    At time of writing the Dec '13 EUA Contract was at 4.32. Carbon hit a five week high yesterday, at 2:00pm, hitting 4.39. A bout of profit taking was witnessed and in the meantime the price has recovered to just below yesterdays highs.Analysts believe the prospect of thinning supply is having the desired effect, driving prices higher, all but very slowly. The UN have reacted to the fact that it is now more expensive to have UN offsets issued than they are currently valued on the open market. A UN panel are set to debate slashing issuance costs this week after it was reported that trading in spot CER's had ceased completely during the week. In addition the UN are setting up a collaboration centre, the third of its kind on the Island of Grenada to assist in the creation of GHG mitigation projects in the Carribean. The office will help local governments, NGOs and businesses interested in accessing the Clean Development Mechanism (CDM) identify projects and opportunities. This is the third regional collaboration centre established by the UNFCCC, with the first in Lom, Togo and the second in Kampala, Uganda.
