At time of writing the Dec '13 EUA Contract was at 4.13. Bearish momentum is starting to flatten as volatility surrounding the European Parliament backloading vote subsides. In addition, analysts have blamed uncertainty around free allocations in 2013 for the unexpected slump post 'backloading'. The European Commission announced yesterday that the addition of new functionalities of the Union Registry will be postponed for one week due to technical issues. The functionalities relate to the holding of certain units on EUETS accounts. The access to the registry will be suspended for one day between 08:00 CEST on Wednesday 17 July and 08:00 CEST on Thursday 18 July. I has emerged that Capture Power are the only bidders for European subsidies to develop Carbon Capture and Storage. Capture power is a union of Alstom, Drax and and the BOC group. They propose to build a new 426 megawatt power plant in North Yorkshire, UK. Ninety percent of the carbon dioxide produced by the plant will be captured and transported by pipeline for permanent storage deep beneath the North Sea seabed. Funds for the project are derived from NER300.
