Minutes of the meeting taken by Chairperson, CEA & Chairman 18th EPSC to discuss the Draft Report of 18th Electric Power Survey of India (Volume-II) Mega Cities Chairperson, CEA & Chairman 18th EPSC took a meeting with the representatives of concerned State Utilities to discuss the draft report of 18th EPS of India Volume-II (Mega Cities) on 18th January, 2013. The list of participants is given at Annex. Welcoming the participants, Chairperson mentioned that the objective of this meeting is to discuss the draft report containing forecast of Electricity demand of Mega Cities. He indicated that in the last meeting held in January, 2012, State TRANSCOs were requested to designate nodal officers to coordinate with State DISCOMs and other concerned State organizations responsible for planning and development of infrastructure and furnish the input data to CEA. He indicated that the draft report has been prepared after considering the growth rate of various categories, programme of reduction of T&D losses and other details furnished by State Utilities. The draft report for each city was sent to concerned State Utilities in Sept., 2012 and their comments/suggestions have been duly considered and incorporated. With these remarks Chairperson, CEA requested Chief Engineer (DMLF Division), CEA & Member Secretary of 18th EPS Committee to make a presentation outlining results of the studies and other details so that the forecast of each city could be subsequently discussed with the representatives of State Utilities. Chie Engineer (DMLF Division), CEA in the presentation indicated that the report is primarily based on the input data pertaining to historical data of electricity consumption for various categories, T&D losses, Peak Electric Load and other details made available to CEA. The programme of gradual reduction of T&D losses during the next 5-10 years as a result of strengthening of distribution network and other steps/measures initiated by DISCOMs was also discussed with State Utilities for the studies. He indicated that apart from the historical data, the steps/measures and policies framed by concerned States Authorities for development of infrastructure during the next 5-10 years as available in Master Plan(s) and other documents which would have bearing on the electricity demand of the cities has also been broadly taken into consideration. He added that tariff categories for the States are not uniform for all the cities as such certain assumptions have been made to club the consumption on categories for the purpose of EPS. The duration of data for electricity consumption of certain cities was also observed to be inadequate and the details of T&D losses and Peak Electric Load was also not available for all the cities. In case of cities which are having more than one DISCOM such as Ahmedabad, Surat, Mumabi and Kolkata, the duration of data made available was also not uniform as such certain assumptions have been made and the same has been indicated in the draft report. CE informed that the draft report for each city was sent to concerned State Authorities in September, 2012 for their comments/suggestions (if any). The State Utilities of Kanpur, Lucknow, Chennai, Hyderabad, Bangaluru and Kolkata agreed with the forecast in respect of their cities. Minor changes/corrections were suggested by Maharashtra State Electricity Transmission Company for EPS

of Greater Mumbai, Pune and Nagpur. A meeting was also held with the representatives of Jaipur Vidyut Vitran Nigam Limited (JVVNL) in December, 2012 and the forecast of Jaipur was accordingly modified in line with their suggestions. According to the draft report the gross Electric Energy Requirement (EER) for all the 13 cities by end of 12th Plan works out to 158.95 BU and by end of 13th Plan the EER is estimated to be of 220.45 BU. The total EER for these cities by end of 12th & 13th Plan is around 12% of the total EER of the country as assessed by 18th EPS (Volume-I). The CAGR of EER of these cities is 7% by end of 12th and 13th Plan as against 9% for All India by end of 12th Plan and 7% by end of 13th Plan. The studies reveal that CAGR for growth of EER for most of the cities is generally less as compared to growth of EER of their respective States except the cities of Jaipur and Pune. Based on the study of the input data for the cities of Lucknow, Kanpur, Nagpur and Indore, it is seen that T&D losses were comparatively high and the State Authorities have indicated that reduction of T&D losses would be achieved during 12th & 13th Plan as a result of implementation of RAPDRP. As per draft report the total EER of their 13 cities is about 12% of All India EER whereas the total population of these cities is roughly around 6% of the total population of the country. He said that based on the comments/suggestions, if any the draft will be further modified and circulated to all the members of 18th EPSC before finalization. After the presentation, Chairperson CEA requested the representatives of State Authorities to give their suggestions for revision/modification of the draft EPS. The discussions with the State Utilities revealed that the historical data for T&D losses furnished by most of the Utilities was for distribution losses only. Chairperson observed that no uniform pattern has been adopted for working out T&D losses and asked DMLF Division to ensure that both components viz. Transmission as well as distribution losses are accounted for working out EER of each city. The brief on the views/suggestions of the representatives is given below: UTTAR PRADESH CE(DMLF),CEA informed that no representative from UP is attending the meeting. They have communicated that the forecast indicated in the draft report of Kanpur & Lucknow is in order and have requested to finalize the EPS of these cities. RAJASTHAN The representative of Rajasthan informed that the draft forecast as modified by DMLF Division as per discussion held in on 05.12.2012 is in order. He indicated that T&D losses indicated in draft report are distribution losses and suggested that transmission losses of 3 to 4% may be added to work out EER of Jaipur.

