Profile Dr.

Masood, a US Citizen, came to Pakistan from USA and joined COMSATS, Islamabad in September 2008 as Foreign Professor. Dr. Masood is the holder of two undergraduate degrees (Govt. College, Lahore and Military College of Engineering), two master degrees (USA) and two doctoral degrees (USA). He earned his first Ph.D., in Civil Engineering from Virginia Polytechnic Institute and State University, USA, Professor Dr. Muhammad Tahir in 1987, and his second Ph.D., in Urban and Regional Planning from Texas A&M University, USA, in 1999. Masood Dr. Masood started as a civil engineer and a city and regional planner, but later developed his expertise in management sciences field, project management, environmental planning, as an academician, and a researcher. Dr. Masood brings a wealth of knowledge and decades of professional work experience in Pakistan and USA. Prior to 1984 he was a Commissioned Officer in the Pakistan Army Corps of Engineers and took early retirement as a Lt. Colonel and went to USA for higher studies. His army service includes command and staff appointments including working as Garrison Engineer and Commander Military Engineering Service (Pakistan Navy) in Chittagong, Karachi and Islamabad for seven years during which he planned and managed large projects like Naval Base Chittagong, PNS Iqbal Karachi (Submarine establishment and sea birth), and Naval Hospital (PNS Hafeez) Islamabad. In 1970, he completed his Command and Staff College course and was instructor at Tactics Wing, School of Infantry and Tactics, Quetta. Before relocating to the US in 1988, Dr. Masood served as a Project Engineer at the United States Agency for International Development (Project Manager for two multi-million Dollar rural road and water development projects in Sindh and Balochistan), and as Research Consultant for the Government of Pakistans National Transport Research Center in Islamabad (conducted research studies and planned traffic engineering seminars). In USA, Dr. Masood served as a faculty in the University of Southwestern Louisiana where he taught several undergraduate and graduate level courses. Dr. Masood also worked as a Transportation Engineer/Planner for the Northwest Louisiana Council of Governments in Shreveport and as Senior Transportation Systems Analyst in the Planning Department of the Metropolitan Transit Authority (METRO) in Houston, Texas. He later got involved in Project Planning and

Business Management and served for 14 years in US industry. He also served as Senior Analyst in the METROs Office of Budget and Management, and as Senior Project Manager in its Department of Police and Public Safety which was his last posting before returning to Pakistan in September 2008 to teach at COMSATS. Since his arrival in Pakistan in fall 2008 as a Foreign Professor under Higher Education Commission Foreign Faculty Program, he has been teaching Project Management as well as MBA and EMBA courses. Dr. Masood has a number of publications to his name and has been a member of several professional associations like PEC, PE Texas, ITE USA, ASCE, and APA. In 2011, his three papers have been accepted for publication by international journals, three articles are under consideration by international journals, and four papers are being submitted in October. Academic and Consultancy Services: During the last three years at COMSATS, apart from teaching and member of various committees, also did the following: Suggested and advised (submitted concept papers and detailed proposals) on introduction of new programs like MS Project Management, MBA Logistic and Supply Chain Management, Civil Engineering Department, and City and Regional Planning Department, MBA Aviation Management, MBA Traffic Management, MBA Health Management, etc. With other Management faculty as in-house consultancy, prepared feasibility studies to establish new COMSATS campuses in four cities-Vehari, Larkana, Karachi, and Quetta. Dr Masood can offer services to educational institutes, NGOs, government organizations, and universities in setting up of new academic and training (one day to one week seminar and workshop) programs in management sciences, civil engineering (traffic engineering, highway safety, transportation planning), environmental planning, urban planning, and project management fields. He can plan and conduct national/international seminars, workshops, and conferences. He can prepareuggested and proposals, feasibility studies, PC 1, and plans to set up new institutes of excellence, research institutes and departments in schools, colleges, and universities or to set up new campuses.
