RESOLUTION
A RESOLUTION BY THE CITY OF PELICAN BAY CITY COUNCIL ADOPTING A
CONTRACTORLOCALITYLOCAL OPPORTUNITY PLAN

Whereas, City of Pelican Bay desires to develop a communitythat offers an opportunityfor each
businessto obtainfair and equal treatmentwithoutregardto race,color,sex, religion,or nationalorigin
throughfair, orderlyand lawfulprocedures;and

Whereas, City of PelicanBay recognizesthat the denialof fair and equal opportunities basedon race,
color,sex, religion,or nationaloriginis detrimental
to the health,safetyand welfareof the inhabitants
of
the City and constitutesan unjustdenialor deprivation of such rightswhich is in the powerand proper
of governmentto prevent,now therefore
responsibility

BE IT RESOLVEDTHAT THE FOLLOWINGREGULATTONS


ARE HEREBYENACTEDBY THE CITY
OF PELICANBAY CITY COUNCIL:

ContractorLocalOpportunitv Plan
City of Pelican Bay agrees to implementthe followingspecificaffirmativeaction steps to increasethe
utilization
of businessconcernslocatedwithinits boundaries.

A. ldentify eligible business concerns for TCDP assisted contracts through the Chamber of
Commerce,the Urban League,local advertisingmedia includingpublic signage,projectarea
committees,citizen advisory boards, lists availablethrough the local HUD program official,
regionalplanningagencies,and all otherappropriatereferralsources.

B. Maintaina list of eligiblebusinessconcernsfor utilizationin TCDP funded procurements,


to
ensurethat all appropriateprojectarea businessconcernsare notifiedof pendingcontractual
opportunities,
and to make availablethis listfor generalCity procurement
needs.

C. Requireall bidders on TCDP contractsto submit a written Local OpportunityPlan including


goalsand the specificstepsplannedto accomplish
utilization thesegoals.

D. Insurethat TCDP contractswhichare typicallylet on a negotiatedratherthan a bid basisin areas


other than the projectarea are also let on a negotiatedbasis,where feasible,when let in the
projectarea.

E. Maintainrecords,includingcopiesof correspondence, memoranda,etc.,which documentthat all


of the aboveaffirmativeactionsteps have beentaken.

F. Appoint or recruitan executiveofficialof the City as Equal OpportunityOfficerto coordinatethe


implementation of this Plan.
