Executive&Summary&
! The!Chaapsville!Public!Library!(CPL)!provides!services!to!a!growing!community!with!a!relatively!healthy!economy,! despite!an!ongoing!recovery!from!the!recent!economic!recession.!The!CPL!recently!upgraded!its!facility,!moving!into!a! larger!building!shared!with!the!city!hall.!This!move!has!given!the!library!an!improved!proximity!to!other!community!centers! such!as!a!retirement!community,!schools,!and!the!city!center.!The!Chaapsville!community!is!experiencing!a!diverse!and! constantly!changing!period,!as!more!and!more!young!people!move!to!the!area!or!begin!families.!The!staff!environment!at! CPL!is!in!a!state!of!flux!as!well,!with!a!range!of!approaches!to!technology,!innovation,!and!traditional!library!roles.!In!this! potentially!divisive!environment,!one!of!the!chief!concerns!of!the!CPL!is!to!bring!the!community!and!library!together.!CPL! aspires!to!be!a!community!center!with!a!balance!of!innovative!and!traditional!services.!To!do!this,!the!CPL!management! team!recognizes!the!need!to!create!an!extremely!positive!image!and!a!reputation!for!activity!in!the!community.! ! ! ! Toward!this!vision,!the!following!strategic!plan!focuses! on!two!broad!goals:!to!become!a!better!community!center,!and! to!be!a!part!of!communal!growth. The!objectives!proposed!in! service!of!these!goals!revolve!around!the!recognition!that!the! librarys!services!and!role!extend!beyond!the!physical!building.!It! is!proposed!that!the!CPL!create!a!better!physical!community! space!through!the!creation!of!a!library!coffee!shop!and!reading! room,!as!well!as!a!better!virtual!space!through!the!migration!to! a!more!user_friendly!integrated!library!system.!Likewise,!in! order!to!facilitate!communal!growth,!it!is!proposed!that!more! links!between!the!community!and!the!library!be!forged,!through! library!programming!that!encourages!spreading!the!knowledge! and!expertise!of!community!members,!and!through!a! technology!petting!zoo!to!provide!exposure!to!new! technologies!that!may!be!able!to!be!used!in!service!of!the!! ! Construction*on*library*entrance! ! !!!!!!!!!!!community!beyond!the!library.! ! ! CPL!plans!to!implement!these!strategic!initiatives!over!the!next!three!years.!In!addition,!the!CPL!management! team!recognizes!the!need!for!ongoing!evaluation!of!these!steps!and!ongoing!community!input!for!future!initiatives.!Getting! the!community!involved!in!steering!their!library!should!be!a!major!effort!toward!the!realization!of!the!CPL!vision!for!a! dynamic!community!center.! ! !

Organizational&Profile&
Overview'
! The!Chaapsville!Public!Library!began!as!a!dedicated!shelf!of!books!at!the!local!drugstore!in!1940.!As!the!collection! grew!and!interest!the!in!the!library!increased,!it!was!soon!moved!to!a!rented!house.!By!1971,!the!City!of!Chaapsville!elected! to!support!the!Library!and!it!was!moved!to!the!basement!of!a!historic!building!which!also!served!as!City!Hall.!! ! ! The!local!Friends!of!the!Library!group!was! formed!in!1977!and!began!fund_raising!which,!combined! with!matching!Library!Services!and!Construction!Act! (LSCA)!funds,!built!a!3,000!square!foot!building!in!1984.! ! In!December!2006,!the!Chaapsville!Public!Library!&!City! Hall!was!opened,!funded!primarily!through!Urban! Renewal!funds!and!sales!of!city_owned!properties.!The! new!Library!features!14,000!square!feet!of!space!with! more!desks,!Internet!PCs,!shelves!and!library!materials.!A! prominent!gas!fireplace!is!surrounded!by!comfortable! seating!in!the!newspaper!and!magazine!area.!! ! ! The!last!ten!years!has!seen!the!creation!of!a!new! library!and!the!biggest!expansion!of!library!service!in! Chaapsvilles!history.!These!tumultuous!economic!times! have!created!ripples!throughout!the!city!government!and!its!funding!abilities.!As!the!community!has!come!to!rely!on!the! library!now!more!than!ever!it!has!come!to!the!attention!of!the!staff!that!a!strategic!plan!is!necessary.!!In!order!to!ensure! that!the!library!is!able!to!meet!the!standards!of!its!mission!and!goals!for!the!next!three!years!this!living!document!was! created!with!context,!measurement!and!contingency!in!mind.!By!understanding!the!world!in!and!around!the!library,! measuring!our!efforts!to!qualify!our!work!and!having!alternate!plans!in!case!of!change!we!will!ensure!the!libraries! continued!existence!and!fruition.!! ! !

