The support to the Framework Agreement is still strong, notwithstanding the high level of in- terethnie mistrust. For the first time, NGOs and Government clashed. seriously over the issue of cortuption. after the September elec- tions, the new Government declared its desire for partnership with the NGos. In 2002, MCIC reached the half-point of its third mid-term perl- od (2001-2003). The mid-term plans were disrupted with the crisis, Mirko Spi ehsimon Li ski ‘by armed clashes in Macedonia during 2001. Under these difficult conditions, MCIC stabilized itself during 2002 and returned to the Implementation of long-term development programmes, with gradual reduction of activities in emergency aid and support to the reglons affected by the crisis The overall portfolio of MCIC in 2002 included 189 projects, with an overall budget of approximately 154 million denars. Seen from the aspect of the number of projects, this portfalio was under the planned level, even though it was significantly in creased compared to the previous year. MCIC had regular (expected) progress in VSZ, OZ}, and {2N (hich are active since the previous years). The new programmes POR, TKS and MGK (initiated towards the end of 2001), were signifi- cantly intensified during this period.
