At time of writing the Dec '13 EUA Contract was at 4.08. This is the second time that carbon has broken the 4.00 resistence level this week. After months of uncertainty, the aviation sector has sent a clear signal that they are pro cap and trade. The International Air Transport Association's annual general meeting in Cape town, yesterday adopted a resolution in favour of a market based mechanism to mitigate the sectors emissions. The proposal comes amidst the UN's International Civil Aviation Organisation's (ICAO) laboured efforts to try minimise aviation sector emissions. The ICAO consists of government representatives whereas IATO members consist of the airline representatives. The 'stop the clock' scenario whereby airlines which fly into European space, are given a moratorium from EUETS participation, which was to last until september 2013, now may continue to 2020. The biggest implication of this is it makes it more likely that international aviation will not come back into the EU ETS, Trevor Sikorski, an analyst at Energy Aspects Ltd. in London, said It seems very difficult for the European Commission to make a case for this, particularly if something similar comes out of ICAO this year.