! !!!!!!!!!!!!!!!!The!Chaapsville!public!library!is!lead!by!the!Library!Director.!The!library!director!is!the!public!face!of!the!library,!a! member!of!the!Library!Board!of!Directors!and!the!liaison!with!the!nonprofit!Friends!of!the!Library.!Below!this!the!hierarchy! levels!out!to!the!Library!Managers!and!Department!Supervisors.!This!flattening!of!the!hierarchy!allows!the!Director,! Managers!and!Department!Supervisors!to!work!more!closely!on!teams!and!to!simplify!the!reporting!structure.!Department! Supervisors!are!housed!at!the!Downtown!Branch.!Their!professional!and!paraprofessional!subordinates!are!distributed! between!the!Downtown!Branch!and!Regional!Branch,!some!working!between!sites!as!needed.! ! ! The!formula!for!calculating!FTE!per!position!is!based!on!having!1!FTE!per!every!two!thousand!in!population.! Chaapsville!has!a!population!of!approximately!18,000!residents!per!the!last!census.!Given!the!variety!of!tasks!set!before!the! library!and!limited!number!of!personnel!available,!the!Branch!Managers!and!Department!Supervisors!actively!contribute!to! their!departmental!responsibilities!as!well!as!managerial!duties.!On_call!librarians!work!on!site!and!activity!on!an!as!needed! basis.!! ! ! The!organization!has!a!semi_formal!ontology!that!has!evolved!from!the!libraries!roots!in!a!small!town!and!civic! entity.!As!many!rural!populations!are!also!conservative!in!their!political!leanings,!Chaapsville's!residence!are!no!exception.! This!political!bent!has!influenced!the!way!in!which!the!city!government!has!run!for!much!of!its!history.!As!the!population! has!become!more!urbanized!and!educated,!the!level!to!which!this!formality!has!been!adhered!to!have!lessened.!New,! young!librarians!and!patrons!have!created!a!more!casual!environment!in!the!library.!

Mission'
! Since!the!CPL!adopted!a!mission!statement!in!the!1980s,!the!official!mission!has!remained!unchanged,!despite! changes!in!policy,!funding,!society,!etc.!That!legacy!mission!statement!reads:! ! ! "The!Chaapsville!Public!Library!seeks!to!provide!access!to!informational,!educational,!and!recreational!materials!in! a!variety!of!formats,!viewpoints!and!opportunities!for!lifelong!learning.! ! ! While!this!statement!is!still!true!of!the!CPL!of!today,!the!strategic!plan!management!team!feels!that!it!is! inadequate!in!conveying!the!many!aspects!of!our!mission!as!we!go!forward.!Deciding!that!it!would!be!appropriate!to! describe!the!new!mission!of!the!CPL!prior!to!beginning!strategic!management!planning,!the!management!team!formulated! the!following!mission!statement,!which!was!voted!into!being!by!the!library!board!of!directors.!This!mission!statement! provides!the!ends!to!which!all!aspects!of!the!strategic!plan!must!be!in!service.! Chaapsville!Public!Library!Mission! ! ! ! Each!member!of!the!Strategic!Planning!Team!is!a!valuable!part!of!our!librarys!activities.!This!diversity!of!position! and!knowledge!will!help!the!projects!undertaken!by!the!library!to!be!as!successful!as!possible.!As!goals!for!new!technology! and!adult!programming!are!underway,!the!technical!services,!public!services,!and!reference!librarians!all!have!important! perspectives!to!offer!in!the!strategic!planning!process.!These!employees!were!chosen!for!their!strong!connection!to!patrons! and!firsthand!knowledge!of!happenings!in!the!surrounding!community.!! ! ! The!library!director!as!well!as!the!circulation!supervisor!will!keep!in!close!contact!with!librarians,!and!be!sure!to! participate!in!yearly!plan!revision!meetings.!Monthly!meetings!on!goals!and!objectives!are!also!scheduled.!! ! ! Planning'Factors'
