Subj: Record and investigative file request from the


Federal Bureau of Investigation (FBI)

It is respectfully requested that the below listed documents


be obtained from the FBI:

1. A complete copy of the investigative file for Consular


Officer FAHAD al THUMAIRY, Kingdom of Saudi Arabia. Al Thumairy
was assigned to the Saudi Arabian Consulate in Los Angeles,
California from 1996 to present. Al Thumairy was declared
Persona non Gratia (PNG) in March 2003, and expelled last week
from the United States when he attempted to reenter the U.S. from
Frankfurt ain Main, Germany. This file may be redacted to
protect information sources and intelligence gathering
techniques. The Commission will need copies of both the FBI
Headquarters file, and the Field Division files. It is likely
that there are files for al Thumairy in the Washington Field
Office, Los Angeles Field Division and San Diego Field Division.

2. Copies of all memoranda, including the "Letterhead"


memorandum prepared by FBI Headquarters, that summarized al
Thumairy's activities for the Department of State. Other
memoranda would include any memoranda directed to the Department
of Homeland Security (DHS), that alerted that department that al
Thumairy's diplomatic visa had been revoked, and al Thumairy was
now on a "lookout list."
3. A copy of, or summary of, the interview of al Thumairy by
Special Agents of the FBI during the week of 05/05/2003 when he
was detained by the DHS, while attempting to reenter the U.S. Al
Thumairy was detained for two days, and most probably intensively
interviewed.
4. The identities of the FBI's case agents, field supervisors,
assistant special agents in charge, unit chiefs, and section
chiefs that supervised the investigation of al Thumairy.
