At time of writing the Dec '13 EUA Contract was at 3.98. Today, the carbon price broke the 4 mark for the first time in six weeks. The bullish momentum was caused by a European Commission representative stating that 100 million allowances from the new entry reserve will not be auctioned this year as previously planned. The commission have also announced that they will publish deeper EUETS reform recommendations in the autumn. The six draft considerations are attached. Demand for EUA's is still alive, yesterday's auction of EEX of 3,342,000 EUA's at EEX recieved 7.2 million bids. South Korea are positioning themselves to be bastions of climate change. They aim to lower GHG by 30% by 2020. In order to achieve this they are launching the world's most aggressive cap and trade system in 2015. Unlike other Nations where political infighting resulted in watered down emission trading schemes, the carbon market proposal in the Korean Government passed by a 148-3 vote in 2012. In doing so, they overcame the powerful vested interests, industrialists, known as the chaebols.