Limiting'Factors:' Limited!Funds:!The!library!retains!a!small!amount!of!donations!throughout!the!year!and!has!seen!an!increase!in! use.!However,!further!support!from!the!community!is!needed!to!begin!implementing!new!programs!and!projects.! Recent!Staff!Changes:!Time!must!be!taken!to!train!new!staff!as!well!as!connect!current!staff!to!new!environment! and!policies! Change!in!Physical!Space:!Establishment!of!the!new!common!area!will!require!staff!and!patrons!to!adjust!activities! done!at!the!library! Time:!The!team!continues!with!the!mindset!that!goals!may!not!be!met!in!the!time!allotted.!This!is!the!first!strategic! plan!created!for!the!library,!therefore!a!more!accurate!timeline!may!be!reconstructed!in!the!future.! ! Environmental'Scan'
Economic'Trends' ! The!Chaapsville!community!is!a!relatively!prosperous!one.!But!the!recent!economic!recession!has!still!had!a! profound!effect!on!the!city!and,!as!a!result,!the!library.!The!CPL!has!been!in!a!5!year!budget!freeze,!meaning!that!the! library!has!neither!lost!or!gained!any!changes!to!its!financial!budget!during!this!time.!While!the!population!and!use!of!CPL! has!increased!throughout!this!time!period,!unfortunately,!tax!revenues!in!the!city!have!not.!This!has!produced!an! environment!in!which!the!library!strains!to!maintain!the!same!levels!of!service!to!an!increasing!demand!from!the!public.!! ! ! One!reason!for!the!cities!funding!problems!is!that!Chaapsville!is!primarily!a!residential,!suburban,!community.!With! relatively!little!in!the!way!of!industrial!and!commercial!participation!in!its!economic!tax!base,!Chaapsville,!like!many! American!communities,!has!suffered!under!falling!tax!revenues!as!a!result!of!falling!house!values.!! ! ! However,!there!are!reasons!to!be!optimistic.!The!overall!economy!is!slowly!improving.!In!addition,!while!other! public!services!and!libraries!have!lost!jobs!in!the!public!sector,!CPL!has,!to!this!point,!avoided!anyone!being!let!go!or!losing! hours.!! Government'Trends' ! There!are!reasons!to!be!optimistic!about!the!cities!support!of!the!library!as!well.!A!new!city!manager!has!recently! been!hired!that!has!expressed!his!strong!support!and!interest!in!the!library!as!a!key!city!service.!! Community'Trends' ! While!this!support!from!officials!is!greatly!needed!there!are!chances!that!the!community!as!a!whole!may!not! support!the!library!as!much!in!the!future.!Future!taxes!and!elected!representatives!may!not!be!as!pro!library.!! It!should!be!noted!that!while!it!is!out!of!the!libraries!control!to!decide!elections,!the!public!perception!of!CPL!is,!partly,! within!its!control.!The!Chaapsville!community!is!a!community!that!has!seen!deep!and!divisive!changes!in!the!last!few! decades.!Historically,!Chaapsville!was!primarily!a!small,!rural,!and!agricultural!community.!As!the!population!has!swelled!in! the!metropolitan!area,!Chaapsvilles!new!residents!are!primarily!young,!suburban!families!that!commute!to!the!city.!These! new!residents!do!not!always!have!the!same!sense!of!what!the!Chaapsville!community!is,!or!should!be,!as!the!older! residents.!! Technology'Trends' ! One!area!in!which!this!split!between!a!old!and!new!Chaapsville!is!prevalent!is!in!technology!use.!New!residents! are!relatively!young!and!prosperous!and!have!a!high!degree!of!interest!in!technology!use!such!as!smartphones,!web!2.0,! cloud!computing,!and!tablet!computers.!Meanwhile,!the!older!community!residents!express!either!less!interest!in! technology!or!express!interests!in!older!technologies!like!desktop!computers!and!!access.!! ! Other'Trends' ! Two!other!trends!of!note!for!the!library!to!consider!are!educational!trends!and!population!trends.!The!City!of! Chaapsville!is!known!for!its!high!performing!schools!and!this!is!one!reason!new!residents!have!been!drawn!to!the!city.!High! expectations!will!be!placed!on!librarians!to!help!continue!these!benchmarks.!While!the!cities!population!is!not!expected!to! increase!as!dramatically!as!it!has!the!last!couple!of!decades,!growth!is!expected.!! !

