The document summarizes a report from US Ambassador Morgenthau stating that Armenian massacres in Asia Minor have been renewed and intensified since Bulgaria allied with Turkey in World War I. Morgenthau reported that the majority of Armenians in Asia Minor have been killed. Earlier US representations warning Turkey about further atrocities had been met with promises to spare Armenians wishing to leave, but information shows these conditions were not adhered to. Surviving Armenians have been banished to desert towns with little aid.

Fresh Outrages Upon Armenians Follow Bulgaria's Stand Favoring Turkey
OCTOBER 13, 1915
WASHINGTON, Oct. 12.--Armenian massacres in Asiatic Turkey have been
renewed with vigor since Bulgaria's practical entrance into the war as Turkey's ally. This information reached the State Department today from Ambassador Morgenthaus, who stated that the majority of the Armenians in Asiatic Turkey had been killed.
Although representations were made by this Government, some time ago,
warning Turkey that further atrocities against the Armenians would alienate the sympathies of the American people, no answer has been received.
Earlier representations were met with two concessions, promising that
those Armenians who wished to leave the country would be spared. Information recently reaching this country, however indicates that these conditions have not been strictly ahead to. From one quarter it was asserted that "they were rescinded the next day."
Although has been placed at Ambassador Morgenthau's disposal, for
distribution among the Armenian refugees now banished to desert towns, no arrangements have been made for bringing Armenians to this country, as was originally planned, except where friends or relatives send for them. Those Armenians who were spared are now gathered in the country between the Tigres and Euphrates Rivers.
