3 wise made available in this Act may be used to purchase 4 or guarantee any asset or obligation of any municipal, 5 local, or county government, issue lines of credit to such 6 government entity, provide direct or indirect access to any 7 financing to such government entity, provide any other di8 rect or indirect financial aid to such government entity, 9 or otherwise to assist such government entity, if, on or 10 after January 1, 2013, that municipal, local, or county 11 government has defaulted on its obligations, is at risk of 12 defaulting, or is likely to default, absent such assistance.