Again,!many!of!these!trends!are!out!of!the!libraries!control.!But!one!thing!the!library!will!not!want!to!become!is!an! institution!that!further!divides!the!community.!If!the!CPL!is!seen!to!take!sides!in!catering!its!services!more!toward!one!part! of!the!community,!old!or!new!it!will!not!be!moving!toward!its!overall!mission!of!being!a!community!center!for!lifelong! learning!and!collaboration.!Care!must!be!taken!in!being!aware!of!these!trends!and!attempting!to!help!in!creating!solutions! to!the!communities!various!divisions!and!difficulties.! !

To!date,!the!Chaapsville!Public!Library!has!not!created!any!formal!type!of!planning!for!the!near!future.!In!order!to! better!integrate!the!librarys!goals!and!mission!into!a!clear!picture!of!service,!the!library!has!decided!to!create!a!strategic! plan.!This!living!document!is!intended!to!build!upon!past!successes!and!failures!from!previous!projects!and!programs.! ! !!!!!! Currently!there!are!a!limited!number!of!planning!based!activities!at!Chaapsville!Public!Library.!The!city!requires! that!all!departments!submit!a!yearly!incremental!line_item!budget.!Having!no!choice!in!budgeting!systems!the!library!has! fallen!in!lock_step!with!the!overall!city!budget.!Individual!library!programs!have!only!recently!seen!increases!to!their! funding.!Children's!Services!is!a!prime!example;!by!accommodating!a!dedicated!librarian!to!service!the!growing!number!of! young!families!living!in!the!area,!the!library!is!better!able!to!fulfill!its!mission!of!becoming!a!community!center!for!lifelong! learning.! ! !!!!!! In!the!recent!past,!the!focus!of!libraries!has!been!on!providing!access!to!information.!The!primary!means!through! which!that!information!has!been!provided!is!through!books.!More!recently!the!internet!has!become!a!large!complimentary,! and!even!supplementary!source!in!libraries!for!information.!But!the!overarching!goal!has!centered!around!moving!from! having,!or!gathering,!the!information!to!one!of!getting!that!information!into!as!many!hands!and!minds!as!possible.! Chaapsville!Public!Librarys!past!has!been!based!on!that!philosophy.!CPL,!specifically,!has!focused!on!numerous!things!that! facilitate!this!access.!The!spacious!and!comfortable!new!building!facilitates!easy!access!to!information.!But!perhaps!the! most!important!approach!CPL!has!taken!is!a!customer!service!approach!to!library!services.!CPL!sees!its!patrons!as!people! we!are!here!to!serve!by!giving!them!access!to!information.!This!approach!means!that!CPL!will!always!strive!to!make! information!access!simple,!easy,!and!enjoyable.!This!reduces!barrier!to!access.!This!approach!also!means!that!CPL!believes! in!flexibility!of!staff!and!management!in!working!with!the!public!when!barriers!arise!to!access.! !! ! The!initiatives!discussed!above!include!overlapping!aspects!of!implementation,!and!need!to!be!considered!in! relation!to!one!another.!In!working!toward!the!goal!of!improved!information!literacy,!CPL!will!increase!attendance!at!adult! programming!classes!and!events!through!offering!a!wider!variety!in!accordance!with!the!varied!makeup!of!this!community.! In!addition,!the!establishment!of!a!library!coffee!shop!and!reading!area!will!require!human!resources!that!are!not! currently!available,!as!well!as!space!that!is!currently!used!otherwise.!The!proposed!solution!to!the!space!issue!to!transform! the!Friends!of!the!Library!Bookstore!into!the!coffee!shop!with!a!small!area!remaining!for!the!sale!of!used!books!and! materials,!rotating!the!current!collection!through!and!keeping!the!remainder!in!!storage.!The!proposed!solution!to!the! human!power!needed!to!run!the!coffee!shop!is!to!allocate!a!moderate!compensation!for!a!manager!