MAHARASTRA The representative of MSETCL informed that in respect of Pune & Nagpur the projections made by CEA are acceptable. However, T&D Losses figures represent only transmission component while distribution losses have not been taken. In case of Mumbai, there is more than one Distribution Company operating in the city and the T&D loss figures submitted by these companies need to be revised to the similar data which they have provided to MSERC. CE asked the Utilities to submit the data to RPSO (W) within two days so that the same could be incorporated in the revised draft report. MADHYA PRADESH The representatives of Madhya Pradesh Power Transmission Corporation (MPPTCL) & Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company Ltd. (MPPKVVCL) informed that the projections contained in the draft report of Indore are acceptable and no further modification is required to be made. KOLKATA The representative of West Bengal State Electricity Transmission Company Limited informed that the Demand Projections of Kolkata are in order. In reply to diversity factor for working out Peak Load they informed that area covered by West Bengal Electricity Development Corporation Ltd. (WBEDCL) & Calcutta Electric Supply Corporation Ltd. (CESC) is in 30km radius. As such same diversity factor may be adopted to work out Peak Electric Load. TAMILNADU The representative agreed with final overall projections of EPS of Chennai. However, he requested for revision in figures of T&D Losses as projections of 11% & 8% in 12 & 13th plan respectively are too low and will be difficult to achieve. CE (DMLF) requested the representative to provide revised figures to RPSO(S) by 21.01.2013.

ANDHRA PRADESH The representative concurred with the projections in the report, however, he said that the T&D loss projections for 13th plan is difficult to achieve and sought higher T&D loss for Hyderabad at 13% in lieu of 11% mentioned in the report. He was advised to intimate revised figures to RPSO(S) by 21.01.2013. KARNATAKA The discussion focused on 7% T&D Losses projected for Bangalure. The representative from Karnataka intimated that he is not in a position to comment on T&D losses and the updated figures will be submitted to RPSO(S) in few days. GUJARAT The participants from Torrent Power Ltd. (TPL), Uttar Gujarat Vij Company Ltd. (UGCVL) & Dakshin Gujarat Vij Company Ltd. (DGVCL) expressed that separate projections for various companies in Surat & Ahmedabad is essential as TPL is primarily serving the Domestic & Commercial loads where as UGVCL & DGVCL are serving the industrial zones and have higher T&D loss. CE clarified that the projections are made for each distribution company on account of peculiar nature of primary consumers for each distribution company and asked the representatives to submit the modified figures in respect of T& D losses to the RPSO(W) by 21.01.2013. Concluding the discussions, CE(DMLF),CEA requested all representatives to submit the revised break up of Transmission and Distribution Loss and Load Factor pattern to concerned RPSOs by 21.01.2013 so that the draft report could be further modified and circulated to all members of 18th EPSC. The meeting ended with vote of thanks to the Chair.
