mei intended to kill Fatimah but because his judgments were clouded by their friendship, Robert did not take any action 4. Robert neglected his duty to warn a potential victim What Robert should do: 1. Carry out necessary assessments on Mei to see if she had committed the murder ask Mei more regarding her changes (calm) and what had happened that made her feel that way 2. Mandatory reporting Robert is obligated to report once he is certain that Mei had committed the murder. Even if he chooses not to, one way or another, the authority will be aware of this matter (their relationship Robert and Mei) and will carry out further investigations on Robert. It is clear that it is Roberts responsibility to report Mei intentions before she had committed it. 3. However, Robert may have to face the consequences of being held liable and having his counseling license taken away because he had not warned the potential victim (Fatimah). A counselor carries the duty to warn a potential victim. 4. Robert may find it hard to report because Mei is his best friend. 5. There are two negative consequences Robert may face if he decides to report a. he will be held liable; b. his best friend may be sentenced for imprisonment 6. However, he owes a duty to the society and to keep any other potential victims safe. Principle B: Fidelity and Responsibility counselors owe the responsibilities to society and should manage conflicts of interest that could lead to harm. 7. Robert is allowed to breach confidentiality and report the case to the authority. A counselor can disclose confidential information without the consent of the individual only as mandated by law, or where permitted by law for a valid purpose such as to protect the client/patient, psychologist, or others from harm. 8. The law stated that counselors would be held liable if they hold important information. They have the obligation to report.