(of!which!one!already! exists!and!runs!the!Friends!of!the!Library!Store),!and!recruit!volunteers!for!daily!staffing,!adjusting!open!hours!as!needed! depending!on!volunteer!availability.!The!Friends!of!the!Library!has!offered!to!contribute!the!start!up!costs!for!the!coffee! shop!from!its!account.! ! ! Forming' ! Our!first!meeting!was!held!through!Skype!before!our!first!face_to_face!class!time.!Unfortunately,!the!meeting! began!30!minutes!late!on!account!of!technical!issues.!Once!every!member!was!present,!the!team!established!a!few!rules.! Having!different!positions!such!as!leader,!manager,!and!note!taker!for!each!meeting!was!discussed!as!a!good!way!to!give! each!team!member!a!new!experience!throughout!the!project..!Norms!for!future!team!meetings!and!assignment!processes! were!also!established.!Decisions!made!were!to!be!based!on!consensus!or!majority,!meeting!times!were!to!be!weekly,!and! communication!was!continued!through!email!or!Skype!calls.!! ! ! By!the!fourth!and!fifth!meetings,!we!reached!our!norming!stage.!We!were!having!richer!ideas!about!the!way!our! hypothetical!community!is!built,!and!the!way!our!library!was!going!to!be!affected!by!the!communitys!style.!! ! ! Another!form!of!norming!for!our!group!centered!around!the!rotation!of!roles!during!every!meeting.!We!seemed!to! fall!into!a!kind!of!routine,!expecting!each!time!together!would!be!different!depending!on!our!speaking!styles!and! personalities.!Meeting!weekly!on!Thursday!morning!became!our!designated!time,!as!well.!At!the!end!of!meeting!five!we! had!each!section!roughly!mapped!out!with!one!to!two!members!of!the!group!presiding!over!each!part!of!the!document.!! ! ! Part!of!this!norming!process!involved!long!discussions.!A!couple!times,!we!had!to!wrap!up!without!getting! everything!we!wanted!to!say!in!the!open.!Fortunately,!we!were!able!to!work!through!these!changes!by!staying!connected! through!email.!Some!other!difficulties!we!had!were!maintaining!a!steady!stream!of!work!every!week,!continued!technology! issues,!and!being!perfectly!clear!about!what!points!the!Action!Plan!should!include.!During!the!final!two!to!three!weeks!of! writing!the!plan,!we!decided!to!revise!our!goals!in!the!Action!Plan!to!be!a!bit!more!realistic!for!our!library.!They!turned!into:! Goal!One:!become!a!better!community!center!and!Goal!Two:!be!a!part!of!communal!growth.!We!did!not!change!our! objectives!for!the!sake!of!time,!but!considered!the!revision!of!the!goals!to!reflect!a!greater!desire!to!be!more!involved!in!the! community.!! Performing' ! During!our!seventh!meeting,!we!discussed!the!compiling!and!editing!of!the!final!sections.!Touch!ups!to!be!done! were!by!Paul!and!Heather,!Adam!and!Anna!worked!on!the!executive!summary,!Clara!wrote!up!the!narrative,!and!Paul!also! compiled!and!formatted!all!the!meeting!minutes.!Before!presentation!time,!there!was!a!sense!of!pressure!to!get!every!task! done!as!well!as!create,!practice,!and!be!prepared!for!our!presentation.!We!reassured!ourselves!that!we!were!close!to!the! finish!line,!keeping!in!mind!that!if!any!of!us!was!struggling!we!would!be!able!to!ask!for!help.!So!far!the!team!has!learned! much!about!each!other!as!people!and!workers.!We!took!away!some!possible!real_world!library!workplace!experience!from! the!construction!of!this!plan,!and!we!are!hoping!to!feel!a!final!sense!of!accomplishment!as!we!give!our!presentation!during! the!second!class!weekend.!!
