Ambassador Morgenthau offered $5 million to transport 550,000 Armenians who had escaped slaughter in Turkey to America. He would personally contribute $1 million and find men in the United States to raise the remaining $4 million. While it was unknown if the Turkish authorities had accepted or rejected the offer, it was likely being considered.
